Town Council Regular Meeting Minutes December 6, 2016

A. Call to Order Mayor called the meeting to order 7:00 p.m.

B. Invocation Mr. Medlin gave the invocation.

Mrs. Albury made a motion to approve the consent agenda as submitted. Mr. Helms seconded the motion and it was carried.

G. New Business 6. Ordinance Amendment – Section 14-5 Auxiliary Police Division Mr. Helms made a motion to approve the text amendment as submitted. Mr. Medlin seconded the motion and it was carried.

7. Resolution Directing the Clerk to investigate a petition for satellite annexation and set a public hearing - .99 Acres McClammy Rd Mr. Fowler made a motion to approve the resolution for public hearing and clerk certification. Mr. Helms

8. Resolution Directing the Clerk to investigate a petition for contiguous annexation and set a public hearing – 4.18 Acres Seahorse Lane Mrs. Albury made a motion to approve the resolution for public hearing and the clerk certification. Mr. Fowler seconded the motion and it was carried.

H. Public Hearing Open 7:12pm 9. Rezoning .193 Acres R15-C3 by Allen Sullivan Hwy 210 Mr. Rademacher stated

Closed 7:15 Mr. Fowler made a motion to approve the rezoning and consistency statement as presented. Mr. Helms seconded the motion and it was carried.

Open 7:16pm 10. Rezoning 44.87 Acres PUD to MFC by Coterra Development Hwy 50/210 Mr. Rademacher stated

Closed 7:20pm Mr. Fowler made a motion to approve the rezoning and consistency statement as presented. Mr. Medlin seconded the motion and it was carried.

Open 7:21pm 11. Rezoning 20.25 Acres PUD to MFC by Allen Sullivan Hwy 50/210 Mr. Rademacher stated

Mrs. Albury made a motion to approve the rezoning and consistency statement as presented. Mr. Helms seconded the motion and it was carried.

H. Public Forum Marty Erwin at 1825 N New River Drive spoke in regards to the handicap ramp at the 9th St access. The ramp is not in any condition to last at the ability is built. The craftsmanship is not good. The ramp needs to be closely looked at.

I. Council Forum

Mr. Curley stated he thanked everyone for coming out and it has been a great meeting. He congratulated the police department on their certification. The TISPC at their previous meeting topics changed from subjects that were not shoreline protection issues. The group went on to ask for a charter amendment to allow the TISPC to discuss items that affect the entire island other than beach nourishments.

Mr. Medlin stated he thanked everyone for coming out. He also congratulated the police department on their accomplishments. He wished everyone a Merry Christmas and reminded everyone to remember the reason for the season. Mrs. Albury stated to give God the glory! Merry Christmas and Happy New Year. She also requested a light at the front door of town hall. Mr. Fowler stated that there is a lot of activity at the community center, breakfast with Santa is this Saturday. Merry Christmas!

Mr. Helms stated he thanked everyone for coming. He wished everyone a Merry Christmas and a Happy New Year. He also congratulated Barry Newsome and David Williams for helping out a young man who lost his ball. Their acts have meant a lot. Mayor stated he was very proud of the police department and their accreditation. He thanked everyone for coming out tonight, we are proud of our citizens.

J. Manager Reports Mr. Bergman stated we have got the request for the annual dip. This year is the 14th year. They have asked for full access of the Roland Ave access.

Mr. Bergman stated we have had a lot of questions in regards to dune pushing.

Council came to a consensus to go forward with bids for a beach push. Mr. Bergman stated we have received quotes on paving on Tortuga Lane. The new bridge crews will start drilling for the new pilings in the next month.

Page 3 of 4 December 6, 2016 The new school work has begun, the land is currently being cleared. We have met with the county water department. We have all of our design ready for a permanent water line. He recommended getting a bid for just the waterline.

Council came to a consensus to move forward with the bid packet for the permanent waterline.

K. Closed Session

143-318(11) Mrs. Albury made a motion to go into closed session in regards to personnel. Mr. Helms seconded the motion and it was carried.

Mr. Helms made a motion to approve the closed session minutes. Mr. Medlin seconded the motion and it was carried.

L. Town Attorney Reports

M. Adjournment

Mr. Helms made a motion to adjourn. Mr. Fowler seconded the motion and it was carried.
