MINUTES SPECIAL SESSION - TELEPHONE CONFERENCE CALL
CALL TO ORDER: Pursuant to § 54.1-2408.1 of the Code of Virginia, a telephone conference call of the Virginia Board of Psychology (“Board”) was called to order at 12:00 p.m. on June 12, 2013, to consider the summary suspension of the license of Hope Bagley to practice as a licensed clinical psychologist in the Commonwealth of Virginia.
PRESIDING: Edward Peck, Ph.D., Chair of Disciplinary Committee
MEMBERS PRESENT: Giordana de Altin Popiolek, Psy.D. William Hathaway, Ph.D. Krishna Leyva Thomas Ryan, Ph.D. Michael Stutts, Ph.D. Virginia Van de Water, Ed.D.
MEMBERS ABSENT: Ali Ahmed Jeffrey Clark, Ph.D.
POLL OF MEMBERS: The Board members were polled as to whether they could have attended a regular meeting at the offices of the Board in a timely manner for the purpose of hearing evidence in a possible summary suspension case. The Board members stated that they would not have been able to attend.
QUORUM: With seven members participating, a quorum was established.
STAFF PRESENT: Catherine Chappell, Executive Director, Board of Psychology Deborah Harris, Administrative Assistant, Board of Psychology Anne Joseph, Deputy, Administrative Proceedings Division
OTHERS PRESENT: Howard M. Casway, Senior Assistant Attorney General, Board Counsel Frank W. Pedrotty, Senior Assistant Attorney General Patricia V. Calomeris, Esq.,
PURPOSE OF MEETING: The meeting was convened to hear a presentation from Senior Assistant Attorney General Frank Pedrotty and Administrative Proceedings Division Deputy Anne Joseph regarding disciplinary case #149707. Virginia Board of Psychology Telephone Conference Call Minutes June 12, 2013
CLOSED MEETING: Dr. Van de Water moved that the Board convene a closed meeting pursuant to Section 2.2-3711(A)(27) of the Code of Virginia to hear the presentation by Mr. Pedrotty and Ms. Joseph, and then to deliberate. Additionally, she moved that Ms. Chappell and Mr. Casway attend the closed meeting because their presence in the closed meeting was deemed necessary and their presence would aid the Board in its deliberations. The motion was seconded and passed.
RECONVENE: Dr. Van de Water moved that the Board certify that it heard, discussed or considered only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act and only such public business matters as were identified in the motion by which the closed meeting was convened. The motion was seconded and passed.
DECISION: Dr. Stutts moved that the Board summarily suspend the license of Hope Bagley, Licensed Clinical Psychologist, License No.: 0810-000174, Case No. 149707. The motion was seconded. A roll call vote was taken. The motion passed.
A formal hearing would be scheduled for July 9, 2013.
Additionally, Dr. Stutts moved that the Board offer Dr. Bagley a Consent Order for indefinite suspension in lieu of a formal hearing. The motion was seconded and carried.
ADJOURNMENT: With all business concluded, the Board adjourned at 1:30 p.m.
