[4046] 2 1 always using the information revolution to improve our world by 2 creating cleaner air and water, developing better crimefighting 3 systems for cities, and lowering the incidence of numerous 4 infectious diseases, such as AIDS and influenza; and 5 6 Whereas, IBM has continued to reinvent itself as a modern 7 corporation through sound practices around strong leadership, 8 management training, and global growth. Leading business in 9 meeting the challenges of global business and collaboration, IBM 10 built an equalopportunity workforce eleven years before the Civil 11 Rights Act of 1964 and was the first technology company to 12 acquire a consulting firm; and 13 14 Whereas, IBM’s longterm view of leadership development and 15 talent management has helped effectuate positive changes in 16 business and society and has enabled the company to pioneer many 17 of the management practices of twentiethcentury business such as 18 diversity and accessibility, crosscultural adaptability, and the 19 training of managers on a massive scale; and 20 21 Whereas, IBM also has a long and rich history of serving the 22 United States federal government, a partnership that dates 23 back to the early 1900s when the company pioneered 24 cuttingedge technology to sort census results faster than 25 human clerks for the U.S. Census Bureau; and 26 27 Whereas, today, IBM continues to shape the way the world 28 works by investing six billion dollars annually in research 29 and development, and more than four hundred thousand 30 employees globally are developing practices and making 31 discoveries that are creating a “Smarter Planet.” IBM is 32 partnering with federal agencies and local governments in the 33 use of analytics to detect waste, fraud, and abuse and in the 34 use of cloud computing to streamline and connect operations, 35 citizens’ services, and critical missions. These tools and 36 practices are increasing efficiency and saving money at a 37 time when governments are expected to do more with less; 38 and 39 40 Whereas, IBM first opened an office in South Carolina in 41 1945, and currently has offices in Columbia and Greenville, [4046] 3 1 that employ hundreds while many hundred more IBM 2 retirees reside within the Palmetto State; and 3 4 Whereas, these IBM family members devote thousands of 5 communityservice hours to organizations throughout our 6 State, such as Sister Care and Habitat for Humanity.
