Subject: P3 Aircraft Life Extension Program (ASLEP) Variable Pricing Request for Proposal

Dear P3 Supplier,

Lockheed Martin Aeronautics has recently received formal requests for proposals (RFP) from the Taiwanese Government for twelve (12) Wing Kits and the U.S. Customs and Border Patrol for a total of nine (9) Wing Kits, in order to provide critical hardware in support of their ongoing P-3 Aircraft Service Life Extension Programs (ASLEP). In addition to these current inquires, there remains significant potential P-3 ASLEP business opportunity with Lockheed Martin’s other U.S. Government Customers. In order to capture this business, your company’s support in providing detailed P3 hardware pricing during this RFP process is vital in order for Lockheed Martin to provide “responsive” proposals.

Towards this end, Lockheed Martin Aeronautics is issuing Request for Proposals to obtain Five (5) Year Variable Pricing for P-3 hardware, as outlined in the Pricing Instructions and related documents contained in the RFP being provided to your company.

Submission of your pricing in the requested format will improve Lockheed Martin’s ability to respond to its various P-3 Customers in a timely manner, as well as eliminate our need to make numerous pricing requests of your company, over the next several years. As you can see there are definite benefits to be considered by all parties, to participate in this process and to complete the requested pricing schedules. Because our customers consist of both US and foreign government agencies, this pricing will have to be fully FAR Part 15, Truth-In-Negotiation Act (TINA) Compliant.

The responsible P-3 Buyer will be sending your company an email which will contain a numbered solicitation (which will identify the pricing instructions applicable for your package), a parts list with quantities to be quoted, and any other required attachments.

In addition, a web-link http://www.lockheedmartin.com/aeronautics/materialmanagement/p3/p 3index.html has been established which contains all pertinent documents, as well as the Variable Pricing training materials used during previous Variable Pricing program discussions.

Your proposal response is due no later than 11 February 2008. Pricing must remain valid through 11 February 2009.

Lockheed Martin looks forward to working with your company to form a long-term partnership to support a successful P3 Aircraft Life Extension Program. If you have any questions, please do not hesitate to contact the buyer who released the RFP to your company or the undersigned at (770) 494-8667.

Best Regards,

/s/Ingrid K. Sampson P3/S3 Material Sr. Manager & Integrator
