LOSS OF ELECTRICAL POWER

GENERAL INFORMATION: In the event of an interruption of electrical power service from the local utility company, the emergency power generator is designed to engage and begin providing power to pre-selected electrical circuits within an acceptable time frame.

PREVENTATIVE MAINTENANCE: . Testing is conducted by Engineering and maintenance is conducted by the vendor to ensure the emergency generators are functional.

FAILURE PROTOCOL: . Engineering will notify key personnel that the facility is operating under emergency generator power by initiating a Code Green: Utility Failure through an overhead page and the mass notification system. . Engineering will contact the vendor to advise the utility company of the interruption to service. . Engineering will evaluate the current status, ensure the emergency generators activated, and implement other engineering controls, such as load shedding. . Engineering will provide regular updates to key personnel as to the cause of interruption and expected time of restoration to normal electrical power. . If power cannot be restored in a reasonable time frame, the Incident Command Center will be activated. The mission of the Incident Command Center is to safely manage the operations of the facility during a power outage and minimize time to restore service.

RECOVERY: Considerations of the most efficient and timely recovery to normal operations will begin early in the emergency response, guided by the nature of the incident and existing Business Recovery Plans. As the incident evolves, the Business Continuity Branch in the Incident Command System structure will be activated to provide appropriate attention to recovery activities. Affected departments will activate department specific Business Continuity Plans.

LOSS OF EMERGENCY GENERATOR POWER

GENERAL INFORMATION: In the event of an interruption of electrical service from the local utility company in conjunction with an emergency generator or Automatic Transfer Switch failure, the Engineering Department will exhaust all means available to restore power to the facility.

PREVENTATIVE MAINTENANCE: . The emergency generators are tested monthly by Engineering. . Required emergency generator inspection and maintenance is conducted by the vendor. . Load bank tests are conducted by the vendor as follows:  Modesto—every three years  Manteca—annually  Stockton—annually

FAILURE PROTOCOL: . Engineering will notify key personnel by initiating a Code Green: Utility Failure through an overhead page and the mass notification system. . Engineering will contact the vendor and request immediate service and assistance . Engineering and vendor will assess emergency generator failure (i.e. inspect equipment and controls to assess potential causes of outage and attempt repairs). . Back-up mechanisms and reserves for loss of emergency generator power will be initiated as necessary (i.e. deployment of portable generators). . Engineering will provide regular updates to key personnel as to the cause of interruption and expected time of restoration of normal and/or emergency generator power. . If emergency generator power cannot be restored in a reasonable time frame, the Incident Command Center will be activated.
