PAYGRADE: 12 (FULL PERFORMANCE) $53,743 - $77, 480

DESCRIPTION

The Chief Adult Probation Officer will be expected to work cooperatively with both the President Judge and the Administrative Judge to implement the goals and mission of the Lycoming County criminal justice system. Additional responsibilities shall include working proactively with the Board of Judges to insure that the Courts are compliant with current sentencing guidelines and practices. This position is professional work of an administrative and supervisory nature in a County court system, adult probation, and parole department. Work involves diversified activities within the court system, as well as interfacing with numerous governmental and community agencies.

In order to be considered for this position, the applicant must also be able to understand and carryout necessary functions of budgeting, planning and policy developing, and implementation, according to local court objectives and state law. Applicants for this position must also be adept at supervising all daily activities of staff, the allocation of work, implementing effective methods of case management, and coordinating departmental activities with other court appointed/related offices. The Chief must develop and maintain a strong working relationship not only with all five Judges but also the Director of Court Services and the District Court Administrator.

This position requires the Chief to interface with numerous local and state agencies in order to coordinate services to adult offenders, promote agency cooperation in enforcing conditions of sentence and other court orders, and establish policy and procedures in the community in order to achieve court objectives. This position involves quasi-judicial authority as a member of the Parole Committee when reviewing inmates for eligibility for release from both County and on occasion State facilities. SPECIFIC DUTIES

 Directs as well as supports the Community Service Program through direct supervision of the Community Service Supervisor with community work sites and general public.  Oversees and provides support for the department’s role in conjunction with the County’s multiple Problem Solving Courts.  Supports the establishment of Training and Policy regarding the possession and use of firearms by Probation office staff.  Coordinates the office policies for the collection of fines, costs and restitution payments between victims, offenders, probation staff and county collection office working with the direction of Court Services.  Directs operation of specialized supervision program through staff for supervision of mentally ill/mentally retarded offenders in cooperation with County Mental Health/Intellectually Disabled Office.  Directs monitoring of offenders assigned to the Global Positioning Program through staff supervision.  Directs operation of Secure Continues Remote Alcohol Monitoring Program through staff supervision.  Overall responsibility for the Victim Impact Panel through staff coordination.  Establishes and directs case management practices to determine level and quality of supervision with probationers and parolees.  Acts as Chairman of Lycoming County Parole Review Committee to review all pending parole staff, and County collection office.  Acts as liaison with Pennsylvania Board of Probation and Parole, state correctional institutions, County prison, and various community service agencies, for coordination of social services, and assignment of supervision for offenders.  Assumes overall responsibility for the clerical staff and maintenance of all departmental records.  Prepares reports for court and general public review of department operations.  Completes pre-sentence investigations, supervises cases, and prosecutes violations of probation/parole cases to supplement existing staff.  Works with the President Judge in coordinating the operation of County Re-Entry Services Center.

SUPERVISORY RESPONSIBILITIES

Supervises nineteen professional staff and two clerical staff. WORKING CONDITIONS

Normal; however the nature of the work presents an unusually high degree of emotional stress due to dealing with complex agency activities and clients who are undergoing personal or family stress due to criminal activity. There is some potential for physical danger due to working with parole and probation violators.

JOB REQUIREMENTS:

 Fully qualified requirements include a Bachelor’s degree in social work, criminal justice, or public administration or related experience, and eight (8) years related experience.  Ability to interact with community organizations, conduct meetings, hold supervisory sessions, and interact with general public regarding complaints, information, etc.  Knowledge of probation/parole law, knowledge of Pennsylvania sentencing laws and practices.  Knowledge of casework principles and modern case management tools and skills.  Knowledge of modern management practices and human resource principles.  Effective communication skills both written and verbal.
