Article 1, Chapter 7, Title 2 of the 1976 Code is 22 amended by adding: 23 24 “Section 2-7-125. No bill or joint resolution may appropriate 25 surplus funds for recurring expenditures of state agencies. For 26 purposes of this section, ‘recurring expenditures’ are those items 27 identified in state agency budgets that recur monthly in the normal 28 operations budget of the agency and include personal services, 29 fringe benefits, and other operating expenses that recur monthly. 30 This section does not prohibit the appropriation or other use of 31 surplus funds to prevent an operating deficit of a state agency or in 32 the annual state budget.” 33 34 SECTION 2. This act takes effect upon approval by the 35 Governor. 36 ----XX----
