ADMINISTRATIVE ANALYST I/II

DEFINITION Under direction, provides technical assistance with fiscal, budgetary, and policy issues and problems; performs basic analysis of proposed legislation; assists in the preparation and negotiation of contracts; performs a variety of delegated assignments and related work as required.

CLASS CHARACTERISTICS Administrative Analyst I This is the entry-level classification within the Administrative Analyst series. Incumbents in this classification are expected to possess the basic skills and abilities necessary to perform duties and responsibilities assigned to the classification. This classification is distinguished from the Administrative Analyst II classification in that the latter may have supervisory responsibilities and is expected to perform the full range of duties and responsibilities of the classification with little direct supervision.

Administrative Analyst II This is the journey-level classification within the Administrative Analyst series. Incumbents in this classification are expected to possess the skills and abilities necessary to perform all duties and responsibilities regularly assigned to the classification. This classification is distinguished from the Senior Administrative Analyst in that the latter performs the more complex, unusual and consequential issues and problems and serves as a resource to other office staff.

EXAMPLES OF DUTIES (Illustrative Only) Essential:  Prepares staff studies and recommendations as directed; provides general technical assistance to management as assigned  Prepares and presents reports, resolutions and ordinances before the Board of Supervisors and other groups  Assists with preparation and presentation of budgets for assigned units; performs basic budget and expenditure review and makes recommendations on same  Assists in preparing requests for proposals, contracts and agreements  Learns to research and analyze legislative issues and prepare reports on their impact to County operations  Prepares comprehensive written reports; maintains complete files and records of work performed; answers questions from the public  Serves as an internal management investigator, researching and analyzing facts and preparing recommendations for assigned projects  Reviews and analyzes government operations and recommends changes  May supervise and direct or assist in supervising and directing various divisions within a Department Administrative Analyst I/II - Page 2

QUALIFICATIONS NOTE: The required level and scope of the following knowledge and skills relate to the level of the position as defined in the class characteristics.

Knowledge of:  Principles and practices of public administration and policy establishment  Fiscal administration, including principles of budget preparation and expenditure control  Laws, rules, and regulations affecting the activities of County government  Taxation policies and the various sources of local government funding  Principles and practices of management and organizational analysis  Principles and practices of research and analysis  Basic statistical methods and techniques  County organization and functions  Personal computer hardware and software typically found in a standard office

Skill in:  Providing staff consultation to management  Conducting research and analyses and preparing comprehensive reports  Understanding, interpreting and applying rules, regulations and guidelines  Researching and interpreting legislative activities affecting assigned area and reporting on same  Assisting with the administration of County programs  Representing County policies and programs with other government agencies and the general public as directed  Making effective public speaking presentations to a variety of audiences  Communicating tactfully and effectively with County staff, elected officials, and members of the public on a variety of topics  Utilizing computer hardware and software to complete work  Establishing and maintaining cooperative working relationships with those contacted in the course of work

Education and Experience: Level I: Equivalent to a Bachelor's degree in public administration, business administration, economics or a related field from an accredited college or university, and one year of experience in administrative, budget or personnel analysis, preferably in a public agency. Additional qualifying experience may be substituted for the required education on a year for year basis to a maximum of two years.

Level II: (in addition to the above) Two years of experience at a level equivalent to Nevada County's classification of Administrative Analyst I.

Licenses and Certificates: Possession of a valid California driver's license within 30 days of hire. Administrative Analyst I/II - Page 3

Physical Demands and Working Conditions: Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings; physical ability to sit or otherwise remain stationary at work post for long periods of time; manual dexterity to use standard office equipment and supplies and to manipulate both single sheets of paper and large document holders (binders, manuals, etc.); vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate in person and by telephone.
