Clemmons 10 Document Path: l:\council\bills\gm\24229cm15.docx 11 12 Introduced in the House on February 12, 2015 13 Adopted by the House on February 12, 2015 14 15 Summary: Richard Anthony Shurman 16 17 18 HISTORY OF LEGISLATIVE ACTIONS 19 20 Date Body Action Description with journal page number 21 2/12/2015 House Introduced and adopted ( House Journalpage 10) 22 23 View the latest legislative information at the website 24 25 26 VERSIONS OF THIS BILL 27 28 2/12/2015 29 1 2 3 4 5 6 7 8 9 A HOUSE RESOLUTION 10 11 TO CONGRATULATE RICHARD ANTHONY SHURMAN 12 FOR HIS REMARKABLE ACCOMPLISHMENTS IN THE BOY 13 SCOUTS OF AMERICA AND TO SALUTE HIM UPON 14 ACHIEVING THE CELEBRATED RANK OF EAGLE SCOUT, 15 THE HIGHEST AWARD IN SCOUTING. 16 17 Whereas, the members of the House of Representatives of the 18 State of South Carolina are pleased to learn that Richard Anthony 19 Shurman of Troop 477 of the Pee Dee Area Council has 20 successfully completed the prerequisites for the rank of Eagle 21 Scout; and 22 23 Whereas, to merit the rank of Eagle Scout, a Boy Scout must 24 demonstrate that he lives by the principles of the Scout Oath and 25 Law in his daily life; he must plan, develop, and give leadership to 26 others in a service project helpful to any religious institution, any 27 school, or his community; and he must earn a total of twentyone 28 merit badges, actively serve in a position of responsibility within 29 his troop for six months, take part in a Scoutmaster conference, 30 and successfully complete an Eagle Scout board of review; and 31 32 Whereas, only about seven percent of Boy Scouts completed these 33 rigorous requirements in 2013 to achieve the prestigious rank of 34 Eagle Scout; and 35 36 Whereas, in the early 1900s throughout the British Empire, the 37 Scout Movement began to form troops as a result of reading Lord 38 Robert BadenPowell’s “Aids to Scouting,” written to train soldiers. 39 In 1910, at the age of fiftythree, Lord BadenPowell retired from a 40 highly successful career as a scout in the British army to give his 41 attention to this work; and 42

[3612] 2 1 Whereas, as an outgrowth of the Scout Movement in England and 2 with the endorsement of the Chief Scout of the World, Lord 3 BadenPowell, the Boy Scouts of America was formed in 1910, and 4 for a century it has shaped future leaders of America by combining 5 educational activities with lifelong values and fun; and 6 7 Whereas, the members of the South Carolina House of 8 Representatives are grateful for the legacy of Scouting in America 9 and take great pride in acknowledging the achievements of young 10 South Carolinians like Richard Anthony Shurman who selflessly 11 give of their time, talents, and energy to enrich their local 12 communities and our State. Now, therefore, 13 14 Be it resolved by the House of Representatives: 15 16 That the members of the House of Representatives of the State of 17 South Carolina, by this resolution, congratulate Richard Anthony 18 Shurman for his remarkable accomplishments in the Boy Scouts of 19 America and salute him upon achieving the celebrated rank of 20 Eagle Scout, the highest award in Scouting. 21 22 Be it further resolved that a copy of this resolution be presented to 23 Richard Anthony Shurman. 24 XX 25
