Section 21180 of the 1976 Code is amended to read: 25 26 “Section 21180. The regular annual session of the General 27 Assembly shall adjourn sine die each evennumbered year not later 28 than 5:00 p.m. on the first second Thursday in June March and in 29 each oddnumbered year not later than 5:00 p.m. on the second 30 Thursday in April. In any year that the House of Representatives 31 fails to give third reading to the annual biennial General 32 Appropriation Bill by March thirtyfirst February twentyeighth, the 33 date of sine die adjournment is extended by one statewide day for 34 each statewide day after March thirtyfirst February twentyeighth 35 that the House of Representatives fails to give the bill third 36 reading. The session may also be extended by concurrent 37 resolution adopted by a twothirds vote of both the Senate and 38 House of Representatives. During the time between 5:00 p.m. on 39 the first second Thursday in June April and the extended sine die 40 adjournment date in each oddnumbered year, as set forth herein, no 41 legislation or other business may be considered except the General

[1456] 2 1 Appropriation Bill and any matters approved for consideration by 2 a concurrent resolution adopted by twothirds vote in both houses.” 3 4 SECTION 2. Section 2760 of the 1976 Code is amended to read: 5 6 “Section 2760. The General Assembly in each oddnumbered 7 year shall annually provide for all expenditures in the general 8 appropriation act and the appropriations made for any department, 9 institution, board or commission shall be in a definite sum for each 10 purpose or activity with such itemization under the activity for the 11 next two fiscal years as may be deemed necessary by the General 12 Assembly.” 13 14 SECTION 3. This act takes effect upon approval by the 15 Governor. 16 XX 17
