Campus Location: Based at the City Campus but may be required to work at other campuses of the University.

3. PROPERTY SERVICES

Property Services has in excess of 170 staff and has the responsibility to operate, and maintain and enhance the buildings owned and leased by RMIT University, oversee construction projects and ensure the provision of physical facilities services. The Group has an operating budget of $26M and current capital projects are significant. RMIT’s built environment involves approximately 110 buildings spread across all of RMIT’s campuses and sites. The capital stock of the University is diverse and valued at $800m and includes heritage and other classifications.

4. JOB SUMMARY

This position provides facilitation towards the effective and efficient organisation and performance of Property Services in accordance with the University Operating Procedures and Quality Management Plans. In keeping with Property Services’ objectives of best practice, based on efficient and prompt delivery of service, this position primarily provides essential administrative support to Property Services. The position involves a high degree of customer service.

5. REPORTING RELATIONSHIPS

a) The position of Senior Building Project Officer reports directly to the Senior Project Manager who, in turn, reports to the Manager, Projects, Construction, Property Services.

b) This position does not supervise any other RMIT personnel but constantly interacts with all levels of RMIT staff and supervises external consultants such as architects, engineers, quantity surveyors and building surveyors.

6. KEY OBJECTIVES

1. Ensures that User requests for building projects are fully understood and achievable by investigating User requirements and undertaking feasibility studies and cost estimates.

2. Ensures that allocated projects are adequately resourced and can meet realistic deadlines for completion by analysing internal capability and commissioning contractors where appropriate.

Ensures allocated projects are completed in an efficient and timely manner by: i. preparing briefs, concepts and details of projects ii. assessing and approving detailed construction plans submitted by contractors. iii. scheduling and supervising all major project activities throughout the life of the projects; and iv. providing technical expertise in the resolution of major problems or difficulties.

4. Ensures that all project work meets acceptable standards of quality and professionalism and are completed in accordance with the brief by; i. undertaking regular inspections of work in progress; ii. instructing corrective action where appropriate; iii. overseeing the administration of contracts.

5. Ensures all approved projects are completed within a cost-justifiable budget by preparing accurate budgets, monitoring costs during the project’s life and initiating correct action.

6. Encouraging and supporting team attitude within Property Services to achieve objectives with pride.

7. Ensure duties undertaken are in accordance with University’s policies and procedures.

7. QUALIFICATIONS

a) Degree of Diploma in Architecture or Building construction is desirable. b) Demonstrated experience in project management from the formulation of the design brief to the completion of the Defects Liability Period. c) Demonstrated ability to manage construction projects to strict time and financial constraints. d) Ability to write progress and financial reports. e) Ability to satisfactorily communicate with consultants, suppliers, builders, executive line management and support personnel.

 Ability to manage labour, materials, funds and contractors effectively.

 Ability to manage the performance of contracts, programs and projects and effectively deliver results on time and within budget.

 Ability to lead and motivate a diverse team of professional and trade contractors.

 Ability to understand and translate User requirements into sound technical specifications and to relate technical details in plain English to Users.

 Ability to supply costs and service with contractors and clients.

 High standard of written skills to prepare correspondence which may be of a sensitive nature.

 Ability to report on project progress through program/budget comparatives.

 Proven ability to negotiate with clients and consultants.

 A thorough technical knowledge of all building trades and professional disciplines.

 Conversant with the Victorian Building Regulations, WorkCover, Occupational Health and Safety and other relevant standards.

 A knowledge of the RMIT buildings layout.

 A knowledge of the RMIT Procedures.

 Proven ability to function effectively as a team member.

 Possess a high level of interpersonal skills and ability to motivate in a team environment.
