The Programmes and Partnerships department provides single oversight of our community resilience and capacity building partnerships with national societies and disaster management activities. The department works in partnership with National Red Cross and Red Crescent Societies, the International Federation of Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC). The department functions internally within a

The Typhoon Haiyan response in the Philippines is a major emergency operation with BRC one of the leading actors within an IFRC coordinated operation, providing support to the Philippine Red Cross (PRC). BRC provided substantial support in the relief phase through the provision of technical specialists in logistics, emergency shelter, communications, information management; in-kind emergency relief stocks and equipment; cash contributions to support the operation including emergency cash grants and PRC operational costs. PRC is now engaged in the recovery phase of the operation and BRC, as one of its bilateral partners, is scaling up its presence in-country and establishing a dedicated team that will support PRC in implementing an integrated recovery project in the typhoon-affected area of Iloilo Province over the next 2-3 years. Recovery priorities include Shelter, Economic Security and Livelihoods, National Society (NS) support and capacity building, health, WASH, community preparedness and community resilience.

Overall purpose of the role > To lead on the implementation of the shelter intervention including, Core Shelter (CS) and Latrine construction (L), an integral component of BRC/PRC recovery project in Iloilo Province. > To provide technical advice, support and guidance to PRC to ensure quality shelter inter- ventions (CS and L) are streamlined in line with Movement-wide shelter guidelines, achieved through knowledge and information transfer and facilitation of training methodo- logies for both hardware and software components of the shelter programme. > To ensure the timely delivery of pre-defined response options, in line with PRC Shelter Standard Operating Procedures, PRC Iloilo Shelter Strategy, the PRC Recovery Plan of Action and the BRC Haiyan Recovery Programme – Iloilo Province. > To coordinate with the PRC Haiyan Recovery Operations team, PRC Shelter Lead and IFRC Shelter team in the implementation of identified shelter programme solutions and provide technical input when required. > To coordinate with humanitarian actors and partners, government and institutional stake- holders at local, provincial and regional levels in line with Haiyan recovery assistance and operational requirements to avoid gaps and duplication of activities in proposed op- erational areas. > To coordinate with other sectors: WASH, Health, and Livelihoods, to ensure that shelter activities are integrated into each of the sectors based on best practices, lessons learnt and ‘Do no harm’ principles. > Main responsibilities and duties 1.Design and Planning (to end June 2015) > To contribute in the update of the BRC plan of action, log frame, budget, risk register, monitoring and evaluation framework, and exit strategy. > To update programme risks/assumptions, develop and action a solution-based response plan for shelter related activities.

Philippines: Shelter Project Manager 2 > Monitor programme delivery in line with programme impact indicators reflecting project design and update plan of action. > To monitor the impact of SSA activities in support of rebuilding self-recovery repairs and retrofitting interventions in line with Build Back Safer Principles. > To review shelter response options sensitive to context and culture of affected geograph- ic locations and populations; adapt shelter responses according to evidence based needs, vulnerability/capacity and damage analysis at household, community and barangay levels. > To develop programme in line with critical paths, project management plans of action at community level that are mapped to realistic implementation timelines, reinforced by suit- able logistical, human and financial resource plans. > To revisit and support the HR plan that sets out requirements for programme implement- ation, support, supervision and monitoring of shelter activities to support the PRC chapter to deliver the programme to a high standard. > To support the recruitment of PRC staff and volunteers for the shelter programme, and identify key capacity enhancement plans and trainings for software and hardware ele- ments of the programmes. > To implement priority shelter-related activities, addressing immediate self-recovery needs of the affected populations. > To support long terms plans that mainstream DRR knowledge, skills and technical know- how around shelter at the community level, focusing on socio-economic resilience and durable outcomes in line with DRR programme objectives > To support PRC and IFRC to further develop technical design solutions for core shelter options and repairs supporting appropriate Philippines Government building codes and regulations and Humanitarian Shelter Cluster recommendations for minimum technical specifications and stand- ards.

2.Programme Implementation > To ensure safe shelter awareness (SSA), build back better methodologies and ap- proaches are mainstreamed as the cornerstone of the shelter programme. Design com- munications campaigns and demonstrations supported by IEC technical materials, for mass-scale up and implementation at local and municipal levels. > To support owner-driven, community participation and consultation methodologies em- bedded in shelter planning and implementation phases within selected communities. > To design and facilitate appropriate technical skills trainings and demonstrations for car- penters, masons and steel workers selected from within the proposed barangays as part of the roll out of technical elements for repairs and full shelter components. > To select appropriate elements of PASSA, safe shelter awareness training, campaigns and beneficiary communications for build back safer requirements inclusive of disaster risk reduction, hazard and risk environmental considerations. > To exercise due diligence and ensure that shelter interventions (CS and L), as well as the process of implementation, complies with PRC Shelter Standard Operating Proced-

Philippines: Shelter Project Manager 3 ures, Shelter Cluster minimum technical standards and guidance documents inclusive of approaches for housing, land and property and safe and unsafe zones that adhere to Philippines Government codes and regulations where applicable and in line with Local government unit hazard mapping and response plans. > To develop clear technical guidance documents that detail requirements to settlement hazard and risks, detailing clear solution based engineering technical designs and spe- cifications, bills of quantities, materials specifications supported by clear step-by-step workmanship and construction quality recommendations. > To ensure that the pre-fabrication unit is functional, producing quality items and maintain- ing the supply chain to meet shelter construction demands.

3.Programme Management > To successfully deliver the programme targets ( CS and Lat) to a high standard, on time and within budget, meeting the predefined recovery programme goal, strategic out- comes, outputs, activities and impact indicators. > To provide timely, regular and accurate narrative, statistical and financial reports that contribute to PRC Haiyan Recovery Team requirements, additionally meeting BRC HQ and IFRC movement-wide reporting requirements. > To oversee the training and development of PRC shelter staff and volunteers. > To ensure that shelter recovery options are targeted in line with vulnerability criteria, situational context and settlements typology at barangay levels catering for cross cutting issues. (Environ- mental hazard and risk, physical site context, land tenure, support infrastructure, water and sanita- tion and livelihood considerations). > To work to the programme cycle management framework and integrated action plans for the recovery programme, to consolidate programme design and assessment results, im- plementation phases providing guidance, supervision and monitoring towards pro- gramme exit. > To assist in developing common frameworks, tools and guidance to ensure high quality program- ming. To ensure and implement appropriate systems, procedures, tools and M&E mech- anisms in place to deliver programme requirements on time and to quality. > To develop, in close coordination with the logistics/finance team, a clear tracking and monitoring plan delivery for materials and/or other transfer mechanism. Set forth clear delivery schedules to areas of operation. > To define the material, equipment supply and procurement pipelines to meet programme requirements and ensure timely delivery of materials and equipment to programme loca- tions.

5.Coordination & Inclusiveness > To represent BRC/PRC at IASC cluster coordination meetings at regional and local levels, coordinating with provincial government, local government units and other human- itarian actors, disseminating information and learning into the PRC shelter teams and vo- lunteers, promoting best practice into all activities and processes. > To coordinate with PRC and IFRC, relevant technical specialists and advisers in the technical design of shelter response options and reflect appropriate adaptations to the local context in Iloilo/Panay Island. > To feed into Red Cross Movement technical coordination meetings for shelter and PRC learning platforms to ensure shelter activities are consistent and meet PRC require- ments. > To work and support partnerships with local governance structures, existing institutional mechanisms and private enterprise to identify and implement programme requirements. > To work with other sectors at micro and macro levels aiming for complementary re- sponses for reconstruction, infrastructure, water and sanitation, livelihoods, health, DRR inclusive of gender, vulnerability, protection, and environment cross cutting considera- tions. > To work with the most vulnerable populations affected by Typhoon Haiyan focusing on community-centred approaches that mainstream Accountability to Beneficiaries, best practice and duty of care into shelter activities and processes. > To ensure a robust Accountability to Beneficiary Framework, that supports community needs and requirements, is streamlined into shelter activities; ensure an appropriate complaints mechanism is in place and provide shelter-related solutions to effectively re- spond when appropriate. > To contribute to any technical learning reviews and evaluations of the BRC shelter and settlement interventions and support the effective dissemination and follow-up of findings and recommendations.
