SPECIAL MEETING OF THE PARKSTON CITY COUNCIL, MARCH 15th, 2016 IN THE COUNCIL CHAMBER OF THE CITY HALL IN THE CITY OF PARKSTON, SOUTH DAKOTA

Mayor Hoffman called the meeting to order at 7:00 P.M. and roll call noted the following council members present: Dale Hofer, Ken Henke, Brad Hohn, Tim Semmler and Jeff Murtha. Absent: Rob Bertram. Also in attendance were Ryan Murtha, Greg Reiser, Dan Boehmer, and Tom Grajkowske.

Motion by Henke, seconded by Murtha, to approve the special meeting agenda, as presented. All present voting aye. Motion carried.

Bertram enters the meeting at 7:03 PM and shall be counted present.

Dan Boehmer, representing Ethan Coop Lumber, requested the special meeting to discuss the driveway proposal for 410 W. Cherry Street. The proposal is for a 69.50’ driveway. Since the city only allows 32’ driveways in residential districts, a variance needs to be approved for the larger width. Tom Grajkowskie, who will be the owner of the home, explained that the angle of the home to the street would make it very difficult to back his trailer into the garage. The additional width would allow easier access to the property. Ryan Murtha added his concerns which include, limited parking and snow removal. He added that the Cherry cal-de-sac only includes three properties unlike most typical cal-de-sacs which have four. Therefore, there would be more front footage per property. Alderman Hohn expressed the concerns regarding snow removal in regards to the limited space there would be for the snow to go. He reiterated that should the city approve the larger driveway, Mr. Grajkowske understands that the city will not remove the snow from the property if a large amount accumulates in the driveway and boulevard. Motion by Hofer, seconded by Semmler, to approve the variance to allow for a 69.50’ driveway at 410 W. Cherry St. All present voting aye. Motion carried.

Mayor Hoffman explained to the council that the curb and gutter design currently in the cal-de-sac varies from the design for the City of Parkston’s engineering standards. Greg Reiser, developer for this area, requested approval to continue this design throughout the rest of the cal-de-sac. City engineering, Ryan Mrutha, advised he doesn’t see a problem with the different design. Motion by Hohn, seconded by Semmler, to approve the installation of curb and gutter for the Cherry St. cal-de-sac as follows, beginning on the south side of cal-de-sac: high back curb on the east 50’ to the driveway of 410 W. Cherry St, 69.50’ driveway for 410 W. Cherry St, and drive over curb for the remaining cal-de-sac matching the current curb and gutter design at 411 W. Cherry St. All present voting aye. Motion carried.

At 7:25 PM, motion by Semmler, seconded by Hofer, to adjourn. All present voting aye. Motion carried.
