ST MARY’S ISLAND RESIDENTS’ ASSOCIATION LIMITED MINUTES OF THE ANNUAL GENERAL MEETING HELD AT THE COMMUNITY CENTRE ON WEDNESDAY 25th NOVEMBER 2011 AT 7.30 P.M.

The AGM was formally opened by David Taylor: Chair. David thanked the members for their attendance and introduced the guests, Abigail Raymond (HCA*), Heather Kerswell, John Grimes and Sonia Kehoe (all of CMT*), Jon Griffin (EA*) and Frank Woollett, the PCSO standing in for Tony Bartholomew, together with the Directors as below and thanked them for responding to the invitation to join the SMIRA Board. David Taylor also thanked Councillors Mackness and MacKinlay for their attendance. 1. Present: Directors: David J Taylor, Rose Goodson, Allan Sneller, Tricia Matthewman, Simon Taylor, Barry Woolford, Steve Farrin, Keith Robinson and Leslie James Members: 123 members signed the register Guests: 6 2. Apologies for absence: There were no apologies for absence. 3. Forms of Proxy: There were no Forms of Proxy returned. 4. Chairs Report: What have SMIRA achieved in 2010/11? David Taylor referred to the progress that SMIRA had made in pushing for the adoption of the ring road that he anticipated would be completed during 2012 with the secondary roads to follow. David Taylor added that SMIRA, together with the help of Andrew Mackness, had achieved a visual impact on the Island road landscaping and it was hoped that plans were in place for this to be maintained to the current standard or better. SMIRA had also engaged with ARRIVA to strive for an improved bus service and, although there were still improvements to be achieved, buses were now going the right way around the Island and all bus stops were now being served. The Doctor’s Forum, sponsored by SMIRA, had been a well attended success and, with the agreement of Dr Lawrence, may now become an annual event. As a result of activities at Chatham Docks, SMIRA had initiated a Quarterly Forum with Peel Land and Holdings to exchange views and issues affecting both SMI and Chatham Maritime. Other stakeholders such as CMT, Medway Council, HCA (previously SEEDA), Environment Agency, our Councillors and our M.P. have an open invite and this enables engagement with both Peel and the various recycling operators on the site. The three main issues of concern to SMIRA as a result of recent activities at Chatham Docks, the proposed development, Chatham Waters, the recycling activities, including wood chip, and the closing of the footbridge over the caisson, were all on the agenda when the forum meets. David Taylor advised that each of these issues should be treated on their own merit and recommended that the anger of residents should be channeled through the agencies appropriate to each issue rather that an all out attack on Peel. Finally David Taylor confirmed that a SMIRA website, www.smira.info was now set up and residents were invited to interrogate this for the latest information and activities of SMIRA including a record of the last twelve months adopted minutes of the residents meetings. You can also find contact numbers for the three developers and a plan of SMI showing which of these developers are responsible for which area of the Island. What are SMIRA responsible for? Two SMIRA Directors have automatic nomination to the Board of Trustees of Chatham Maritime Trust. SMIRA are a stakeholder of CMT. We are one of their clients. Over the past 12 months SMIRA representatives have been consulted and had an input in CMT issues such as, changes in covenant enforcement policy, land management and security issues, the appointment of a new CEO, takeover of the Community Centre, Starfish Play area and other assets on SMI and works to the lifting bridge. In addition, and perhaps more importantly, SMIRA are there to address and if possible seek solutions to its members concerns and aspirations on SMI. It is therefore very important that member residents attend the regular residents meetings, the dates of which are shown on the SMIRA notice boards. Where and how do SMIRA represent the residents?: SMIRA have representatives on or liaise with the Steering Group of the Community Centre, Tony Bartholomew our PCSO, Kevin Steele, our Safer Communities Officer, Medway Council on planning and refuse collection issues and the Island developers, CML, Redrow and Barratt’s. 5. Adoption of Accounts for Year-end 31st March 2011: (Circulated with the formal notice of the A G M) There being no questions raised on the accounts a motion that the accounts be adopted was: Proposed by: Mrs C Curness de Witty and Seconded by: Mr. A Pestell. The motion was unanimously carried. 6. Increase in the maximum number of Directors from 8 to 10: A motion was put forward to increase the maximum number of Directors from 8 to 10. Proposed by A Sneller and seconded by B Woolford. The motion was carried unanimously. 7. Election of Directors: David Taylor advised that, in accordance with the constitution, one third of the Directors serving during the year, in this case two, were required to resign by rotation. This falls this year upon Rose Goodson and Allan Sneller. Both had agreed to continue in office if so elected. As there were no nominations received from members for Directors prior to the meeting David Taylor proposed the following motions: 1) That Rose Goodson be re-elected as a Director. Proposed by: L James. Seconded by: T Matthewman. The motion was unanimously carried. 2) That Allan Sneller be re-elected as a Director. Proposed by: C Curness de Witty and Seconded by: Mr A Pestell. The motion was unanimously carried. 3) That the appointment by the Board of Steve Farrin, Keith Robinson, Simon Taylor and Barry Woolford, as Directors during the course of the year be ratified Proposed by: G Page and Seconded by: A Pestell. The motion was unanimously carried. 8. Any Other Business David Taylor thanked Bob Muid for taking up the office of Company Secretary and Carol Curness de Witty for taking up the office of Treasurer. There being no other business the AGM was formally closed.

*There then followed presentations by: Abigail Raymond: Area Manager (Kent) of the Homes and Communities Agency (HCA) who succeed SEEDA. Heather Kerswell: Interim CEO of Chatham Maritime Trust (CMT). Jon Griffin: Senior Environment Officer of the Environment Agency (EA). The Meeting closed at 9:55 p.m.
