MINUTES OF THE NOVEMBER 12, 2012 REGULAR MEETING

I. CALL TO ORDER Mike Handley, Board President, called the November 12th regular meeting to order at 7:00PM in the district office.

Others Present: Superintendent Dr. Fred Marten, Clerk Janell Schmidt, Principal Sandra Hill, Rick Bush, Dave Schmidt, Anne Suther, Kye Attaway, Laurie McClelland, Dennis Hermreck

II. ADOPTION OF THE AGENDA Helget moved to add NB1a “Gym Sign”, NB7a “Asst. Boys/Girls HS BB Coach”, NB9 “Bus Driver Resignation”, and NB10 “Classified Staff Salaries” to the agenda and approve as amended. Kufahl seconded. Motion carried 7-0.

III. BILLS AND TREASURER’S REPORT Kufahl moved to approve the bills and October 2012 Treasurer’s Report as presented. Helget seconded. Motion carried 6-1 (Handley).

IV. PATRON INPUT 1. Dennis Hermreck presented the Board with a proposal from the Mitchell Hermreck Memorial Fund to purchase a neon “Home of the Buffalos” sign for the main gym at an estimated value of $3,000. The goal of the Memorial is to show pride and support for the school.

V. STAFF INPUT 1. Kye Attaway requested approval from the Board to allow a possible 38 students to attend the Mexican Folkloric Dances in Kansas City MO the day after spring break. The students will miss school but will return in time for evening practices.

Senior Citizen Christmas Dinner scheduled for Wednesday, December 5th at Noon . KASB Convention—November 30, Dec. 1-2 at Topeka Capitol Plaza . Art Room Furnace—proposal received from Kyle’s Heating for $6,000 to replace unit. . Blacktop Playground Completed—south side has a 3” drop that needs to be filled with pea gravel . Lighting Project—Greg Schmelzle has completed the north gym lighting upgrade . Gym Painting—Company had to return to fix an area that was missed. Final bill presented was higher than proposed. . KSHSAA Board of Directors is seeking a board member from Congressional District 1. . The HS Musical was a very ambitious effort and Mrs. Elkamil & students did a very nice job. . The Kansas Honors Program recognized the top 10% of this year’s graduating class. Onaga High Seniors recognized were Kendra Baird, Bethany Glessner and John Handley. . Extended thanks to the VFW for presenting the colors at district sporting events.

2. Onaga Elementary School Principal’s Report; Sandra Hill . Written Report . Thanked the Board for the playground blacktop . Veterans Day Program was held with a flag ceremony and veterans visited classrooms . OTL approved the addition of schools to the league . CPI training was held to train staff in proper student restraint procedures

3. Technology Update; Darrin Reith . Written Report

4. Senate Bill 155; Laurie McClelland and Dr. Fred Marten . Senate Bill 155 provides Junior and Senior students attending approved vocational schools free tuition paid for by the Board of Regents. Manhattan Area Technical College also has online classes available. If a student earns a vocational certification while in high school, the high school will receive a $1,000 stipend. Onaga High has a senior planning to attend Washburn Tech at their Holton site in the spring.

5. Board Member Report(s) . Rusty Helget asked if Westar has been contacted regarding holding a safety seminar, noticed broken glass in a door in the south gym and complimented the football team and coaches for a great season and noted that the football field looked impressive at regional.

VII. OLD BUSINESS

1. Negotiations Helget moved to enter executive session for 15 minutes to discuss negotiations and to protect the district’s right to the confidentiality of its negotiation position and the public interest. Niehues seconded. Motion carried 7-0. The board was in closed session with Dr. Marten from 8:15-8:30PM. Handley moved to return to executive session for 10 minutes to continue discussing negotiations. Niehues seconded. Motion carried 7-0. The board was in closed session with Dr. Marten from 8:30-8:40PM. No action was taken.

November 12, 2012 Page 2 Board of Education Minutes 1a. Gym Sign Helget moved to accept the Mitchell Hermreck Memorial Fund donation of a neon “Home of the Buffalos” sign for the north gym. Werren seconded. Motion carried 7-0.

1. Approve Minutes Niehues moved to approve the minutes of the September 10th, September 17th and October 8th meetings of the Board as presented. Jacobson seconded. Motion carried 6-0-1 (Zidek Abstained).

2. Out-Of-State Travel Request; Art Field Trip Zidek moved to approve an art field trip to the Nelson-Atkins Art Museum in Kansas City MO. Werren seconded. Motion carried 7-0.

3. Out-Of-State Travel Request; Spanish Club Field Trip Kufahl moved to approve a Spanish Club field trip to the Mexican Folkloric Dances in Kansas City MO. Jacobson seconded. Motion carried 7-0.

4. Personnel; Executive Session Niehues moved to go into executive session for 15 minutes to discuss nonelected personnel matters to protect the privacy interests of the individual(s) to be discussed. Jacobson seconded. Motion carried 7-0. The Board was in closed session with Dr. Marten from 8:40-8:55PM. Handley moved to return to executive session for an additional 10 minutes to continue discussing nonelected personnel. Jacobson seconded. Motion carried 7-0. The Board was in closed session with Dr. Marten from 8:55-9:05PM. No action taken.

5. Personnel; OGS Asst. WR Supplemental Zidek moved to approve Tim Kite as OGS Asst. WR coach. Jacobson seconded. Motion carried 7-0.

6. Personnel; OGS Asst. boys’ BB Supplemental Niehues moved to approve Dave Schmidt as OGS Asst. boys’ basketball coach. Werren seconded. Motion carried 4-3 (Zidek, Helget, Kufahl).

7. Personnel; OHS Asst. girls’ BB Supplemental Tabled

7a. Personnel; OHS Asst. boys/girls BB Supplemental Kufahl moved to hire Orville Dodson to assist the boys and girls basketball programs (.25). Jacobson seconded. Motion carried 5-2 (Handley, Niehues).

8. Personnel; Part-Time Cook Kufahl moved to hire Mary Kay Marten as a 4-hour/day cook. Niehues seconded. Motion carried 7-0.

November 12, 2012 Page 3 Board of Education Minutes 9. Personnel; Bus Driver Resignation Zidek moved to accept Melvin “Tobe” Handley’s resignation as bus driver and to thank him for his 16 years of service. Kufahl seconded. Motion carried 7-0.

10. Classified Staff Salaries Kufahl moved to give classified staff a 2.5% wage increase retroactive to 7/1/2012. Werren seconded. Motion carried 6-0-1 (Helget Abstained).

IX. ADJOURNMENT There being no further business, President Handley adjourned the meeting at 9:10PM.
