TOWN OF HEMPSTEAD YOUTH COUNCIL MEETING MINUTES HEMPSTEADWORKS CAREER CENTER JUNE 9, 2006

Members Present:

Myra Brietburg, Counselor, Alutiiq Dr. Richard E. Dibble, Director, New York Institute of Technology (NYIT) Center for Labor and Industrial Relations, School of Management (Youth Council Chairperson) Alan Nachman, President, Diversified MicroSystems, Inc.

1. Welcome and Introductions

Dr. Dibble called the meeting to order at 9:40 A.M. The members introduced themselves and described their respective organizations.

2. Review of Minutes

After reviewing the meeting minutes from November 10, 2005, a motion was offered by Mr. Nachman to accept them as written. The motion was seconded by Ms. Gaines and adopted by the members.

3. Proposal Review

Dr. Dibble directed the members to review a summary of the proposals for Youth Services to be funded under WIA Title I-B In-School Youth Program and the TANF Summer Youth Employment Program (SYEP). Mr. Kenny explained how the proposal costs were calculated for Program Coordination and Academic and Occupational Learning instruction. He also explained the differences between the WIA Title I-B year round program and the TANF Summer program. Based upon the funding available for the current year, he stated that the number of enrollments was planned as follows:

 WIA Title I-B: 75  TANF: 130 Mr. Kenny reported that twelve (12) proposals were submitted under WIA and nine (9) were submitted under TANF. Based upon review of the proposals by Town of Hempstead WIB staff, Mr. Kenny indicated that the staff recommended that all of the proposals that were submitted be recommended to the WIB for approval as submitted. Dr. Dibble also directed the members to review the proposal submitted by The Paxen Group, Inc. to provide curricula for the WIA Title I-B and TANF Youth Program. Mr. Kenny indicated that the Paxen proposal was the only response received under the Curriculum RFP. A motion to was offered by Mr. Nachman for the Youth Council to recommend that the WIB approve all of the Youth Services proposals submitted under WIA and TANF, as well as the Paxen proposal to provide the curriculum. The motion was seconded by Ms. Brietburg and accepted by the Council.

4. Youth Performance Report

The Council reviewed Program Year 2005 Second Quarter Workforce Investment Act (WIA) Title I-B Performance Report, which pertains to the period of October 1, 2005 through December 31, 2005. Mr. Kenny explained that all Youth standards were passed, with the exception of the Older Youth Earnings Change/Replacement. In response to this outcome, Ms. Lukas Von Stein described the Corrective Action Plan, submitted by the HempsteadWorks Youth Program Operator to the Local Workforce Investment Board (LWIB) and the Council.

5. Monitoring Report

The Council reviewed a report of the monitoring of programs conducted during Program Year 2005. Mr. Kenny indicated that no major discrepancies were reported. Dr. Dibble invited the members of the Youth Council to participate in monitoring HempsteadWorks youth programs.

6. Functional Alignment Plan

Dr. Dibble reminded the members the Functional Alignment Addendum to the Comprehensive Three-Year Plan was mailed to the members prior to the meeting. Additional copies were distributed to the attendees who are not on the membership mailing list. Mr. Kenny provided a brief overview of the Addendum.

7. Workforce New York Long Island Business Services Team Status Report

The above referenced report was reviewed by the members.

8. Youth Service Provider Recognition Month

The Council reviewed the narratives that were posted on the New York Association of Employment and Training Professionals, Inc. (NYATEP) web site as part of the February is Youth Service Provider Recognition Month campaign. The honorees from the United Cerebral Palsy of Nassau County in connections with the HempsteadWorks Leaders of Tomorrow Program (HWLOT), which is funded under the Town of Hempstead/City of Long Beach TANF Summer Youth Employment Grant.

2 9. WIB Biennial Continuous Improvement Award

Nomination packages for the WIB Biennial Continuous Improvement Award were reviewed by the members. Mr. Kenny summarized the award process.

10. Recruitment of Out-of-School Youth

The Council conducted an extensive discussion concerning methods to increase recruitment of Out-of School Youth. Ms. Gaines addressed Ms. Volcy, who represents Goodwill Industries of Greater New York and Northern New Jersey, Inc., which is the HempsteadWorks Youth Program Operator. Ms. Gaines suggested that Ms. Volcy should coordinate her recruitment activities with the Education and Assistance Corporation’s WORC and ACHIEVE Programs. Ms. Weissberg suggested that Ms. Volcy also coordinate her activities with several individuals and organizations, including Paola Napo of VESID. Other suggestions included coordination with the Hispanic Brotherhood, the Board of Cooperative Educational Services (BOCES) Center for Career Development, community-based organizations, etc.

11. Adjournment

A motion was offered by Ms. Brietburg to adjourn the meeting. The motion was seconded by Mr. Nachman and adopted by the members. The meeting was adjourned at 10:50 A.M.
