Winters Technical Staffing understands that CLIENT NAME has chosen to seek some of it’s staffing needs on a temporary basis. While Winters Technical Staffing remains fully prepared to staff all the requirements for CLIENT NAME on this basis, Winters Technical Staffing also keeps an open mind to alternative options, which may provide more cost effective or productive means of strategic staffing. Included in the following document is a brief description of our main service offerings, along with a commitment on the part of Winters Technical Staffing to continuously be looking at staffing options that are in best interests of CLIENT NAME.

Established in 1970 Winters Technical Staffing is a broadly based technical and managerial resource company head quartered in Toronto with offices in Barrie, Brampton, Kitchener, Markham, Mississauga, Newmarket. Our overall operations span Canada and are complemented by affiliations with associated companies in the U.S.A. and overseas.
Our company mandate is to supply on a temporary, contract, or permanent basis, light industrial/general labour, skilled trades, operations, management, technical support and engineering personnel to the manufacturing, pharmaceutical, logistics & warehousing, call centers, automotive, aerospace, electronics and information technology sectors.

ACSESS is the single voice for the employment, recruitment and staffing services industry in Canada assuming a leadership role in industry licensing and regulation. As a member of this organization, we are held to the industry’s high standards and Code of Ethics and it is our intent to ensure that these obligations are met to the fullest. Training Winters Technical Staffing has highly trained recruiters and human resources specialists to assess the staffing needs and requirements of our clients. We are highly trained in all facets of recruitment including reviewing resumes, screening, testing, interviewing, monitoring, evaluating and hiring employees. As a member of ACSESS, our human resources team acquires professional training and development. The following section provides an overview of the various services available from Winters Technical Staffing.
Winters Technical Staffing helps clients manage their human resources through 6 main service offerings:

3.1 CLIENT SERVICES Reduced Costs, quality employees and overall service are a major part of our operational philosophy. We provide a variety of successful and cost effective recruitment programs to suit the needs of our clients.
4 CONTRACT AND TEMPORARY STAFFING By fully utilizing our extensive database, we are able to provide a wide range of skilled and experienced contract and temporary personnel on very short notice. Our existing clients know that hiring professional contract and temporary staff on a project basis, through Winters Technical Staffing is very cost effective. Our billing is only for hours worked. Contract and temporary staff may be terminated as soon as the project is finished or before if necessary.
ON SITE MANA GEMENT Should you wish us to manage all your temporary staffing needs, we would be happy to customize a program to suit your needs. One of our highly trained staff can be stationed on your site to provide the leadership required to ensure that all your staffing needs are handled professionally.
PERMANENT PLACEMENT On receipt of your detailed job specifications, we will research the candidates and present you with a small selection of well-qualified and available people.
PAYROLL SERVICE Outsourcing your payroll on a project basis is fast, efficient and cost effective. You get the people you want, when you want them, for as long as you want them. There is no hiring or downsizing cost. Winters simply provides a total payroll service and inserts itself between the individual and the company. We become the employer. We manage all payroll costs and ensure that all personnel are fully covered by Workers Compensation. We send you a detailed invoice weekly, thus eliminating all the hassles associated with finding and hiring your own temporary staff and all the associated administration costs .
CLIENT TRANSFER Should you wish to transfer one of our contract or temporary staff to a permanent position, our client transfer service makes the changeover fast and efficient.
PROJECT DESIGN TEAM Winters is able to move quickly to set up a Project Design Team in your office or in a satellite office at a location of your choice. We are able to provide the space, equipment, management, and staff.
CUSTOMIZED REPORTS / SPREADSHEETS / TIME SHEETS Winters recognizes the importance of accurate time keeping and reports. We work with you to find the most convenient ways of keeping track of the hours worked by Winters employees. We can create customized reports, spreadsheets, and time sheets to save you time and eliminate any confusion. Winters’ employees are provided with standard time sheets that each Winters employee will present to their supervisor to be completed. If we have not established a customized reporting process with your company it is our employees’ responsibility to forward a signed and authorized timesheet to our payroll department, not yours.
4.0 WINTERS TECHNICAL STAFFING RECRUITMENT INITIATIVES
Winters Technical Staffing utilizes a variety of recruitment activities to ensure that our candidate database represents its clients’ needs. Our proactive approach to database management allows us to monitor applicant flow, candidate utilization, successful placement ratios and skill shortages
5 on an overall and/or per customer basis. When a shortage of candidates in a particular skill set is forecast, our recruiters can then direct their efforts to access the most appropriate resources.
Winters Technical Staffing utilizes the services of HRDC, Workopolis and many other resources, specializing in recruitment advertising to ensure that our advertising is consistent, professional and effective. Winters Technical Staffing also recruits from universities and colleges in the local area by working through the student job placement offices within each of the institutions and by placing ads in campus publications.
4.1 FACILITY TOUR & CUSTOMIZED JOB DESCRIPTION
The first step to better understanding your organizational needs is to have our service representatives set up a meeting with your management or supervisory personnel in order for us to thoroughly comprehend the expectations, requirements and the environment. Effective two-way communication is an integral component of our ability to provide you with superior service. Complete familiarity with your premises, and development of a relationship with those involved in requesting your staffing needs are essential to this process. It is during these facility tours that all pertinent information is gathered in order for us to best customize our standard job descriptions to best suit your requirements.
5.0 WINTERS TECHNICAL STAFFING INTERVIEWING AND SCREENING PROCEDURES
5.1 The Screening Process: It is important to note that Winters Technical Staffing hires and refers only employees and applicants that are legally entitled to work in Canada. Thus, we screen thoroughly in this regard. To verify the legal status of each applicant, all individuals registered must provide a social insurance number, confirmation of landed immigrant status, or a valid Work Permit.
5.2 The Interview: In order to determine which skills require evaluations, Candidates are interviewed by our experienced consultants. During the interview, Winters Technical Staffing consultants base their assessment of each candidate on the résumé presented, the completed application form, the interview dialogue, and the applicant's presentation skills. This is 6 an excellent opportunity to gather information from the candidate regarding the specifics of their experience and training, their oral language skills, as well as their preferences relating to salary range, job locations and type of work.
5.3 Reference Checking & Criminal Background Check: It is the policy and practice of Winters Technical Staffing to conduct a minimum of two-reference check on all candidates prior to referral or placement with clients. The format used for reference checks meets the standards set by the Human Rights Code and our Quality standards. The purpose of reference checks is to give Winters Technical Staffing a complete overview of the individual's flexibility, attitude, and work habits, general productivity and to validate the information gathered during our interviewing process. A Criminal Check can be arranged if you do require this service. There are times when it proves impossible to complete one reference check on an applicant. In this event, the client is consulted and a mutual decision for placement is made. While this situation is rare, it can occur and thus the above policy has been implemented to ensure customer satisfaction and compliance with our corporate objectives.
5.4 Industrial and Office Testing: All applicants applying to Winters Technical Staffing for placement in the light industrial warehousing and office positions are required to undergo a minimum of two (2) skill-related evaluations prior to qualifying to represent Winters Technical Staffing as an employee. The method of testing is relatively simple and is designed to evaluate the candidate's ability to follow instructions, read and write English and recognize and match numbers and shapes.
5.5 Health & Safety Policy & Training: The provision of a safe & healthy work environment for all employees is of primary importance to the management and service staff of Winters Technical Staffing. Winters Technical Staffing, representatives conduct safety surveys of all client sites in order to ensure the safety of our employees and minimize Workers’ Compensation claims. In the event that we uncover potential health or safety risks, Winters Technical Staffing will work with our clients to advise the necessary safety training required to protect the health and welfare of our valued employees. It was this activity that uncovered the need to familiarize all our industrial oriented employees with basic safety procedures prior to assignment.
Health & Safety training is fundamentally based upon mutual cooperation between Winters Technical Staffing and the client. To ensure the general safe welfare of our employees, we provide general safety orientation. However, we ask that our clients conduct appropriate job specific orientations before our candidates start their shift on their premises.
The employee also must play an integral role in ensuring his/her own safety while working on assignments for Winters Technical Staffing. Winters Technical Staffing has produced a written Health & Safety Policy that is reviewed in detail with all applicants prior to hire and assignment to our clients. This policy is part of the Employee
7 Orientation Booklet that is given to all applicants. Upon request, this booklet will be made available for review by client’s representatives.
5.6 Workplace Hazardous Material Information System (WHMIS):
In compliance with the Workplace Hazardous Material Information System (WHMIS) legislation, we have introduced a WHMIS Awareness Program that is a required prerequisite of all industrial employees representing Winters Technical Staffing. This orientation consists of a 20-minute video, workbook exercise and a short quiz to ensure understanding of the information covered. In the event that our employees will be required to work with known hazardous materials, unless otherwise negotiated, Winters Technical Staffing relies on our clients to conduct required site- specific WHMIS training and Dangerous Goods training and issue appropriate certification.
6.0 QUALITY SATISFACTION MEASUREMENT
Quality measurement is an integral part of our commitment to client satisfaction, and it also serves to ensure the continued success of our Partnership Development Process. Our Quality Assurance Program offers clients structure, while permitting our consultants the time and flexibility to meet or exceed their specific needs. The system also allows them ample opportunity to provide both positive and negative feedback on the performance of long and short-term employees.
A. First Day Arrival Check This check is to confirm that our employee has arrived as scheduled and is settled into their environment.
B. Quality Control Check Regular contact is made according to a mutually determined schedule in order to confirm that performance expectations are being met.
C. Employee Performance Evaluations Monitoring employee performance is mandatory to the success of our working relationship with both our clients and our employees. It is the responsibility of Winters Technical Staffing to ensure that we receive the required feedback from end users on employee performance and our service delivery. This will allow our representatives to report the results of our overall performance to our clients. It is equally important that we have this information in order to provide meaningful feedback to our employees.
Determining individual employee performance in an environment where multiple employees are assigned can be difficult, and it is generally more meaningful to attempt this by recognizing exceptional rather than standard performance. If appropriate, an evaluation form will be introduced which identifies all employees assigned to a specific department; however, when needed, forms will be made available to rate the overall performance of a team.
It is the responsibility of Winters Technical Staffing to receive and track this feedback. We will monitor response levels and follow up accordingly or conduct appraisals personally.
D. Winters Technical Staffing Service Audit 8 Although the Winters Technical Staffing Team will constantly be monitoring the quality of service rendered, a formal service audit will be conducted within 3 months to ensure we are continuing to meet or exceed client’s expectations. After the initial 3-month audit, service audits will be conducted with client’s on a semi-annual basis.
7.0 TEMPORARY RATES
The rates, depicted below, allow us to attract and retain the caliber of employees that clients expects from Winters Technical Staffing. A fair compensation package attracts qualified applicants, retains competent workers due to internal and external equity, and motivates employees to put forth their best efforts. We maintain our experienced pool of employees by paying them appropriately for their skill and experience level.
EXAMPLES:
Positions for Welders (paying $18.00/hr): EXAMPLE Bill Rate at: $26.10/hr (includes ALL statutory holidays, EI, CPP, WSIB etc.)
Positions for General Laborers (paying $10.00/hr): EXAMPLE Bill Rate at: $14.50/hr (includes ALL statutory holidays, EI, CPP, WSIB etc.)
Positions for Machine Operators (paying $12.00/hr): EXAMPLE Bill Rate at: $17.40/hr (includes ALL statutory holidays, EI, CPP, WSIB etc.)
7.1 Permanent Rates
Permanent Placement Fee’s: 20% of Annual Starting Salary
Client Transfers
Transfer any Associates from other agencies to Winters Technical Staffing 's payroll and we can offer you the following DISCOUNTED mark-up:
Payrolling Mark-up: 38%, Example: $10.00/hr = $13.80 bill rate /hour
Employees are entitled to overtime as per provincial legislation. Our overtime rate will be 1.5 times the normal bill rate.
In the event that the Government should legislate changes to the mandatory employer taxes, Winters Technical Staffing will alter the rates to the client to reflect these changes.
8.0 INVOICING
Winters Technical Staffing ’s standard invoicing terms is net 30 days.
