Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire MOBIS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

MOBIS Labor Category Descriptions

Education and Experience Substitution The Labor Category descriptions below illustrate the education and experience requirements typical of the personnel in each category. As noted in each labor category, education and experience may be substituted for one another.

Partner/Principal Qualifications: Master’s Degree in Information Systems, Information Technology, Engineering, Science, Mathematics, Business, Economics, Finance, or a related discipline. 15+ years of experience within a related discipline in positions of increasing responsibility and complexity. A certification in a related discipline such as Project Management Professional (PMP), DAWIA 4 Level II or III Certification, or a similar industry certification. A PhD may be substituted for 2 years of experience.

Description: Serves as the liaison between the project team and government on all contractual matters. Interfaces with senior leadership and assures the quality of all tasks. Responsible for the oversight, coordination, and integration of multiple complex tasks or projects to support business objectives within a particular market or function. Participates in key planning meetings, project review sessions, and status briefings to ensure that the project direction is in alignment with the contracting agency's strategic goals and objectives. May provide Subject Matter Expertise (SME) to relevant projects or tasks.

Knowledge/Experience/Skills: Must possess strong project management skills with specific expertise in a related discipline. Must have demonstrated ability to provide guidance and direction to staff and possess expertise in the management and control of funds and resources, establishing requirements and procedures for responding to statements of work for task/delivery orders, and preparing deliverables. Must lead and integrate elements of complex projects to achieve desired results by setting strategically aligned goals. Must possess strong leadership and communication skills, both written and oral. Must possess strong cross-functional team facilitation skills at all levels.

Subject Matter Expert Qualifications: Master’s Degree in a related discipline. 15+ years of experience in positions of increasing responsibility and complexity, at least 7 years’ experience must be within a MOBIS related discipline. May possess a certification in a related discipline such as Program Management Professional (PMP), DAWIA Level II or III Certification, or a similar industry certification. A Ph.D may be substituted for 2 years of experience.

Description: Senior expert with extensive knowledge and experience in one or more designated functional areas. Performs high level and complex advisory consulting work as a recognized authority in their area of expertise. Provides high level functional analysis, design, integration, documentation, and implementation advice on complex problems which require extensive knowledge of the related technical subject matter for effective implementation. Reviews and confirms proposed methodology for complex technical solutions in designated functional area. Utilizes expertise to ensure that project methodology and systems support the organizations core goals and strategic vision.

Knowledge/Experience/Skills: Subject Matter Expert is typically a former high ranking military or civilian official and recognized by industry as an expert in their specific field. Offers in-depth industry or methodological expertise at the executive level, and may be nationally recognized or highly published in their subject area of expertise. Possesses relevant, up to date knowledge of the specific government programs and initiatives and possesses the ability to transfer industry knowledge and applications to the client-specific initiative.

Sr. Consultant Qualifications: Bachelor’s Degree in Information Systems, Information Technology, 5 Engineering, Science, Mathematics, Business, Economics, Finance, or a related discipline. 12+ years of experience within a related discipline in positions of increasing responsibility and complexity, at least 5 years’ experience must be within a MOBIS related discipline. A certification in a related discipline such as Program Management Professional (PMP), DAWIA Level II or III Certification, or a similar industry certification. A Master’s Degree may be substituted for 2 years of experience.

Description: Defines project objectives and strategic direction. Provides consulting to agency heads, directors, and senior managers on implementation of agency-wide quality and process improvements and other initiatives. Designs, organizes, leads, and conducts executive level projects requiring a mastery of technical expertise in one or more technical disciplines. Manages a team of senior consultants and analysts supporting an agency’s efforts. Serves as a coach or mentor to the other team members and may be recognized as an authority on one or more technical subject areas. Performs extensive interface with clients and Project Managers for service requirements. May write original articles or documents relating to quality implementation or technical enhancements.

Knowledge/Experience/Skills: Possesses strong process improvement strategies for difficult projects, business analysis methods and techniques, sophisticated consulting strategies and techniques, functional area best practices, organizational development and systems approaches to integrating total solutions. Candidate must be extremely proficient in the areas of business improvement, strategic business planning, management and organizational techniques. Demonstrates the ability to provide guidance and direction to staff performing on consulting and facilitation engagements. Possesses the ability to design and deliver powerful presentations and interventions. Possesses demonstrated ability and experience in management consulting and cross- team facilitation at all levels.

Mid. Consultant Qualifications: Bachelor’s Degree in Information Systems, Information Technology, Engineering, Science, Mathematics, Business, Economics, Finance, or a related discipline. 7+ years of experience within a related discipline in positions of increasing responsibility and complexity. May possess a certification in a related discipline such as Program Management Professional (PMP), DAWIA Level I or II Certification, or a similar industry certification. A Master’s Degree may be substituted for 2 years of experience.

Description: Supports project objectives through activities such as conducting interviews, gathering data, generating papers, presentations, analyses and other original documents, and developing recommendations in support of project objectives. Serves as a facilitator between multiple teams to achieve objectives of highly complex efforts. Quickly identifies client issues and potential solutions and approaches, utilizing appropriate analysis, tools, and techniques. Participates in the facilitation of discussions and meetings with senior level customer staff. May provide guidance and training to other staff, as required. Directs the activities of more junior consultants or other staff, as necessary.

Knowledge/Experience/Skills: Senior expert that possesses demonstrated knowledge and experience in the development of solutions, recommendations, or outcomes across multiple 6 complex tasks in multiple organizations. Possesses strong facilitation, management consulting, training, and process reengineering or business improvement skills and the ability to effectively use applicable tools and techniques. Jr. Consultant Qualifications: Bachelor’s Degree in Information Systems, Information Technology, Engineering, Science, Mathematics, Business, Economics, Finance, or a related discipline. 1+ years of experience within a related discipline. An Associate’s Degree and 4 years of experience may be substituted for a Bachelor’s Degree.

Description: Contributes to consulting staff client assignments within specified guidelines. Performs a variety of tasks related to their education or past experience. Assists more senior level consultants in support of project tasks, including conducting interviews, gathering data, generating papers, presentations, analyses and other original documents, and developing recommendations in support of project objectives.

Project Assistant Qualifications: Associate’s Degree in a related discipline. 4+ years of general experience, including 1 year of project or administrative support experience. A Bachelor’s Degree may be substituted for 2 years of general experience.
