YUROK TRIBE-JOB DESCRIPTION Child Support Case Specialist

Job Title: Child Support Case Specialist Job Code 5/6/7 Department Yurok Tribal Court Location Eureka Reports To: Child Support Staff Attorney/ FLSA Status Non-Exempt Program Manager ALL HIRING IS SUBJECT TO THE YUROK TRIBE’S HIRING PREFERENCE Salary Range $15.45-$24.88

POSITION SUMMARY:

This position is responsible for processing and maintaining all Tribal Child Support Enforcement (CSE) cases. This involves the establishment of paternity, performing genetic testing and establishment of child support orders; searching and performing a variety of locate activities to locate both custodial and non-custodial parents and assets; conducting interviews with parents and other parties concerning the case; preparation of appropriate legal documents for review by attorney; determining child support obligations using the Tribal CSE guidelines and interacts with Tribal CSE participants on a daily basis. This position may also involve the negotiating of stipulations, scheduling appointments, providing customer service and handling phone calls from Tribal CSE customers.

DUTIES AND RESPONSIBILITIES:

1. Effectively learns and closely follows the Tribal CSE Policy and Procedures Manual, Tribal Distribution Rules, relevant Yurok Tribe laws, and relevant federal and state regulations to carry out all case management functions. This will include attending relevant training. 2. Reviews and processes all applications for Child Support services received by the Tribal CSE in accordance with the Tribal CSE Policy and Procedures Manual. 3. Responds courteously and timely to inquiries from other jurisdictions including State TANF, current customers or the general public regarding the Tribal CSE or current child support cases in accordance with the Tribal CSE Policy and Procedures Manual. 4. Conducts in-office and telephone interviews with custodial and non-custodial parents. 5. Performs mouth swabs for genetic testing when indicated for paternity establishment. 6. Reviews child support cases and takes the appropriate action on the cases in a timely manner in accordance with the Tribal CSE Policy and Procedures Manual. 7. Prepares the necessary paperwork for:  Locate activities  Service of process  Genetic testing and paternity actions  Court hearings  Establishment of child support orders  Enforcement of child support orders, including income withholding orders  Modification of child support orders  Recognition of orders from foreign jurisdictions (pursuant to full faith and credit) 8. Calculates current and past due debt obligations with the assistance of the Tribal CSE Account Supervisor by referring to the Yurok Tribe child support guidelines and the Tribal CSE Policy and Procedures Manual. 9. Informs the Account Supervisor about new or modified child support orders. 10. Requests current payment history reports from the Tribal CSE Account Supervisor.

11. Attends child support hearings at the Tribal Court as required; may be required to appear as a witness for the presenting officer in child support cases. 12. Notifies all parties concerned regarding continuances, cancellations, and rescheduling of court hearings by telephone, mail, or personal service. 13. Ensures strict adherence to the federal and state confidentiality agreements. 14. Meticulously maintains child support files by keeping clear records of actions, conversations, and correspondence; effective maintenance of automated records may also be required. 15. Assists the Tribal CSE Staff Attorney/Program Manager in the preparation of narrative and statistical reports for both tribal government offices and the federal Office of Child Support Enforcement (“OCSE”) pursuant to established policy and procedures and federal regulations. 16. Assists with quality assurance reviews and corrective actions related to case management issues of the Tribal CSE. 17. Provides community outreach and educational awareness to the Yurok Tribe people regarding the Tribal CSE and the services it offers. 18. Performs other duties as needed or assigned by the Office Manager or the Program Manager.

SUPERVISORY RESPONSIBILITIES:

Case Specialist may act in a lead capacity, and provide training and guidance to other staff members.

MINIMUM QUALIFICATIONS:

1. Grade 5: Completion of Associates Degree in Business Administration, Public Administration, Business , Law, Economics or Social Work from an accredited college or university with emphasis in case management OR six (6) years of case management experience in a human services area involving extensive public contact. 2. Grade 6: Bachelors Degree in a Human Services field or Legal Assistant or Paralegal from an accredited college or university with at least two (2) years of experience. 3. Grade 7: Bachelors Degree in a Human Services field or Legal Assistant or Paralegal from an accredited college or university with at least four (4) years of experience. 4. At least four (4) years of case management experience involving extensive public contact. 5. Must type and have verifiable proficiency and accuracy in computerized record keeping, hardcopy and electronic case file management. 6. Maintains high ethical standards by adhering to strict confidentiality standards. 7. Complies with the law of the Tribe and, at all times, acts in a manner that promotes public confidence in the integrity and impartiality of the Tribal CSE. 8. Must be detail oriented, accurate, organized, able to consistently produce timely and accurate work and able to work independently and as part of a team. 9. Must be able to assess, analyze, identify and recommend solutions to problems in situations where only limited standardization exists. 10. Experience dealing with individuals in crisis including strong customer service skills and the ability to defuse tense situations. 11. Ability to interact tactfully and positively with Tribal members and all levels of staff in a culturally diverse environment.

12. Must have a working knowledge of commonly used office machines and computer software including multiple line telephones (i.e. proficient in Microsoft Excel and Access). 13. Must be able to travel for community outreach, and trainings and/or meetings. 14. Valid state issued driver’s license and/or the ability to obtain a California or Oregon driver’s license. Must be insurable on the Tribe’s insurance policy. 15. All applicants are subject to the Tribe’s Drug and Alcohol Free Work Place Policy including pre-employment screening. 16. Applicant must pass a comprehensive background check. 17. Qualified Indian preference applies.

LANGUAGE SKILLS: Must have the ability to read, write and comprehend simple instructions, short correspondence, and memos. With ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Knowledge of Yurok language is preferred but not required.

MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals; ability to compute rate, ratio, and percent.

REASONING ABILITY: Apply common sense understanding to carry out instructions furnished in written, oral and/or diagram form. With ability to deal with problems involving several concrete variables in standardized situations.

PHYSICAL DEMANDS: While performing the duties of this job, the employee is frequently required to walk, stand and use hands to finger, handle, or feel. The employee is occasionally required to sit, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, talk and hear. The employee must occasionally lift and/or move up to 50 pounds.

VISION REQUIREMENTS:  Close vision (clear vision at 20 inches or less).  Color vision (ability to identify and distinguish colors).  Depth perception (three-dimensional vision, ability to judge distances and spatial relationships).  Ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).
