1. Welcome and Introduction (Matt Hoffman, Co-Chair) a) Self-introduction of all the participants. 2. Approve April Meeting’s Minutes (Matt Hoffman, Co-Chair) a) The April meeting pending minutes was reviewed by the Committee. b) Corrected a typo in the No. 2 bullet 1. The corrected one is “Utah Cod Title 26 Chapter 1 Section 30”. c) Rephrased the first and third sentences in No. 8 to “ThSisU advisory committee meeting is fully open under the Open and Public Meetings Act.” and “All the meeting materials are available to public”. d) Matt Hoffman made a motion to approve the corrected April meeting Minutes, and the motion was passed unanimously. The Minutes is approved as corrected. e) The approved April meeting Minutes is sent out to all the committee members by email, and updated on the ThSisU website (http://phi.health.utah.gov/thsisu). 3. Review Committee Charter (Sid Thornton, Co-Chair) a) The revised ThSisU Advisory Committee Charter (draft) was reviewed section by section. b) Corrected the last sentence of the “Staff” section to “The meeting will be open to public”. c) Made additional clarification and rephrased the new “f” under the “Duties and Responsibilities” to “(f) Advise on information technology architecture, hardware, software, application, network configuration, or other technical aspects that allow for the implementation of shared patient identification services and technical compatibility among participants.” d) Sid Thornton made a motion to approve the Charter as corrected and the motion was passed unanimously. The ThSisU Advisory Committee Charter is approved as corrected. e) The approved ThSisU Advisory Committee Charter is sent out to all the committee members by email and updated on the ThSisU website (http://phi.health.utah.gov/thsisu-advisory- committee-charter/). 4. UPDB Validation Study – Ken Smith, Director, Utah Population Database a) Matt gave a brief introduction of the ThSisU-UPDB research study – UHIN master person index will work with UPDB master person index to measure the quality of UHIN master person index and see what value UPDB can bring in. b) Background of the UPDB: UPDB provides record linkage of various data sources, including UDOH, the church, driver’s license, cancer registration, individual level census data, and others. c) Project objective: Evaluate quality of the UHIN’s Master Person Index and attempt to determine the incremental value of using the UPDB as a tool to improve quality of patient identity data. d) Study Population: Medicaid population.

Page 1 of 2 e) Two stages: 1) Compare UHIN and UPDB methods; 2) Assess added value of other UPDB data. f) This project is under its initializing stage. Updates will be given to the Committee as the project move forward. The inputs from the Committee are welcomed. 5. State of Utah Identity and Access Management – David Fletcher, Chief Technology Officer, Utah Department of Technology Services a) One challenge in coordinating all the systems in the State is to treat citizens as single individuals, rather than different program IDs for an individual. b) The Utah Master Directory was created in 2002 and evolved into Utah ID in 2012. The Department of Technology Services is now working with State agencies to coordinate ID and access management services to better respond to new, more integrated use cases, while developing a more comprehensive strategy for the future. c) An example of “integrated data system for data driven justice” is given. This proposed identity service system is to bridge systems from Health and Human Services with Criminal Justice. 6. ThSisU Ecosystem – Data Interoperability and Community Care Coordination – Sid Thornton a) What is the foundation for identifying the ThSisU building blocks and metrics to assess the interest of whether or not there are sponsors of each use case? Building blocks include patient identity proofing and verification, provider electronic receiving specifics, care teams, patient proxy, and case information delivery. Metrics include universality, community interest, support infrastructure, and ease of implementation. b) High level common components to support the use cases:  External Connections – health organizations who would ask for healthcare identification;  HIE Integration Broker – services that help navigate the identity resolutions; can access the statewide shared interoperability resources;  Statewide Shared Interoperability Resources – e.g. statewide master person index and statewide services for managing care teams and patient-provider relationships. c) Detailed component:  External Connections: EHRs, 3rd party, and networks;  HIE Integration Broker: exchange services, automated document processing, care coordination services, and workflow services;  Statewide Shared Interoperability Resource: state provider directory, state MPI, DOJ proxies, and Patient provider attributions. 7. Other Issues (Matt Hoffman, Co-Chair) a) Sid said that we need to articulate legislation sponsorship through the Digital Health Commission, which is a clarification of permitted disclosures with which participants can participate in the ThSisU and use ThSisU infrastructure. This issue will be discussed in the next meeting. b) To bring pharmacy group into the ThSisU. The committee is working on this. 8. Next Meeting – Thursday, June 15, 2017 at 3:30 P.M. in Room 128 at Cannon Health Building, Utah Department of Health. Things will be discussed in the next meeting: a) HCA use case b) ePOLST project updates c) ThSisU standard rule 9. ThSisU advisory committee meeting is fully open under the Open and Public Meetings Act. The meeting is recorded. All the materials are available to public.
