Purpose: The purpose of the workshop is to analyse the key elements of defence in depth and severe accident management bearing in mind the lessons learned from Fukushima accident.

The workshop will discuss IAEA requirements and safety standards for safety assessment, how to implement defence in depth in the design of light water reactors, plant behaviour under accident conditions, including severe accident phenomenology and protection against the impact of extreme events. Expected Participants will be familiarized with the requirements and guidance of Output(s): IAEA safety standards for safety assessment, defence in depth and severe accident phenomenology and management and related failures experienced during the Fukishima accident as well as the lessons learned towards reinforcing the review of the design, analyses and safety case of nuclear

1 power plants.

Scope and Throughout the workshop there will be presentations prepared by international Nature: experts and IAEA staff in relation to the content of the IAEA safety standard for safety assessment and on the levels of Defence in Depth and objectives, management and maintenance of safety assessments and periodic safety review, severe accident methodology and evaluation, accident management programmes and lessons learned from Fukushima accident..

Participants are expected to actively participate and contribute with their national experience in the topics to be discussed in the workshop. The Secretariat will request that participants prepare national presentations in order to ensure a uniform approach. Background The implementation of TC project RER/9/125 is primarily aimed to assist Information: participating countries in reinforcing the skills and knowledge necessary to conduct successful safety assessments for design, licensing, construction and operation of nuclear power plants.

To support and enhance their national safety regulatory infrastructures, regulatory bodies, operators and Technical Support Organisations (TSOs) are in need of a systematic post-graduate education and training programme specifically focussed on essential knowledge and advanced practical applications of deterministic and probabilistic safety assessment based on sound safety principles. The Safety Assessment Education and Training Programme takes its roots from the IAEA Safety Standards that are based on international best practices.

At present, regulatory bodies of a number of countries of the region have not develop a full infrastructure to perform educated and informed decisions for safety assessment review relying to a varying extent on safety assessments provided by vendors, and possible support from regulatory authorities of supplier countries.

Project RER/9/125 will contribute to the development of necessary competencies of regulatory bodies, operators, and TSOs in making important safety decisions independently by providing for the systematic training of nuclear safety experts across country borders.

The project targets countries already operating nuclear power plants and countries currently developing a nuclear safety infrastructure for nuclear power.

Participation: The workshop is open to 20 participants.

The target countries are: Armenia, Azerbaijan, Belarus, Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Kazakhstan, Lithuania, Poland, Romania, Russian Federation, Slovak Republic, Slovenia, Former Yugoslav Republic Macedonia, Turkey and the Ukraine.

2 Priority will be given to candidates from countries that are currently operating nuclear power or have decided to start a nuclear power programme and are already developing a nuclear safety infrastructure for nuclear power.

Participants’ The participants should be staff members of the regulatory bodies, technical Qualifications: support organizations, nuclear research institutions or operators in participating countries. The candidates are expected to possess some knowledge and experience in deterministic or probabilistic safety assessment within their organizations.

The workshop will be conducted in English and candidates should have sufficient English proficiency to participate in the workshop without difficulty.

Nomination Nominations should be submitted to the IAEA online through the Technical Procedure: Cooperation Department’s InTouch system (http://intouch.iaea.org). Should this not be possible, nominations may be submitted on the standard IAEA Application Form for Meeting/Workshop (available on the IAEA website: http://www.iaea.org/). Completed forms should be endorsed by relevant national authorities and returned to the Agency through the official channels, i.e. the designated National Liaison Office for IAEA Matters.

The completed nomination forms should be sent to the Programme Management Officer for this project, Mr Pavel Yurkin, through IAEA Official Fax (+43-1-26007) or E-Mail ([email protected]), not later than 16 March 2012. Nominations received after this date or which have not been routed through the established official channels cannot be considered.

Selected participants from countries eligible to receive technical assistance will be provided with a round trip economy class air ticket from their home countries to Dubrovnik, Croatia, and a Daily Subsistence Allowance (DSA) at the prevailing UN Rate. Shipment of accumulated workshop materials to the participants' home countries is not the responsibility of the IAEA.

The organizers of the workshop do not accept liability for the payment of any cost or compensation that may arise from damage to or loss of personal property, or from illness, injury, disability or death of a participant while he/she is travelling to and from or attending the training course, and it is clearly understood that each Government, in nominating participants, undertakes responsibility for such coverage. Governments would be well advised to take out insurance against these risks.
