STATE WATER RESOURCES CONTROL BOARD BOARD MEETING MINUTES December 20, 2002

CALL TO ORDER The meeting was called to order by Arthur G. Baggett, Jr., Chair, Friday, December 20, 2002, at 10:15 a.m., in the Sierra Hearing Room, 1001 I Street, Sacramento, California.

BOARD MEMBERS PRESENT Arthur G. Baggett, Jr., Richard Katz and Gary Carlton.

STAFF PRESENT Harry Schueller, Craig M. Wilson, Maureen Marché, Dana Differding, and Andy Fecko

WATER RIGHTS Consideration of a Proposed Order Regarding Petitions for Reconsideration of Water Rights Order 2002- 0013 Concerning the Imperial Irrigation District’s (IID) and San Diego County Water Authority’s (SDCWA) Amended Joint Petition for Approval of a Long-Term Transfer of Conserved Water from IID to SDCWA and to Change the Point of Diversion, Place of Use, and Purpose of Use Under Permit 7643.

Dana Differding, Office of Chief Counsel, presented the item noting a change to the December 17 draft order on page 8, first paragraph: “prescribes”, not proscribes.

T. Virsik, R. Rothman, B. Baird, B. Hargreaves, B. Yeates, A. Rossmann, S. Hastings and D. Osias addressed the Board.

At 11:15 a.m. the Board recessed the meeting to meet in closed session. The Chairman reconvened the Board meeting at 11:32 a.m.

At the Board’s direction, Ms. Differding noted an additional change to the draft order at the end of 11.0 CONCLUSION, to add the sentence: “This order is designated as non-precedential.”

Motion: The Board unanimously adopted the proposed order as revised denying the petitions for reconsideration of Water Rights Order 2002-0013, modifying Order 2002-0013 and affirming Order 2002- 0013 as modified. Water Rights Order 2002-0016

ADJOURNMENT The Chairman adjourned the meeting at 11:40 a.m.
