Corson County Commission Proceedings June 4, 2013

The Corson County Board of County Commissioners met on June 4, 2013 at the Corson County Courthouse. Chairman Steve Keller called the meeting to order at 9:00 a.m. with Commissioners Darren Bauer, Shawn Hinsz, Edward Schock and Don Pazie present.

Approve Minutes All voted in favor of a motion by Hinsz, seconded by Schock, to approve the minutes of the May 4 meeting.

4-H Youth Program Dawn Robinson informed the Commission that four applications for the 4-H advisor position have been received by SDSU. Interviews will be conducted in Isabel on June 20. Robinson also discussed upcoming 4-H events and discussed her resignation as the 4-H Program Assistant effective August 9, 2013.

Burn Ban Consensus of the Commission was to keep the burn ban in effect. However, burning will be allowed after notification of the local fire department and prohibited on days of red flag warning or extreme fire danger.

Highway Report All voted in favor of a motion by Pazie, seconded by Hinsz, to authorize the chairman to sign one project application.

Highway Superintendent BJ Schell reported that the Highway 65 paving crew will measure and give an estimate for the cost of paving the Courthouse parking areas when they are working in the area. Schell discussed dust control, gravel crushing, and road damage from recent rains. Lease tractors have arrived and being prepared for use.

Formal Budget Supplement No one appeared for the hearing authorizing a general fund budget supplement for the purpose of building a highway shop. All voted in favor of a motion by Bauer, seconded by Hinsz, to supplement the General Fund Budget (101-311-430) $260,000 funded by cash on hand.

Courthouse Maintenance Della Block and BJ Schell discussed equipment for maintaining county property. Consensus was for Schell to purchase a commercial mower and for Block to offer $7.50 per hour for a part-time groundskeeper.

4-H Building Consensus was for Jason Keller of Prairie States Construction to repair the roof of the 4- H Building to prevent further damage.

Law Enforcement Sheriff Keith Gall discussed county-wide law enforcement with the Commission; no action taken.

Contingency Transfer Hinsz made a motion, seconded by Schock, to transfer $3500 from Contingency Budget (101-112-429) to E-911 Budget (101-225-411). All in favor.

Travel Authorization Consensus was for auditor staff to attend a Wellmark Blue Cross Blue Shield health insurance seminar.

Surplus Property All voted in favor of a motion by Bauer, seconded by Pazie, to declare surplus the following property taken by tax deed and sell at public auction at the July 2 meeting. All right, title and interest that Corson County has acquired through Tax Deed Proceedings, all buildings and improvements included in and to those certain parcels of land in Corson County, South Dakota, described as follows.
