MINUTES, HENDERSON CITY COUNCIL REGULAR MEETING, WEDNESDAY, JULY 22, 2015

Meeting called to order at 7:00 P.M. by Mayor Paul Menne at the community meeting room. Present were council members Jeff Steinborn, Kelly Braun, Randy Tiegs and James Brenno. Also present were Tom Phillips, Brian Gerisch, Larry Klunder, Byron Jost from Region 9, Nick Pollack, Troy Koester and Police Chief Randy Haken.

Motion Steinborn, seconded Brenno to approve minutes from the June 17, 2015 meeting. Motion carried.

Police Chief Haken presented the June report including information on draft golf cart and predatory offender ordinances-ordinances to be presented next meeting.

New Le Sueur Henderson Superintendent or schools Brian Gersich introduced himself and went over his background and future goals and objectives for the school district. He did thank the city council for their offer of waiving building permit fees.

Larry Klunder presented concerns he has (problems with water filters (bills paid); trees to be cut on city property (completed) and wash out at the corner of Minnesota and South 6th Street (being looked at).

Tom Phillips asked about possible repair work to the civil defense building (old pump house). Engan and Associates have looked at it and the Henderson Heritage Preservation commission is analyzing applying for a great to do repairs. He also discussed the adoption of the Sibley County All- Hazard Mitigation Plan.

Motion Tiegs, seconded Steinborn to approve resolution 2015-03 adopting the Sibley County All-Hazard Mitigation Plan. Motion carried.

City Administrator reported on activity report and codes and policies, Bolton and Menk mitigation project, I and S project with wall replacement, status of disaster 4182, Parrott FEMA debris removal project completion, the funded Blandin mobile community application project, historic district signs, sale of Austin Western grader for $1000, Oak View Heights meeting updates, repairs at Minnesota and 9th Street booster pump station due to storm outage and kiosk project.

Motion Steinborn, seconded Braun to accept the proposal from Automatic System Company to do repairs at the South 9th Street Booster Pump Station for $9038.00. Motion carried.

Tiegs and Steinborn reported on recent MRVPUC activities and program, new Le Sueur representatives and ongoing operations.

Tiegs reported on and discussed (as well as rest of city council) new building code fee adoption schedules. Motion Tiegs, seconded Steinborn that effective January 1, 2016 the 1997 building permit fee schedule be adopted and the building inspector is to be compensated 65% of fee base as his amount due per permit. Motion carried.

Menne and Steinborn discussed the Sibley County Municipalities meeting in Winthrop. Menne indicated his willingness to serve on the Greater MSP board upon Sibley County Board appointment

Additional discussion was held on the boat landing and trying to finding ways to improve this site by the use of volunteers and local business contributions.

Discussion and instruction to the Police Chief that nuisance letters be sent out more frequently and that enforcement compliance becomes stronger and to move to the clean-up/legal/assessment stage if/when necessary.

Motion Tiegs, seconded Steinborn to approve the city bills-motion carried.
