Agenda 1. Welcome and Introductions by Chair.
1. Apologies for Absence 1. Nomination of a note taker for the meeting
Gerry Ives was nominated, & agreed.
2. Notes from previous meeting - agreement by Steering Group, unanimously agreed.
1. Saxilby Moorings and Tourism - Sean McGinley, East Midlands Area Manager, Canal and River Trust . Sean explained that the trust had taken over from 'British Waterways' in 2012. The trust held a Gov- ernment for 15 years, & that they were primarily a navigational authority. Ownership included the tow- path's & consequent liabilities, although some were the responsibility of DEFRA.
They were attempting to grow community contacts, Saxilby particularly, as being considered as a 'Jew- el in the Crown', although somewhat weather-worn of late.
The East Midlands Area employs some 30 people plus many volunteers, scouts etc.
In 2011 a scoping report was produced for matters such as improving moorings (including road side areas). However some communities were against improvements, being satisfied with 'things as they are'.
Chair asked how many boats used the canal, Sean replied that that data was not recorded, but could be in future.
Chris Hewis commented that in 2008 a feasibility study was undertaken.
Sean then added that Saxilby attracted visitors as Lincoln moorings were considered inferior.
Chris Hewis then added that the moorings in Saxilby were within the village 'Heritage Site', and a pos- sible future move would be to extend the whole of Bridge St as a 'Coffee Culture' attraction. The Co-op are not interested in a 10 year commitment with regard to ancillary buildings being used as a Heritage Centre. The buildings are currently leased by SPC, inherited from WLDC.
Sean noted that there were continuing problems with the buildings. Toilets were prone to vandalism, and other facilities were possibly not adequately maintained. Although the facilities were an asset to the Trust, funding would be difficult.
Cllr Alison Clubley & Patrick Nicholson suggested that maybe a nominal charge for the use of the facil- ities could be levied. Although this would be the responsibity of SPC, who would obviously have to ex- plore the costs involved.
Sean then reminded of the successful 2006 Water Festival and said the Trust would both support & possibly assist with funding for a future event.
Chair mentioned that such an event would be ideal for involving the younger villagers, school, youth groups, scouts etc.
Chris Hewis raised the possibility of approaching the landowner of land adjoining to the moorings, pos- sibly leasing it to extend the area available. Could also involve clearing the 'hidden, overgrown' cobble- stoned land which extends from the footbridge to the railway, the route of the old road before the A57 bridge was built.
Sean mentioned that (with Village support) the Trust could be willing to bring a task force to facilitate improvements.
Chair noted that the whole area was 'tired' & in need of some TLC.
Sean then mentioned the idea of trialling 'memorial plaques' (discretely displayed on future additional displays, facilities etc - as already done with benches & such throughout the village).
Chair noted that tourism should be a part of the NDP.
Russell Spurr suggested an extension of the 'Bike Hire' scheme, currrently opered in Lincoln and at present only extending to Burton Waters, mentioned the Sun Inn as a possible site for such.
Paul Roberts mentioned, re plaques possibly contacting the Fairfax family, owners of Doddington Hall, given the historical connections they have locally.
Chair asked if Canal & River Trust could attend the upcoming 5th February village drop in session, Sean said could be possible..
6. Questionnaire - up date from Community Lincs .
626 questionnaires returned, 35%, an exceptionally positive response. 1. Clerical Support - recruitment up date, DONE! 1. Budget - Chris Hewis & 9 Funding -Luke Brown.
Luke 'funding for NDP from WLDC & Locality, no need to ask SPC, except for temporary short- falls.
Chris H to meet Luke Brown re Character assesment.
1. Youth Survey - nominations for a small task and finish group
Chair, school participation to be further co-ordinated. Ray Parnell noted teenagers needed a somewhat different approach, a suggestion was made that something similar to 'Business Cards' could be produced for the schoolchildren who use the out of village schools. 1. Saxilby Primary School Young People - Jade [see 10, above].
2. Consider dates for consultation with local businesses.
Russell Spurr, invite to March meeting as specific event, include in fFocus to attract home businesses.

Arranged as per village wide flyers and posters. 1. Writing the NDP.
