Application: HRMS Module: Payroll Business Process: Maintain Employee Payroll Data Requirement Number: PY058 Requirement Title: Ability to ensure an employee holding dual positions is enrolled in only one retirement plan.

1. Requirement Description Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality. Each employee may be enrolled in only one pension plan. Pension contributions are determined based on the plan that is eligible for the oldest currently active job data for the employee. Current system capacity provides post edits to ensure employees holding more than one position are enrolled in only one plan. There are two exceptions to this rule: 1) An employee is eligible for a State Employee Retirement System plan (SERS) and also eligible for an Alternate Retirement Plan (ARP). 2) An employee is eligible for a Hazard Duty plan and also eligible for a Non-Hazard Duty plan. In this case, an employee would be eligible for the same tier of different plans. Employees are not eligible for different tiers of plans (example: employee can not be eligible for Tier 1 of Plan A and Tier 2 of Plan B).

Peoplesoft does not provide these two above edits.

2. Business Need Provide a justification for the requirement. Include information about frequency, volume, number of users impacted, etc. Most state employees are eligible to be in a pension plan. Central Payroll Specialist in coordination with Agency Payroll Specialist must maintain and transmit information such as hours, pension contributions, deductions, earnings etc. on each pension eligible employee to the retirement system on a bi-weekly basis. Failure to accurately track and calculate these contributions will result in incorrect pension funding and pension records.

An online edit would be much too complex and can be handled using a report with minimal manual effort.

Central and agency payroll specialists should be trained not to enter multiple pension codes for an employee.
