Dean, Career Education Practices SUBJECT: 2012-2013 Perkins IV, Placement Performance Target Negotiations This memo and attachment provide information on the supplemental process for completing performance target negotiations, and completing the Perkins IV Local Application. Key issues addressed in this memo are:  Delays in employment data resulted in the postponement of the employment (placement) indicator negotiations.  Employment data is now available, reports have been updated, and negotiations should resume for the employment (placement) indicator target.  Districts should begin negotiations as soon as possible using the updated Negotiation workbooks and the attached Final Agreed Upon Performance Level worksheet.  Negotiations must be completed before October 25, 2012 to allow first quarter payments to be processed. Career Education Practices memos 12-07 in March and 12-15 in April documented employment data delays precipitating postponement of the employment (placement) indicator negotiations. The EDD data match has occurred and all core indicator reports have now been updated. The employment (placement) indicator target negotiations can now proceed. Districts should begin negotiations as soon as possible using the updated Negotiation workbooks available on the Core Indicators Reports web page. Use the attached Final Agreed Upon Performance Level worksheet for Core Indicator 4 to submit the district proposed target using the procedures outlined in The Negotiation Process document on the CEP website. This document explains the process for negotiating performance targets and the tools that the Chancellor’s Office has developed to facilitate that negotiation. Negotiations must be completed prior to the first quarter fiscal progress report due October 25, 2012 to allow district payments. The Chancellor’s Office will update targets in the Local Application once agreement has been reached via email. Please contact your project monitor with any questions.
