A listing of the correspondence was distributed before the start of the meeting to each member present, for his or her perusal. Other handouts distributed to the members present included the cash flow and balance sheet, a letter from Delaware County regarding course reimbursement issues, an article about an EMS incident, and several handouts for REMAC members’ use. Mr. Jones had no special report.

SECRETARY’S REPORT

Mr. Pasquarelli has reported that GAVAC transmitted 670 ePCRs to DOH for September 2008, and 691 for October.

On October 20, we were advised that the American Heart Association would soon be sending a STEMI/Stroke capability survey to all agencies in this Region, with the request that it be completed and returned by December 05, 2008. It can also be completed online.

On October 29, Tim Mirabile, REMO program director advised that his office has been receiving back without comment boxes of screened PCRs that he has been forwarding appropriately to key- punch. He asked all the program directors if any had experienced this situation. This region has not, and so far neither has any other, apparently.

On October 30, we received word of an AED use by Margaretville FD. The patient was a 53-year- old male. CPR was reported as beginning three minutes after full arrest, with a total of two shocks administered, beginning one minute later. The patient was reported as becoming responsive and was transported to Margaretville Hospital. Mr. Hood advised that the patient has made a recovery and is now at home. Congratulations were offered to all involved in the patient care incident.

Life-Net of New York is offering a variety of CME presentations, and is looking for agencies inter- ested in co-sponsoring them. For information, call 315-725-4502

On November 07, we received word of the passing of Tim Mirabile’s father. Mr. Mirabile is Pro- gram Director at REMO. An expression of sympathy has been made on behalf of this Region.

On November 14, we were advised that the program director of Mountain Lakes Region has left that position.

We have received paperwork from Fulton-Montgomery Community College, requesting that their course sponsorship be changed to include EMT-P refresher training. Mr. Mulleedy noted that the paperwork appeared to be in order. Mary Ramo advised that the original paperwork received by DOH did not contain all the required signatures, and therefore had been sent back to the sponsor. The application will therefore be acted upon when completed. Mr. Mulleedy noted that course sponsor paperwork sent to the Council for review and approval in the past at times have had the signature pages blank because the copy was generated before the originals were signed. In the fu- ture, the Council will request that all paperwork received be a complete copy of the original.

On November 14, we received from Mr. Hood a copy of a letter to Karen Meggenhofen at DOH discussing a core content reimbursement issue that has arisen in Delaware County. There was con- siderable discussion on this. A reply is awaited from DOH.

At this point, Mr. Jones advised the members of the untimely passing of Roger DeSilva, a long- time member of the Franklin Emergency Squad, and asked for a moment of silence in his memory.

A printed report of the cash flow and balance sheet was distributed to all members.

On September 30, we had forwarded to Lisa DeLong at DOH, the quarterly deliverables and voucher for $37820.16 for the Program contract for the period July 01 through September 30. That check was received on November 04. On November 08, we received the check for $1997.82 for the Council contract for that period. That check had also been vouchered on September 30.

Motion was made by Mr. Chase and seconded by Mr. Averill, as follows:

RESOLVED, that the Treasurer’s Report is accepted as presented.

COMMITTEE REPORTS

Regional Program Agency Committee

There was nothing new to report. Training Committee

Mrs. Mulleedy led the discussion, and noted that a policies and procedures template has been developed for agencies enrolled in the CME recertification program. It will be available upon agency request. The “Bad Bugs and Creepy Critters” portion of the environmental emergencies training program is now ready and copies were made available to the REMAC physicians and committee members for review. It will be discussed at the December council meeting. Several suggestions were received. The heat and cold emergency as well as the rehab programs have been given to Dr. Fisher for final approval.

Transportation and Standards Committee

No activity. Nothing to report.

STATE COUNCIL REPORT

SEMSCO and SEMAC next meet on Tuesday and Wednesday, December 02 and 03, 2008 in Albany at the Best Western on Washington Avenue. Mr. Zeek noted that it was reported that there would be no January test dates. Mary Ramo advised that possibly this decision might be reversed by DOH. She noted that a 30 day certification extension would be arranged by DOH if the January test dates were not scheduled, and a practitioner’s certification was due to expire.

REGIONAL PROGRAM UPDATE

Regional Program Directors Meeting

The next Program Directors meeting is scheduled for December 01, 2008, at 1 PM at the Western Turnpike Rescue Squad headquarters in Guilderland.

REMAC Report

Dr. Leinhart led the discussion. He noted that the Sidney Emergency Squad and the Ephratah Fire Department First Responders were approved for inclusion in the EMT-B Albuterol program. The Speculator Ambulance Corps was approved to begin the application process for the use of Fentanyl (they have had a controlled substance license for a number of years). An alternative medication formulary was approved to be added to the regional ALS protocols, and may be adopted by an agency with shorter travel times to their destination facility, but only with the express approval of their medical director. A proposed RSI (Rapid Sequence Intubation) pilot program for GAVAC was discussed. Several other items were presented to the REMAC, but for informational purposes only.

County Reports

Hamilton County – Mr. and Mrs. Mulleedy had nothing new to report. Fulton County – Mr. Farquhar had nothing new to report.

AAREMS Minutes for November 20, 2008 Page 7 Montgomery County – Mr. Pasquarelli spoke about the evacuation of a local nursing home this past week, due to a roof fire. He noted the excellent inter-agency cooperation involved. Schoharie County – Mr. Averill advised that the County Board of Supervisors is deciding whether to add a third member to the county Critical Care Team. Mr. Houck led a brief discussion on what constitutes appropriate “roll-over” time in an EMS dispatch situation. Mr. Farrell noted there was considerable variability from area to area. Mr. Hood and Dr. Leinhart also commented. Otsego County – Ms. Kaido had nothing new to report. Delaware County – Mr. Hood noted that two classes are continuing successfully. Mr. Zeek advised of a recent very successful effort to promote donations to a local food pantry, using a CMT ambulance parked in front of a supermarket in Walton. He had a photo of the scene showing a very generous response.
