The District will receive sealed proposals from bona fide contractors until 2:00 p.m., January 5, 2015, at the Business Office located at Fermanagh-Mifflintown Elementary School, 75 South Seventh Street, Mifflintown, PA 17059. Proposals must be submitted in a sealed envelope, clearly marked as to proposal submitted with due date and time, in care of Richard Meily, Business Manager. Proposals received after this time will not be accepted. The District reserves the right to accept or reject any or all proposals and to waive any irregularities.

A pre-submission meeting/review will be held, weather and field conditions permitting, on Friday, December 19, 2015, at 9:00 a.m. to tour the site and answer any questions that may arise.

Those interested should meet at Dietrick Field, adjacent to Juniata High School, 3931 William Penn Highway, Mifflintown, PA.

MAINTENANCE/TREATMENT – DIETRICK FIELD

Information Sheet Part 1

Date Treatment

1. Mid to Late April Aerate with hollow-core tines and break up plugs. Fill in depressions with clean soil, and top dress if needed. Overseed with 450-500# quality seed as needed.

2. Early spring Fertilize using Dimension®

3. Late April Pre-emergence herbicide application for crabgrass control.

4. Late May/Early June Fertilization and broadleaf control.

5. Mid June Insecticide and post-emergence crabgrass herbicide.

6. Late August Fertilization

7. Late October/Early November Fertilization

Additional:

A. During football season Multiple core aeration and over seeding with 450- as needed 500# quality seed

B. Mid November If needed, aerate with hollow-core tines and break up plugs.

Product

 Fertilize with nitrogen (N) product. Examples: Polymer coated SCU, methylene urea, SCU. Can combine slow-release product with urea. Rate will depend on previous year’s fertilizer program. If late fall fertilization took place, may not need April fertilization. If no late fall application was made, apply 1.0 In N/1000 sq. ft. Phosphorous should not be included or kept to minimum.

 If seeding from April through July, use Tenacity (mesotrione) or Tupersan (siduron) as pre-emergence herbicide. If not seeding or sodding, use Dimension, Barricade, or Pendulum.

 Fertilize with slow release nitrogen (N) product. Examples: Polymer coated urea, methylene urea, SCU. Rate will depend on amount applied in April. Typically, use 1.0 lb. N/1000 sq. ft. Broadleaf herbicide should contain 2, 4-D, MCPP, and dicamba.

 Merit Insecticide for grub control. Acclaim Extra herbicide can be applied if crabgrass plants are visible. If seeding at this time, use Tenacity instead of Acclaim Extra.

 Fertilize with nitrogen (N) product. Examples: Polymer coated SCU, methylene urea, SCU. Can combine slow-release product with urea. Rate should be 1 lb. N/1000 sq. ft. Phosphorus should not be included or kept to minimum.

GENERAL MOWING GUIDELINES – DIETRICK FIELD

Information Sheet

1. The mower should be set high enough to prevent removal of more than 1/3 of the leaf blade. The target removal amount should always be 25%. If the grass is kept at 2”, then it should be cut at 2 ½”.

2. Change the mowing pattern each time. Diagonal cutting is preferred. Make sure the mowers don’t make turns on the playing surface.

3. All mowing will occur at least 24 hours prior to competition. A schedule will be provided to facilitate mowing; changes will be updated as necessary.

4. Term of contract is for three plus years beginning Spring 2015 to June 30, 2018.

CAUTION: Mowing should be frequent enough that no more than 1/3 of the total leaf surface will be removed in any given mowing. Leaving clippings on the turf by using a “mulching” blade on the mower returns moisture and nutrients to the grass roots, without affecting the thatch layer, and is highly recommended. There should never be excess clippings left on athletic turf.

GENERAL INFORMATION

1. Juniata County School District reserves the right to accept the proposal which serves the best interest of the School District and the award may not be the lowest proposal.

2. Juniata County School District reserves the right to cancel work due to weather, conditions, etc.

3. Location is indicated with approximate square footage.

4. Proposal should include references of other schools and/or commercial properties of similar size.

5. Vendor must provide a certificate of insurance naming Juniata County School District as named insured prior to starting work.

6. It is understood and agreed to by both parties that the contractor, while engaged in carrying out and complying with any of the terms and conditions of this contract, is an independent contractor and is not an officer, agent, or employee of the School District.

7. Contract may be terminated by either party with a 60-day notification.

8. Any violation of the terms of this contract may, at the option of the Board of Directors, operate as a cause for termination in accordance with Item 9.

9. Contract ends on June 30, 2018, and may be extended upon mutual agreement of the parties, unless terminated earlier for cause in accordance with Item 8.

10. The Board of Directors shall adjust all matters arising out of this contract not specifically provided therein. 11. The contractor’s School District liaison will be the Maintenance Director, and the disposition of this arrangement will be under the guidance of the Maintenance Director (717-436-2111, x 5021).
