CALL TO ORDER

President Scott Foster called the Executive Committee Meeting to order at approximately 10:45 a.m. on Wednesday, February 20, 2013 at the Music City Central Station, 400 Charlotte Avenue, Nashville, Tennessee.

ITEMS FOR DISCUSSION

TENNESSEE COMMISSION ON AGING AND DISABILITY Jim Shulman, Executive Director, Tennessee Commission on Aging and Disability (TCAD), reported that TCAD is 50 years old and is concentrating on specific areas of need: senior transportation, senior hunger (with Tennessee the 5th worst in the US), senior housing that is affordable, and healthy aging.

TCAD staff has been review the Statewide Needs Assessment in all areas of Tennessee with the Middle Tennessee meeting set for February 26, 2013 at the Ajax Senior Citizens Center in Clarksville, TN.

TCAD is also looking at many internal procedures to get process working more efficiently. One success example is at the Community Garden in Lake County. The one-half acre tract is used for planting peas, mustard greens, turnip greens, etc. and has shown a pilot program that worked.

Other ideas:  Shelbyville is looking to have a community garden with a chicken coop.  Gleaning (picking up crops after the harvesters have been through) has been successful in several pilot sites throughout Tennessee.  Healthy Aging is looking to improve detection and care of Alzheimer’s and Dementia persons. It has been found that stimulating brain activity has been the best. TCAD is looking to set up the Senior Brain Games where senior centers create teams that will have winners that will eventually compete at the championship game in Nashville.

Innovation grants are available for senior centers to apply for with the best ideas receiving the grants. The 2013 Innovation Grant winner is the Trousdale County Senior Center.

FINANCIAL REPORT Tauna Blaisdell, Deputy Executive Director of Administration/Operations and Chief Fiscal Officer, presented the financial report for the month ending January 31, 2013. The total expenditures for the month of January were $390,594.28 with pass through funds of $40,333.00 expended this month for the emergency repair program. Year-to-date expenditures were $5,997,300.61 with $2,537,187.35 in pass through funds expended. The total revenues were $4,567,122.32.

Ms. Blaisdell reported that GNRC is waiting on the reimbursement grants from the 2 nd quarter EDA grant. All dues have been collected for FY 2013 except for the City of Millersville. An invoice will be hand carried to the city by a staff member.

AREA AGENCY ON AGING AND DISABILITY Cathy White, Deputy Executive Director of Aging Programs, reported that the Area Plan Update for the Area Agency on Aging and Disability is due April 1, 2013. The Aging Advisory Council Page 3 of 4 will meet on March 18, 2013 followed by the GNRC Executive Committee meeting on March 20, 2013 for approval of the area plan update.

RESEARCH, PLANNING AND DEVELOPMENT Tim Roach, Deputy Executive Director of Research, Planning and Development, reported that the Mid-Cumberland Area Development Corporation (MADC) continues to make loans but they still have EDA Revolving Loan Fund money available. Members are urged to contact staff if they have any questions or know of any businesses that may need MADC’s assistance.

Staff is working on the six (6) applications for the next round of Community Development Block Grant (CDBG) due February 22, 2013.

ACTION ITEMS

APPROVAL OF MINUTES President Scott Foster called for corrections or additions to the minutes of the January 16, 2013 executive committee meeting.

Robertson County Mayor Howard Bradley made a motion to approve the minutes as presented. Williamson County Mayor Rogers Anderson seconded the motion. There being no discussion, a vote was taken and the minutes were unanimously approved.

PROJECT REVIEW Tim Roach, Deputy Executive Director of Research, Planning and Development, presented three (3) projects that were reviewed this reporting period. No conflict with existing or proposed activities was found. It was noted that one (1) project was actually for Moore County.

Cheatham County Mayor David McCullough made a motion to endorse the projects as presented and to refer the Moore County project to the South Central Development District. Dickson County Mayor Bob Rial seconded the motion. The motion was unanimously passed.

REVIEW, DISCUSS AND APRPOVE THE FY 2012 GNRC AUDIT Jimmy Jobe (Jobe, Hastings & Associates) presented the FY 2012 GNRC Audit and reviewed the audit with members present.

Mr. Jobe reviewed/explained various sections of the audit and no questions were asked on the audit.

Gallatin Mayor Jo Ann Graves made a motion to accept the FY 2012 GNRC Audit as presented and reviewed. Portland Mayor Ken Wilber seconded the motion. The motion was unanimously passed.

RESOLUTION GNRC 2013-09 Sam Edwards, Executive Director, presented GNRC Resolution 2013-09: A Resolution Authorizing the Establishment of a GNRC Citizens Audit Committee.

Mr. Edwards reported that the Comptroller of the Treasury has strongly suggested that each development district create said Committee. This Committee will be established by the FY 2014 Incoming President for the FY 2013 GNRC Audit.

Robertson County Mayor Howard Bradley made a motion to approve GNRC Resolution 2013-09: A Resolution Authorizing the Establishment of a GNRC Citizens Audit Committee, as presented. Portland Mayor Ken Wilber seconded the motion. Page 4 of 4

There being no discussion, a vote was taken and the resolution was unanimously approved.

LEGISLATIVE ISSUES UPDATE Sam Edwards, Executive Director/Chief Legal Counsel, announced that there is a lot of conflicting legislation that has been presented in the First session of the 108th Tennessee General Assembly (TGA). Mr. Edwards urged members to alert staff to any legislation they wish to have followed closely.

There being no other business, the meeting was adjourned.
