A Meeting of Mumby Parish Council Was Held in Beckets On

2016/09 A meeting of Mumby Parish Council was held in Beckets on Wednesday 21st September 2016 at 7.00 pm Present: Councillors Jean Bradley (Chairman), Joan Stapleton, Selma Harrington and Jean Morlini Also Present: County Cllr Colin Davie, Dist Cllr Alan Vassar and 4 members of the public.

CHAIRMAN’S REMARKS: The Chairman welcomed all those present and invited the public to speak.

PUBLIC FORUM  The subject of speeding through the village was again brought up. The clerk noted that a speeding camera had been borrowed from the police but as this had not been charged, it had limited time. Cllr Davie suggested that we again write to the Road Safety Partnership, the police and write formally to the Chief Constable and c.c. the Police Commissioner to record that we have an issue.

3. NOTES OF LAST MEETING held on 20th July and 5th September 2016 were unanimously approved as the minutes and signed by the Chairman.

4. CLERK’S REPORT ON MATTERS OUTSTANDING The hedge between the bungalow and the cemetery had now been cut. However, the Chairman reported that the waste had not been cleared away. (See item 10). All other items were included on the agenda.

5. REPORTS FROM OUTSIDE BODIES County Cllr Colin Davie reported that:  The decision on whether or not to appoint a Mayor would be put to 10 councils and an LCC councillor free vote. At this moment in time he does not feel it will go ahead. Most people were in favour of devolution but did not want a mayor.  Broadband is on target for next April. It was noted that the box was already installed in the village but no difference was discerned. Extra payments would be required to the provider to connect to broadband otherwise the service could be even slower.  The NHS is at crisis point throughout Lincolnshire with an inadequacy of doctors and nurses. It was likely that Boston maternity unit may close. Dist Cllr Alan Vassar reported that:  The decision on green waste is shortly to be announced with an expected increase in the annual fee for a bin raised from £25 to £40 and fewer collections. Cllr Harrington asked whether this is likely to increase fly- tipping in the area.  Further information on street lights will shortly be available. There is to be an Executive Meeting next week and members of the public can attend, although not speak. The clerk noted that there were no ELDC street lights in the village.  He is looking into the red Nissan vehicle parked on the verge outside the bungalow on the main road which, although taxed, has no insurance or MOT. This could be legally removed. (See also item 9(d)).

6. REPORTS FROM OTHER MEETINGS  The Chairman reported that she had attended the District Forum meeting at which the speaker from Immingham had talked about villages in bloom. This was of little use as Mumby village is very different from Immingham or any of the larger villages.

8. FINANCIAL REPORT a) Payment of accounts was unanimously approved for £165 to R Aldrich for hedge cutting and £24 to LALC for councillor training. b) The Clerk confirmed that £2000 had been transferred from the Community Account to NS&I.

PLANNING a) It was unanimously agreed to support application number N//125/01893/16 for extension to existing dwelling to provide enlarged kitchen and covered porch at The Elms, 2 Washdyke Lane. b) It was unanimously agreed to support application number N/125/01826/16 to continue to site a portable wc/shower unit at The Bungalow Touring Caravan Park, Mumby Road. c) It was unanimously agreed to object to application number N/125/01825/16 for siting of 10 caravan touring pitches at The Bungalow, Mumby Road on grounds of over-intensification of the site and development in open countryside. d) Planning Enforcement No. EC/125/00684/15 in relation to Hill Rise. The clerk explained that the Section 215 came into effect on the 1st August but the owners had been given a further 28 days in which to comply. Although some rubbish had been cleared, the site is still extremely untidy and it is now proposed to issue a further notice to state that the ground must be kept in a neat and tidy condition. It was further noted that the abandoned car parked on the verge outside the bungalow, although being taxed, did not have an MOT certificate or insurance and could therefore be removed. (See also item 5 Dist Cllrs report).

11 TRITON KNOLL AND VIKING LINK a) Triton Knoll had been given the go ahead by the Inspectorate for the cable corridor from Anderby to Bicker Fen. ELDC supported this plan but LCC had strongly objected. Cllr Davie noted that, whilst they have permission, they still have to finance it. Central Government subsidies are due to finish at the beginning of 2020 and it is likely that completion cannot be achieved before that time. This does not particularly affect Mumby village but will impact on land around it and particularly at Anderby Creek. b) Viking Link have now published their plans with options of two routes. LCC and other parishes will only support the purple route.

12 HIGHWAYS & PARISH MAINTENANCE a) Churchyard trees. Three quotes had now been received for the work required on the trees ranging from £2320 including resistograph to £3300 without resistograph. It was unanimously agreed to accept the lowest quote and the clerk was instructed to get this work under way. b) Churchyard maintenance. The clerk reported that a complaint had been received that the grass cuttings were left on the gravestones in the cemetery. A check was also required on whether the contractor was cutting the hedges on the side of the road twice a year as per his contract and whether he should have removed the hedge cuttings from the hedge recently cut. The clerk would check on the specification on the maintenance contract. The council’s thanks were expressed to the farmer who had cut the hedge between the field and the cemetery. c) Roadside hedges and Hogsthorpe Road layby. The Chairman asked that a plea to the villagers be made to cut back their hedges which were overgrowing onto the pavement – put in village magazine. The hedge in the layby was being cut but the part belonging to the Water Board would require maintenance – Clerk to contact Anglian Water. d) The flooding problem on the A52 near the church would appear to have been eradicated as during heavy rain the water had drained away. e) The clerk brought the council’s notice to the need to look at the notice board at the bottom of the church path as she believed it to be rotting. It was agreed to look at this after the winter. f) The willow tree on the layby was now overgrowing the road – Clerk to contact Highways.

13 NEXT MEETING The next meeting date was confirmed as Wednesday 19th October 2016 7p.m. at Becketts.

14 ANY OTHER MATTERS FOR DISCUSSION OR NEXT AGENDA Cllr Harrington asked that a seat by the bus stop be discussed at the next meeting.
