Harnett County Tax Administrator requests approval of waiver of competition under NC G.S. 143-129(e) to upgrade the current NCPTS Tax Billing and Collection System to Version 4 software with Farragut Systems, Inc. Standardization, compatibility and integration with our current systems is justification for the waiver. The cost of the upgrade is $185,475 to be paid in three yearly installments of $61,825 per year. E. Harnett County Public Utilities requests approval of write-offs for the first quarter of 2015 in the amount of $58,899.59. F. Harnett County Public Utilities requests the award of the primary construction contract for the 42 MGD Water Treatment Plant Upgrade to State Utility Contractors, Inc. from Monroe, NC in the amount of $10,297,000. The total project budget is estimated to be $11,613,050 and funding will consist of $5,450,000 from Moore County and the remainder of $6,163,050 from HCDPU reserves. G. Harnett County Sheriff’s Office requests approval to adopt a bloodhound from Rescue UR Forever Friend in the amount of $275.00 (adoption fee of $175 and neuter fee of $100). H. Harnett County Social Services requests waiver of competitive bidding under NC G.S. 143-129(g) for the purchase of Compass Software from Northwoods Consulting Partners, Inc. The seller has agreed to extend to Harnett County the same or more favorable prices and terms as set forth in its contract with Brunswick County. The total cost of the software and hardware implementation is $563,200.50 with a portion of the total cost reimbursable by the NC DHHS estimated at $222,722.19. Social Services requests award of contract to Northwoods Consulting Partners, Inc. and Resolution Authorizing the “Piggybacking” on a Purchase Agreement from Brunswick County for Electronic Document Management. I. Amended Harnett County Ordinance Permitting the Posting of Signs to Prohibit the Carrying of Concealed Handguns on Certain County Property J. Resolution in Support of Senate Bill 369 Sales Tax Fairness Act Page 1 5. Period of up to 30 minutes for informal comments allowing 3 minutes for each presentation
