I. Call to Order and Self Introductions: John Davis called meeting to order at 1:33 PM. Quorum was not present.

II. Action Item: Approval of minutes from Technical Committee meeting of September 22, 2010. No changes were recommended for the above mentioned minutes. Must be accepted at next meeting with Quorum present.

III. Legislative Update. Reviewed by John Davis. AB341-Mandatory Commercial Recycling, AB818-Renter’s right to recycle, AB900-Requires recycling & Composting containers at schools, AB1149-Beverage container program with Market Dev. AB1998- Plastic bag recycling.

IV. LEA projects update. Steve Mucker reviewed the update. See handout attached for more information.

V. Strategic Planning Committee update. John Davis is currently working on second phase of the committee report. This report will be presented to SWAT at the April 20, 2011 meeting.

VI. Membership Committee update. Rex Richardson stated that the membership committee received one new applicant for Public At Large. Also need to have SWAT move Burrtec from Recycler to Waste Hauler.

VII. Informational Item: Countywide Community Cleanup & Recycling Day is April 9, 2011. Cities are reminded that truck numbers are needed by SWMD one week prior to the event. Per Claudia Rozzi, cities send their information to Carolyn Serna at SWMD.

VIII. WDA update. Update given by Claudia Rozzi, all participants have approved the contract amendment for adjusting the annual COLA formula to earlier time period for the Producer Price Index and the Employment Cost Index, the new WDA rate effective July 1, will be $36.92/ton. No perchlorate fee.

XI. SWAT Agenda recommendations/new business: New member Public at Large; SWMD Alternative Energy at landfills; Presentations: Jeff IEUA- Disaster and Composters Group; Diana McKeen-Commercial Recycling and John Davis, Olivia Sanchez and Erika Ellis-C & D Diversion follow-up update.

X. Membership/Roster changes. No changes.

XI. Next Technical Committee Meeting. Wednesday, September 21, 2011.
