Also Present: County Clerk Teresa Kubasiak, Donald Reid of the Daily Reporter, Tim Miner- Emergency Manager, Register of Deeds Nancy Hutchins, Circuit Court Administrator Pam Gilchrest, Undersheriff Eichler, Sheriff Pollack, Jim Measel-WTVB, Amy Duff-COA, and Administrator Bud Norman.

PERSONNEL, PLANS & POLICY ______(Commissioner Norris)
Staffing Request – Sheriff Deputy (Sheriff) The Sheriff explained his request to move a current corrections officer to a Road Deputy position. He would then advertise to fill the corrections position. The cost to fill the Road Deputy position would be $21,236.15 and the cost to fill the corrections position would be $34,469.43. The total amount needed to come out of contingencies is $55,706.08. The committee recommends:
Motion by seconded by to approve the transfer of officer Shutts from corrections to Road Patrol at a wage of $22.68 per hour (tier 1 rate) tentatively effective March 1, 2017.
Motion by seconded by to approve the hiring of a corrections officer at the new hire rate of $13.16 per hour (tier 2 rate), with new hire benefits, tentatively effective March 1, 2017.
Staffing Request – In-Home Services Assistant (COA) COA Director Amy Duff submitted a written request to fill an In-home services position. This is a part time (12-15 hours per week) level 5 position with no benefits. The Committee Recommends:
Motion by and seconded by to approve the hire of a part time In-home Services Assistant, at the level 5 rate of $13.77 per hour with no benefits, at the Commission on Aging, effective immediately.

911 Report The 911 Director provided a written report for review. January 2017: Law Enforcement: 3044 (2017) 3493 (2016), Fire: 248 (2017) 187 (2016), Emergency Medical: 303 (2017) 272 (2016). Total Events: January 2017 - 3881/January 2016 – 4139. He also encourages the sign up for the CodeRED program, noting that if you are already signed up you should verify that the information provided is current. Emergency Management Report Tim Miner stated that they have completed their severe weather spotter training and that the National Weather Service participated.
LifeCare Ambulance Report Tim Miner reported the following numbers for January: 202 Priority 1 Responses; Late – 38 (81.2%). There were 155 Priority 3 Responses, 2 Citizen Assistance Calls, 72 Pre-Scheduled/Interfacility, and 1 Public Service/Event Coverage. Miner also provided the Vision Statement for LifeCare. Six areas that they are aiming to improve are: Safety, Effectiveness, being Patient-Centered, Timeliness, Efficiency, being Equitable.
JEG Report They have started replacing the roof over the maximum security section of the jail. They have a 5-year plan that includes the roof over the rest of the building. They are working on getting the RFP out for the parking lot repair.
Sheriff Report Sheriff Pollack stated that they had applied for and received a $14,000 medical marijuana grow operation compliance grant. He noted that they had taken 9 females to Calhoun County and that they were overcrowded again this morning. They still have 4 females lodged in Ottawa County.
Undersheriff Report ______(January 2017) Total Arrests: 40 Total Citations: 30 of the 30, Secondary Road: 24 Traffic Accidents: 21 1 on the Interstate Total Car/Deer Accidents : 10 Papers Served 0 Inmate Transport 34.5 hours Reserve Deputies: 214.75 hours Posse: 0 hours Overtime: Road patrol – 101 hours Corrections – 272.5 hours Court - 19.5 hours 36 pounds of prescription drugs collected. 4 Meth Lab. Foreclosures – For January 8 – Sales, 12 – prepared $741,020.97
Jail Administrator’s Report ______(January 2017) Average Daily Count for December: 126 Average break down: 102 males/24 females
As of 2/6/17 count is 132 with 30 females. Jail Incidents for January: 62
2 Animal Control Report (January 2017) Total Animal Intake: 25 (9 from Hillsdale County) Total Reclaim: 12 Total Adopted: 4 Total Other/Transfer: 9 The Administrator stated that they hope to have the new building complete by Spring/Summer.

Motion by and seconded by that authorization is given to approve the following items by Consent Agenda; Bills & Accounts, Road Commission Board increase and the Budget Amendment for the Building Inspection Department.
Bills & Accounts Administrator Norman presented a summary of the Bills and Accounts from 2016 and 2017 (Jail Operations-Board and Care-35%, Computer Services Contract-21%, Autopsies-15%, Jail Operations- Commissary Supplies-8% and Legal Fees-5%) to make up 84% of the invoices. The Committee Recommends: Motion by and seconded by to approve the Bills and Accounts in the amount of $138,546.38.
Road Commission Salary & Per Diem – Road Commission Road Commission Manager Trent Arver submitted a request for approval to increase the pay for meeting attendance for the Road Commission Board members. Currently, they receive a salary of 50% of what the BOC is paid and $35.00 per meeting. They are requesting that they maintain the salary amount but receive the same amount per meeting as the Board of Commissioners, which is $50.00 per meeting for up to four hours or $100.00 per meeting for over four hours. The Road Commission Board has not received an increase in over 10 years. The Committee Recommends: Motion by seconded by that approval is given to increase the pay for the Road Commission Board members to $50 per meeting or $100 for any meeting over four hours.
Budget Amendment – Building Inspection #249-371 The Administrator explained that additional funds were needed for Building Inspection to pay their portion of the BS&A internet service. The Committee Recommends: Motion by seconded by to amend the Building Inspection Department – Special Fund Budget Revenues and Expenses by $3,898.33 to reflect expense for BS&A Internet Service for a total budget amendment from $284,031.46 to $287,929.79

Other: It was moved and seconded to go into closed session to discuss POAM-911 union negotiations. Upon roll call vote the committee went into closed session at 2:43pm after a 5 minute recess. They returned to open session at 3:22pm.
It was moved and seconded to go into closed session to discuss an Attorney/Client Privileged letter dated 02/20/2017. This motion was withdrawn.
It was moved and seconded to go into closed session to consult with our attorney regarding settlement strategy in connection with the case of Peter Galinis vs Branch County, case number 114CB00460 pending in the US District Court in the Western District of Michigan, Southern Division, pursuant to section 8E of the open meetings act since the discussion in an open meeting will have a detrimental financial effect on the litigation position of the county. Upon roll call vote the committee went into closed session at 3:24pm. They returned to open session at 3:39pm.
Motion by seconded by that the County move forward to follow the advice of counsel for resolution of the US District Court for the Western District of Michigan Case Number 114CB00460.
The committee took a 5 minute recess at 3:41pm and resumed the meeting at 3:47pm
It was moved and seconded to go into closed session to discuss COAM union negotiations. Upon roll call vote the committee went into closed session at 3:48pm. They returned to open session at 4:26pm.
It was moved and seconded to go into closed session to discuss GELC General grievance pending arbitration. Upon roll call vote the committee went into closed session at 4:27pm. They returned to open session at 4:36pm.
The committee was adjourned at 4:36 pm.
