Purpose:
This document sets out how we, as partners, plan to ensure collaborative working in order to make the most effective use of resources in developing high quality physical education and sport for children and young people.
Principles:
The strategy is driven by the outcomes of the National Summit in PE 2005 in that “The aim of PE is systematically to develop physical competence so that children are able to move efficiently, effectively, safely and understand what they are doing. The outcome i.e. physical literacy, is as important to children’s education and development as Numeracy and literacy”.

The Vision:
All children and young people have access to a fulfilling and rewarding HIGH QUALITY physical education programme in a safe and supportive environment. We want them to enjoy physical activity, be healthy, achieve their full potential and through PESS make a positive contribution to their community.
3 PESS - PE and School Sport National Context
The main drivers of this strategy are:
1) The 2006 Public Service Agreement (PSA) for 2010 “We would like to see a minimum of two hours high quality PE in the curriculum each week. In addition, we would also like to see young people taking part in two to three hours of sport each week, both at school and in the community.”
2) The government through the DfES/DCMS have reviewed the funding arrangements and the focus of the strategies 8 programmes in order to raise the profile and standards of PE and School Sport.

3) The DCMS Sport England ‘South West Regional Sports Plan 2005 – 9’ and its intention to increase the number of Hub Clubs, Leadership Programmes and Community Coaches.
4) The DfES Five Outcomes of ‘Every Child Matters.’
Local Context
As a result of the DfES PE, School Sport, Club Links Strategy, ‘Learning through PE and School Sport’ (PESSCL Strategy funding) we have three Sports Colleges across Bournemouth and Poole and one aspiring Sports College. The National CPD funding has focussed on Primary but for the next 2 years will focus on Secondary Schools. We were one of the successful authorities to receive Secondary CPD funding. Swimming provision is developing with all Y3 and Y4 children in Poole having access to a Borough programme. The schools in Bournemouth that use the Leisure Service facilities and the new lottery funded pool at Moordown St John’s CE School have excellent provision. Poole and Bournemouth Partnership took part in the QCA PESS investigation and the good practice can be read on the National website www.qca.org.uk/pess We have an excellent Summer Academy for talented Y6 pupils which runs at Bournemouth University. As a result of National funding schools are using National standards to identify and develop talented young people.
The PSA target was exceeded by both authorities. In Poole 89% and Bournemouth 81% of our children participate in a minimum of 2 hours high quality PE every week. As a result of the National PESSCL 27 schools in Poole and 12 schools in Bournemouth achieved the new Activemark this year.
The School Sports Co-ordinator Partnership has grown and now includes all Poole (some Dorset) and all Bournemouth schools.
As a result of the DCMS Sport England ‘South West Regional Sports Plan 2005 – 9’ there are plans for 2 sports hubs in the region i.e. David English Centre in Bournemouth and Carter Community Sports College in Poole.
This strategy to-date has been focused around the 5 outcomes of ‘Every Child Matters’ and will become the Education Section of the Bournemouth and Poole Physical Activity Strategy.

All children and young people are physically active and develop their knowledge and understanding of health and fitness.
Aim 3:
All children enjoy and achieve their maximum potential in PESS.
Aim 4:
An increased number of children make a positive contribution to their community through PESS.
Aim 5
Young people have access to a range of purposeful work related opportunities.
