MINUTES of the Meeting of the Parish Council held on Tuesday 10th January 2017 at 1930hrs in Great Whittington Village Hall (Subject to Parish Council approval)

1222. APOLOGIES FOR ABSENCE – Cllrs C Edy and R Arthur. 1223. MINUTES of the meeting held on 8th November 2016 having been circulated were taken as read and confirmed as a true record. 1224. DECLARATIONS OF INTEREST. Cllr A Williamson declared a personal interest in matters relating to Aspen Ridge. 1225. MATTERS ARISING. a) GRASS CUTTING. Minute 1220 refers. Cllr S Gregory is to make enquiries before the next meeting. 1226. PLANNING MATTERS.

1228. NEIGHBOURHOOD/COMMUNITY PLAN. A meeting had been held on 15 December to discuss the proposed planning policies for the Neighbourhood Development Plan. Several amendments had been discussed and the final document is still awaited. Once the final document is available it will be copied and posted to all councillors. A meeting of the Parish Council will be held to agree the final document. Cllr Mrs V Jones advised that the minutes on the website are still password protected and it had been agreed at the last meeting that they should be available as public documents. Cllr S Gregory is to clarify with John Roberts as to the level of response to the consultation leaflet. 1229. COUNTY COUNCILLOR REPORT. Councillor Mrs V Jones gave a verbal update on matters relating to Northumberland County Council. a) Closure of Haydon Bridge High School. It was noted that Haydon Bridge High School had been proposed for closure and all pupils transferred to Queen Elizabeth High School. b) Broadband. Cllr Mrs V Jones is currently looking at community fibre for Halton Shield and is looking for a parishioner from this area to take it forward. Cllr P Martin enquired about super fast broadband for Hallington. Cllr Mrs V Jones will look into this. WHITTINGTON PARISH COUNCIL c) Highway Issues.  Bridge at Hallington Mill. There have been a number of accidents on this road and the residents are flagging it up as a hazard.  Layby by Leadgates. The layby is full of mud and needs to be cleaned. Cllr Mrs V Jones will look to see if a passing place sign can be installed to prevent vehicles from parking there.  Hallington High Farm. The road north of the entrance is full of potholes. This had been reported. d) Road Safety Issue. Concerns had been expressed over road safety issues should the Rose Hill development go ahead. 1230. GREAT WHITTINGTON VILLAGE HALL. Coffee mornings continue in the Village Hall and are reasonably successful. The next one is to be held on 4 February. There has been good attendance at all events. Two new clubs have started in the Village Hall. There are no further works planned as yet however quotes are being obtained for pointing and to rectify the damp problem. 100 club renewals are due in March. The Village Hall needs to replace their chalk board and after discussion it was agreed to increase the contribution from the Parish Council to £100.00 1231. CORRESPONDENCE. All correspondence received since the November meeting had been listed on the agenda and was duly noted. 1232. REQUEST FOR DONATION. After discussion, it was AGREED not to provide a donation to Northumberland CVA.. 1233. THE PENSION REGULATOR – DECLARATION OF COMPLIANCE. The staging date for Auto Enrolment for Whittington Parish Council was 1 November 2016. Mrs Senior had completed the declaration of compliance on behalf of the Parish Council. 1234. PRE-APPLICATION PROTOCOL. Advice on Pre Planning Application protocol had been provided by NCC. If a pre application is received, the Parish Council has 14 days to advise if they would like to be involved in the process. Final comments can be submitted within 21 days of the consultation.. 1235. MATERIAL AND NON MATERIAL PLANNING CONSIDERATIONS. Information had been given by NALC on what are material and non material planning considerations. The information had been circulated to all councillors. 1236. COUNCILLORS REPORTS AND HIGHWAY MATTERS. a) WARNING SIGNS. It was suggested that a sign warning drivers of farm traffic should be placed at the bottom of Great Whittington. Cllr Mrs V Jones will look into this. 1237. INFORMATION ITEMS. Copies of all information items are available from the Clerk on request.  Campaign to Protect Rural England – Countryside Voice, Winter 2016  NALC – weekly eNews  LCR Magazine – Winter 2016  Northumberland County Council – Highways in Winter leaflets  War Memorials Trust – November 2016 1238. TYRE PLANTER. After discussion, it was AGREED that Cllr A Williamson could remove the large tyre planter near to the Village Hall. As the Britain in Bloom group is no longer operating, the planters are not been attended to. 1239. ELECTIONS. It was noted that the next elections for the Parish Council are to take place on 4th May 2017. Nomination forms will be available online from February 2017. 1240. DATE OF NEXT MEETING. The next meeting will be held on Tuesday 14th March 2017 at 19:30 in Great Whittington Village Hall.
