General Description/Definition of Work

The Mansfield Board of Education is seeking applicants for the full-time position of Deputy Director in the Facilities Management Department. This position performs difficult professional and responsible work supervising repair and maintenance of school/town buildings and equipment, as well as related work as required. Duties include planning, scheduling and supervising of building and equipment repairs and maintenance; maintaining general maintenance records and files; preparing reports. Work is performed under general supervision of the Director of Facilities Management, and position supervision is exercised over building maintenance staff. The position provides supervision over custodial personnel. In the case of absence of the Director the deputy director is to fill in as needed. Position reports to the Director of Facilities. Essential Job Functions/Typical Tasks

 Oversees the operation and maintenance of all School/Town buildings and facilities; consults with and advises the Director of Facilities Management on issues pertaining to public facilities, construction, renovation, maintenance and management of public buildings.  Assists in preparing the annual operating and multi-year capital budgets; helps develop capital budget recommendations for Town/School buildings in respect to construction, renovations, repair and maintenance; helps manage all public building activities and projects funded via the capital program.

 Inspects and evaluates building construction or maintenance in coordination with building officials, Fire Marshal, building committees or other assigned personnel.

 Helps to develop and implement a preventive maintenance program; schedules preventive maintenance and repair work to all School/Town buildings, as well as coordinates all operational maintenance, repairs and renovations.

 Assists with the supervision of maintenance personnel, and supervises and evaluates the head custodians.

 Reviews and assists in the development of services and materials bids and specifications, including Requests for Proposals (RFP’s); participates in the review and selection process to ensure compliance with specifications.

 Helps to develop and make recommendations regarding policies relating to the operation of School/Town buildings.

 Helps to recommend programs to improve efficiency and maximize performance of Town and Board of Education maintenance personnel and contractor services; helps to develop and administer performance standards.

 Helps to administer safety programs as they relate to the operation and maintenance of public buildings.

 Anticipates and identifies physical plant and regulatory requirements; recommends and helps to implement actions.

 Is expected to perform hands on work when needed and as appropriate.

 Performs related tasks as required.

 Assumes the duties of the Facilities Director in his/her absence.

Knowledge, Skills and Abilities:  Comprehensive knowledge of the principles and practices of buildings, facility and equipment repair, fabrication, maintenance and construction.  Comprehensive knowledge of skilled crafts and mechanical technologies.  Thorough knowledge of hazards and safety precautions associated with building and equipment operations.  Ability to plan and supervise the work of subordinates.  Ability to establish and maintain effective working relationships with associates.

Education and Experience: Requirements are any combination of education and experience equivalent to graduation from an accredited college or university with major course work in mechanical or trade specific engineering at an Associate’s Degree level and extensive facilities management experience including some supervisory experience. Holding a journeymen’s license in one of the Connecticut trade recognized fields would be needed or equivalency experience demonstrated. Obtaining a license for a small water system would be required in the first six months with an extension offered, if needed, being based on availability of training and testing.

 Sedentary work requiring the exertion of up to 50 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.  Work requires climbing, balancing, kneeling, crouching, reaching, grasping, and repetitive motions.  Vocal communication is required for expressing or exchanging ideas by means of the spoken word.  Hearing is required to perceive information at normal spoken word levels.  Visual acuity is required for depth perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.  Worker is subject to inside and outside environmental conditions, and hazards.

Special Requirements: Position requires possession of an appropriate driver’s license valid in the State of Connecticut.
