APPLICANT REQUESTS THAT: His DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, be amended in block 30, to reflect two 30-day Temporary Duty (TDY) assignments to Thailand in 1968.
APPLICANT CONTENDS THAT: His TDY to XXXXXX, Thailand, in 1968 is not reflected on his DD Form 214. In support of the appeal, applicant submits copies of TDY orders. The applicant’s complete submission is attached at Exhibit A.
STATEMENT OF FACTS: On 31 August 1965, the applicant enlisted in the Regular Air Force for a period of 4 years. An Air Force Form 7, Airman Military Record, indicates the applicant was assigned TDY from 9 September 1966 to 13 September 1996 (5 days). Temporary Duty Order - Military, dated 24 February 1967, authorized the applicant operational deployment to APO San Francisco 96330, for a period of approximately 60 days. An Air Force Form 7, Airman Military Record, indicates the applicant was assigned TDY from 3 March 1967 to 7 May 1967 (61 days). Temporary Duty Order - Military, dated 20 September 1968, authorized the applicant operational deployment to Castle AFB APO San Francisco 96330, for a period of approximately 60 days. The applicant arrived in XXX, Thailand on 26 September 1968 and departed on 21 November 1968 (51 days). 98-01647 INDEX CODE 100.00
On 30 January 1969, the applicant was released from active duty. He completed 3 years and 5 months of active service, with 2 months and 6 days being overseas. The applicant was awarded the National Defense Service Medal, Small Arms Expert Marksmanship Ribbon and the Air Force Good Conduct Medal. The applicant’s DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, indicates that he completed 2 months and 6 days of foreign service.
AIR FORCE EVALUATION: The Recognition Programs Branch, AFPC/DPPPRA, reviewed this application and states that TDY trips are not listed on the DD Form 214. Regardless, the only TDY to Thailand for which the applicant provided documentation is for a period less than 30 days required for award of the Vietnam Service Medal (VSM). In addition, the TDY orders do not specify that the entire trip was in direct support of operations in Vietnam. Therefore, they recommend denial of applicant’s request. A complete copy of the Air Force evaluation is attached at Exhibit C.
APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A complete copy of the Air Force evaluation was forwarded to the applicant and his counsel on 7 September 1998, for review and response within 30 days. However, as of this date, no response has been received by this office.
THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Sufficient relevant evidence has been presented to demonstrate the existence of probable error or injustice to warrant correcting the applicant’s records to indicate that he completed 3 months and 27 days of foreign service. We note the applicant has requested his DD Form 214 be amended to reflect two 30-day Temporary Duty (TDY) assignments to Thailand in 1968; however, TDYs are not listed on the DD Form 214. To the contrary, only total foreign service is listed on the DD Form 214. In the applicant’s case, it appears that his total foreign service does not include the 51 days of TDY to Thailand during 98-01647 INDEX CODE 100.00 the period 26 September 1968 to 21 November 1968. Therefore, we recommend his records be corrected to the extend indicated below.
THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT, be corrected to show that he completed 3 months and 27 days, rather than 2 months and 6 days, of foreign service.

MEMORANDUM FOR THE CHIEF OF STAFF Having received and considered the recommendation of the Air Force Board for Correction of Military Records and under the authority of Section 1552, Title 10, United States Code (70A Stat 116), it is directed that: The pertinent military records of the Department of the Air Force relating to , be corrected to show that he completed 3 months and 27 days, rather than 2 months and 6 days, of foreign service.
