MISSIONMISSION STATEMENTSTATEMENT

The mission of the Macedon Police Department is to enhance the quality of life in the Town and Village of Macedon.

 We believe in the dignity and worth of all people. We are committed to providing high quality, community-oriented police services with sensitivity, problem-solving, teamwork, openness, continuous self-evaluation and improvement, protecting constitutional rights and providing leadership to the police profession.  The members of the Department practice the philosophy of Community Policing. This philosophy promotes a strong partnership between residents and their Police Department. It is based on the premises that both the police and the community must work together as equal partners to identify, prioritize and solve problems such as crime, and the fear of crime, in neighborhoods, with the goal of improving the overall quality of life in the community of Macedon. Members of the Town of Macedon Police Department shall actively pursue the cooperation of every resident in an effort to create a police and community partnership that is sensitive to the different cultures that make up the human diversity of our community.  It is the express policy of this Department to enforce the laws, preserve the peace, reduce crime and the fear of crime and provide for a safe environment.

2 Dear Supervisor William Hammond, members of the Town Board, and residents of Macedon:

I am pleased to present the Annual Report of the Macedon Police Department for 2009. This report has been prepared to provide an overview of the activity of the Department for the past year for your information and review.

The pages that follow highlight the dedication, achievements, contributions, and sacrifices made by your Town Police employees in the performance of our duties. As you review this report you will see that our Department continues to evolve to meet the challenges of the present and the future. I am sure that you will be as proud as I am of the men and women of the Macedon Police Department who serve our community.

Our commitment to the community we serve continues to be our highest priority, putting public safety and traffic safety at the top of the priority list. Many new policies and strategies were introduced in 2009 to provide for a safer community. Innovative crime prevention programs, coupled with consistent and aggressive enforcement techniques, contributed to an improved quality of life for our residents and visitors. We are continuing to experience higher calls for service and crime rates even when other surrounding communities are seeing decreases. As criminals continue their sprawl into the suburbs and our community, we are diligent to control and decrease our crime rate, as we strive to improve the level of services we provide. Many of our programs have served to expand our community outreach. The Macedon Police Department continues to accept the challenge to continue to provide quality law enforcement service to our residents in a fiscally responsible manner, and we stand ready to “serve our community.”

I would like to thank all the employees for their dedication, loyalty and hard work over the past year, and my heartfelt appreciation to all our citizens who give this Department so much support and encouragement. I would also like to thank the Town Supervisor and the Town Board for your continued support and cooperation. You and your community can be proud of your Police Department. The men and women of the Macedon Police Department do their very best every day to provide quality public safety service to the community of Macedon, its residents, and its visitors.

The goals and objectives of the Macedon Police Department are established annually to carry out the mission of the Department. The goals and objectives of the Macedon Police Department for calendar year 2009 are:

1. The Department will seek to improve its public outreach by becoming an active participant in community, school, and civic organization events.

2. The Department will strive to complete the ongoing process of updating the technology of the Department relating to internal operations, and in the Patrol / Administrative function.

3. The Department will continue a review of its current Policy and Procedures Manual, making changes as we strive to begin the NYS Accreditation procedure.

4. The Department will continue to research and apply for assistance through grant funding, to reduce costs to the taxpayers of the Macedon community, in the furtherance of modernizing our agency.

5. The Department will work with Town officials to implement structural and security changes to the Public Safety Department facilities.

6. The department will implement a program to assess possible changes to the Public Safety Building to adhere to an energy efficiency and green building plan.

7. Provide a workable 2010 Department budget to address staffing levels, relating to the continued growth of the Town.

In accordance with General Order 2009-1-1, Section II C, the following is a final evaluation of the goals and objectives set forth by this Office in General Order 2009-1-1:

1. The Department will seek to improve its public outreach by becoming an active participant in community, school, and civic organization events.

 Department community outreach was a top priority in 2009. Members were instructed to become more involved in the business community, school functions, civic organizations, etc. Through our outreach efforts our agency will continue to build our relationships with such groups. The following is a list of such outreach efforts;

a. Safe Senior’s program presented to the Parkwood Heights residents and staff in a collaborative effort with the NYS Attorneys General Office in Rochester. The program was presented to approximately 35 seniors due to a high rate of telephonic scams targeting senior citizens. b. Seven (7) presentations were made to Scouting groups which included educational materials, facility tours, and overviews of safety and Law Enforcement duties. The presentations were a vital part of the scouts obtaining learning badges. c. Members participated in a Safety Fair presentation at Lowes Home Improvement store at which educational materials and vehicle tours were provided to approximately 200 children. d. Members participated in the “October on the Erie” festival at the request of the Downtown Partnership and the Village of Macedon. Educational materials were distributed to approximately 250 children and citizens. e. Chief Colella conducted an educational presentation to the Pal-Mac High School Driver’s Education class of approximately 50 students. The presentation included police car videos of intoxicated drivers and educational materials as part of the department’s Traffic Safety program.

6 f. Members participated in the Pal-Mac Intermediate School Science Fair. Chief Colella was a guest Judge of the student’s presentations. g. Members assisted in the Public Safety Building Open House during which tours of the facility were provided, educational materials were presented to children, and bicycle safety information was available. h. Members distributed approximately 300 Halloween Safety bags which included educational / safety materials, rulers, pencils, pencil sharpeners. i. Security was provided at multiple Pal-Mac / Gananda High School sporting events. j. Traffic safety was provided for a large-scale Erie Canal bicycle event this summer. k. Traffic safety was provided for multiple community charity motorcycle rides.

2. The Department will strive to complete the ongoing process of updating the technology of the Department relating to internal operations, and in the Patrol / Administrative function.

 The TRACS electronic forms / ticketing program was implemented and completed. Department members are now using the program for accident reports, incident reports, traffic citations, and other criminal forms. The program streamlines data submission to NYS as required and also integrates with the department Records Management System thus reducing the daily data entry requirements on the Police Clerk.  Officers are able to transfer TRACS files wirelessly from their patrol vehicles at the end of their shifts, reducing their paperwork time in the office. The program implementation allows officers to have more visibility on the street and allows for more proactive patrol time.  A total assessment was conducted on the IT needs of the Public Safety Building as a whole and upgrades were made to the building network infrastructure.  IT Security upgrades were made to address ongoing requirements.  The department began the necessary IT upgrades to begin the process of installing Live Scan, the required NYS digital fingerprinting and booking data submission. This requirement took effect on January 1, 2010. (The system went live on January 3, 2010).  The department purchased and implemented a computerized Evidence Management System which tracks the movement of evidence from the time of intake, lab submissions, court procedures, trials, destruction. All evidence is bar coded and scanned in or out. This program is also a crucial step in the accreditation process.

7 3. The Department will continue a review of its current Policy and Procedures Manual, making changes as we strive to begin the NYS Accreditation procedure.

 The department continues to make strides in the goal of becoming an accredited agency with NYS. Policies and Procedures are reviewed weekly and changes are made as requirements are issued by NYS.  Safety issues and facility security measures were implemented to adhere to the NYS accredited policies.  A secure Evidence Management computer program was implemented.

4. The Department will continue to research and apply for assistance through grant funding, to reduce costs to the taxpayers of the Macedon community, in the furtherance of modernizing our agency.

 Our agency was fortunate enough to have been the recipient of both State and Federal Grant Awards in 2009. The following represent a list of awards in 2008:

1. NYS Governor’s Traffic Safety Council S.T.E.P. grant award for $10,346 towards traffic enforcement details. An award was also received for the Buckle UP NY campaign in the amount of $1,000.

2. The third year of Operation Impact Tools Initiative funding towards the Wayne County Narcotics Enforcement Team, $16,000 dollars for the Town of Macedon Police Department.

3. One new field Alco-Sensors from Wayne County Stop DWI program. Each unit has an approximate cost of $550 dollars.

4. STOP DWI overtime reimbursement of $3,438.77 dollars for alcohol related arrest overtime incurred.

5. The department received an award of $1,156.09 towards our ongoing bullet proof vest replacement program. Two new vests for Officers were acquired.

6. The Department implemented the deployment of Conductive Energy Devices (Taser’s) to provide added safety and “less than lethal” force options to the Officer’s. The new weapons and duty holsters were secured with Federal Seizure funds at no cost to the Macedon taxpayers.

8 5. The Department will work with Town officials to implement structural and security changes to the Public Safety Department facilities.

 Members worked with Town officials to implement a feasible design for the newly acquired Public Safety Building. In the design phase, security issues were address, Officer’s workspace, evidence management, and future accreditation needs were worked into a floor plan.  Members dedicated volunteer work hours to the renovations / alterations of the facility and newly created joint conference room.  The Police Department side of the building was secured by glass wall partitions, new entry doors, access devices and security cameras to insure the integrity of operations in the new facility.  IT infrastructure assessment was conducted with necessary changes.  A requested P.E.S.H. audit was conducted by NYS and any necessary changes were completed.

6. The department will implement a program to assess possible changes to the Public Safety Building to adhere to an energy efficiency and green building plan.

 An assessment was conducted on the Public Safety Building to address energy conservation measures were applicable.  Motion light switches were installed on offices / rooms wherever possible to reduce usage.  Energy efficient office lighting was installed to reduce costs from the older, less efficient bulbs.  Officer’s receive memorandums, reports, and intelligence briefings via e mails in order to reduce the amount of paper / printed materials received.  Court notices are now sent to Officer’s electronically to further reduce the amount of printed materials.  Papers / printed materials that are able to be recycled are done so via Waste Management.  Current grant opportunities into alternate / green energy options are being reviewed for the potential of solar energy upgrades to the vehicle storage / maintenance facilities.

9 7. Provide a workable 2010 Department budget to address staffing levels, relating to the continued growth of the Town.

 Chief John Colella prepared a 2010 Police Department budget submission which addressed increasing calls for service and crime statistics. Additional staffing levels will be adjusted by (1) one additional Part-Time Officer. The increased staffing will allow for 24 hour coverage, seven days per week by the Macedon Police Department.

 A line by line review was conducted to see what areas of the 2009 budget could be trimmed in 2010. Based upon grant awards, and a review of overtime used in 2009, the budgeted overtime for 2009 was able to be reduced by $4,000 dollars, while the department’s contractual expenses were lowered by $10,000 dollars.

Index crimes, or serious crimes reported annually to the FBI for statistical analysis, are shown in the above table. Total Index Crime, based upon a preliminary estimate of the 2009 annual total, show an increase of 89%. Violent crime (murder, rape, robbery, assault) remained at the same level as 2008, compared to a 13% decrease in a Wayne County. Property crimes in the United States were down 6.1%, yet the Town of Macedon posted a 93% increase. Preliminary statistics for Wayne County are also noted for comparison.

15 PROGRAMS AND SERVICES

INTERNAL AFFAIRS:

In accordance with New York State accreditation standards and the Macedon Police Department General Orders, personnel complaints are investigated by the Office of the Chief of Police. Most are resolved almost immediately upon receipt; others involve more formal and extensive investigation, to insure that the public’s trust in the Police is not lost. In 2009, no official / written personnel complaints against department members were received.

TRAINING:

Training continues to be high priority, as we keep pace with the ever-changing tools and techniques available to assist us in keeping the public, and our officers, safe. Knowledge is power, and continuing education in law enforcement is essential. In 2009, Macedon Police Department employees completed over 520 hours of in-service training, or approximately 57 hours per employee, which is more than double the State- mandated 21 annual hours. Employees participated in educational programs on such topics as:

 Police Procedures  Field Training  Major Crimes Investigations  Narcotics Investigations  School Safety  Standardized Field Sobriety Testing  Police Administration / Executive training  Digital Crime Scene Photography

We remain committed to providing new and innovative training opportunities to our officers and employees in the coming year.

DRUG ENFORCEMENT:

The Macedon Police Department is firmly committed to the Wayne County Narcotics Enforcement Team (Wayne-NET), which was organized in 2006 to combat the scourge of illegal drugs on our streets. Chief Colella is currently the Task Force Co-Commander and two MPD officers are assigned to the WayneNET group on an as-needed basis. Over $130,000 in State funding has been obtained in the past three years to assist in defraying personnel expenses for the participating WayneNET municipalities, and provides the impetus for the success of the group. Since its inception, WayneNET has posted over 300 arrests, taken more than 80 guns off our streets, and seized over $1 million worth of illegal narcotics and marijuana.

16 AWARDS

The Town of Macedon Police Department was chosen to be the recipient of the NYS Governor’s Traffic Safety Council / M.A.D.D. for the Award of Excellence for our continued Traffic Safety Initiatives. The award was presented to Chief Colella and Town officials at a luncheon in Albany.

LOOKING AHEAD

Even with all the accomplishments of 2009, we will continue in 2010 to investigate new methods of providing the Macedon community with the most efficient and professional police services. Our number one priority in the coming year is to continue the New York State accreditation process. This labor-intensive project is of paramount importance to attaining our goal of law enforcement excellence. We are firmly into the use of electronic ticketing and forms reporting to streamline our agency operations, as well as continuing our goal to be a paperless office setting. We also look forward to continuing our partnerships with our local schools, community / civil groups to assist with education programs and materials. As in the past, we will search for alternative funding methods to improve our level of service to the community, at little or no cost to the taxpayers.

We look forward to expanding our inter-agency cooperation with Wayne County Sheriff Barry Virts and his professional staff as he begins his term of office. We will utilize the specialized expertise of the Wayne County Sheriff’s Office and the New York State Police to assist our agency in criminal investigations and major incidents.
