1. Purpose of Assignment

By the end of 2016, U-Report will be rolled out for the first time in Fiji as part of the community feedback mechanisms for the Cyclone Winston early recovery period.

The Project Manager is responsible for managing and coordinating the pilot of U-Report as an adapted and rapidly deployed tool to form the foundations of a Community Feedback System for the recovery phase of the Cyclone Winston response. If successful, U-Report may be scaled up and continued beyond Winston recovery. The project manager will work in close collaboration with the National Steering Committee and Ministerial Technical Focal points, which are convened by the Ministry of Communication and Information Technology.

In addition, the Project Manager will assist with the exploration and possible development of other communication for development activities.

Justification UNICEF Pacific requires a dedicated Project Manager to manage the initial pilot of U-Report in Fiji and to support the Ministry of Communication, Information and Technology to explore other innovative approaches to communicating with communities. The Project Manager will ensure technical oversight, coordination, quality, uptake, and sustainability of U-Report as part of a Community Feedback System for the recovery phase of the Cyclone Winston response period. It is expected that there will then be a transition to Government for a scaled up implementation of U-Report in Fiji post-pilot. The Project Manager will also explore other innovations for possible use in Fiji.  Citizen/Youth Engagement, Participation & Feedback to ensure engagement by people in urban and rural communities--particularly young people--in decision-making and citizen-led development primarily through U-Report to promote more meaningful engagement. The U Report pilot phase and roll out will be under the direction of the National Steering Committee with technical support from UNICEF. Secondly, capacity for use of electronic, real time data collection and tabulation, already introduced in several Ministries for Winston impact and needs assessment, will be broadened to more users in Government and/or civil society partners in Fiji.  Access to Information to ensure meaningful access by people in both urban settings and rural communities--particularly young people--to information to inform their choices and opinions.

2. Background Category 5 Tropical Cyclone Winston was the strongest to ever hit Fiji, causing widespread damage in all four divisions. A ‘State of Natural Disaster’ was announced on 20 February 2016 with approximately 40% (350,000) of the population affected, including 120,000 children. Due to the scale and impact of the disaster, the State of Natural Disaster was extended to 19 April 2016. Fiji, like many Pacific countries, was already affected by El Nino-related drought and water shortages that also affected many of the areas impacted by Winston. In order to support a coherent intersector response that ensures accountability to affected populations, including most

1 vulnerable groups, the Government of Fiji requires support to establish a Community Feedback System for affected populations.

In times of emergency, Governments and responding organisations need to be able to prioritise assistance to affected populations, ensuring that any gaps are quickly identified or filled. As emergency response transitions to recovery and resilience building, information needs remain time-sensitive and can become even more complex. In turn, affected populations have escalated requirements for timely and accurate information. They also need to be confident that their needs and concerns have been heard and addressed by those responsible for delivering relief and assistance. Affected populations need to be able to safely and quickly report concerns, complaints and abuses, and get support where appropriate. A Community Feedback System is one means of ensuring this transparent and accountable information flow. It allows Governments, and others providing emergency assistance, to work with affected communities to demonstrate mutual accountability – and a mutual commitment to fair and transparent emergency response.

On 13 April 2016 The Honourable Aiyaz Sayed-Khaiyum, Attorney General and Minister for Finance, Public Enterprise, Public Service and Communications agreed to launch U-Report as an Inter-Ministerial initiative with the expectation that UNICEF will provide the technical support to ensure that U-Report is adapted and rapidly deployed to form the foundations of a Community Feedback System for the recovery phase of the Cyclone Winston response. There is scope to include further emergency preparedness and response and longer-term Ministerial and Civil society Community Engagement when the project is handed over to the steering Committee, post pilot. After a presentation to numerous Ministries, represented by Permanent Secretaries or their delegates, and chaired by the PS of Agriculture, Maritime and Disaster Management, several meeting participants expressed strong interest in participating in U Report, as well as exploring other e-data collection, knowledge curation, chat-bot and other innovations.

U-Report is a social monitoring tool designed for youth and other community members to strengthen community-led development and citizen engagement. It allows citizens to speak out via free SMS and other channels – through polls and unsolicited messages – on what is happening in their communities. It also provides a forum to amplify their voices through local and national media, sends alerts to key stakeholders about the issues their constituents are facing, and feeds back useful information to the U-Reporters, so they are empowered to work for change and improvements in their localities themselves. The standard U-Report strategy consists of the following components:  A free SMS system, through which poll questions and useful information are sent out to a growing community of thousands of community members who are recruited as “U-Reporters”, and data that the U-Reporters generate is sent back into the system  A web-based administration tool for managers, and a public website  An ongoing media campaign to grow the U-Report constituency and share U-Report-generated data via various channels (radio, web, print, etc.) https://U-Report.in

3. Scope of Work/ Work Assignments:

Main Activities

A. Adaptation of U-Report and other Real-Time Information platforms to the local Fijian context 1. Work in close collaboration with The National Steering Committee to develop and implement the U-Report Fiji Implementation Strategy for 2016 2. Support The National Steering Committee in gathering and refining requirements for the deployment of U-Report and RapidPro plus any other Real Time Information solutions in priority areas. 3. Work in close collaboration with The National Steering Committee to establish an operations centre and develop appropriate standard operating procedures, selection criteria and referral pathways.

2 4. Liaise with the vendor to assure the technical integration of the RapidPro platform and U-Report Fiji website are suitable to Fiji’s needs 5. Liaise with Telecommunications Authority Fiji and Mobile Network Operators to ensure effective management of required mobile services. Where necessary engage with technical service providers to support the adaptation / development of new products in line with requirements of The Government of the Republic of Fiji. 6. Work with U-Report UNICEF Coordinator to ensure that U-Report Fiji is aligned with global approach and guidelines, including branding, content, and advocacy efforts

B. Launch of U-Report Fiji and rollout to target populations in affected communities 1. Work in close collaboration with The National Steering Committee and The Communications Unit of UNICEF Pacific to develop and implement a U-Report Communication and Social Mobilization Strategy, ensuring that it meets the agreed Brand Toolkit specifications. 2. Media Launch plan developed and validated by The National Steering Committee 3. Work with The National Steering Committee to guide design and deployment of the U-Report Fiji platform and ensure day-to-day management and related activities including; designing and preparing initiatives for prototyping and maintaining the U-Report Fiji flows 4. Work closely with The Technical Working Group to guide the pilot from launch to scale-up, liaising with appropriate partners, stakeholders and affected communities to ensure appropriate representation of all target populations in the U-Report pilot.

C. Community Engagement, Participation and Feedback 1. Work closely with The National Steering Committee to ensure the development, deployment, analysis and ‘reporting-back’ of U-Report polls on a regular basis to affected communities. 2. Work with The National Steering Committee to update and maintain the U-Report Fiji public site and relevant social media channels with approved content 3. Provide capacity building to The Government of The Republic of Fiji and key counterparts in the design, development, and management of new applications for Real-Time Information platforms, in addition to and beyond U Report.

D. Learning, Coordination and Convening 1. Ensure comprehensive documentation of U-Report and other innovation projects and processes 2. Ensure effective sharing and generation of knowledge around U-Report in Fiji and develop knowledge products to support this 3. Provide regular updates to The National Steering Committee and assist with secretariat support for meetings. 4. Identify opportunities for scale up and longer term funding, and new partnerships, and support the Steering Committee to make recommendations to Ministries to achieve this. 5. A final report of achievements and successes during the pilot, lessons learnt, challenges and summary of activities and capacities developed must be submitted at the end of the contract.

4. Work Schedule: The contract duration is 11.5 months with a planned start of 1 June 2016. The consultant is expected to work a full 40 hour work week during this period, except on national holidays.

7. Type of Supervision that will be provided: Technical supervision of the National U-Report Project Manager will be by the Head of Communications Unit, UNICEF Pacific. However, the incumbent will be embedded at the Ministry of Communication and Information Technology under the guidance of the National Steering Committee. A responsible focal point at the Ministry of Communications and Information Technology will be assigned by the Ministry for day-to- day interaction with regular liaison with UNICEF on the consultant’s deliverables. The assignment requires the consultant to work with a wide range of people from the different Government and Non-Government sectors and with technical service providers.

In addition, the Project Manager will work closely with the UNICEF NYHQ Innovation Unit, the UNICEF Global Innovation Centre, and the UNICEF Innovation Network, leveraging experience of U-Report and other innovative activities.

8. Consultant’s work plan and Official Travel Involved: No travel outside of Fiji is required.

9. Consultant’s Work Place:

The consultant will be embedded at the Ministry of Communication and Information Technology with regular meetings with the supervisor at UNICEF Pacific, Suva Office. The consultant must provide all equipment, laptop and other relevant tools for the successful collection and completion of this assignment.

10. Qualifications or Specialized Knowledge/Experience Required:

Reporting

The Project Manager will report to the Supervisor and work in close consultation with the Ministry of Communication and Information Technology and The National Steering Committee, liaising as necessary with UNICEF NYHQ Innovation Unit, the Global Innovation Centre, and Project Managers in other COs.

Expected Background (Qualifications & Experience)

It is required that the Project Manager has:

● A relevant Undergraduate degree in International Development, Communications, Business Administration, or another related field ● At least five years of experience in supporting and coordinating project activities across a large organization and with other international partner organizations ● Progressively responsible professional work experience in communication, education, and technology fields, some of which should be in an international setting ● Knowledge of current trends in community participation and new media, as well as a good understanding of development issues, world affairs and current events ● Proven ability to manage relationships with partners, including Government and Non-Government organisations, youth coalitions, universities, intellectual leaders and the private sector ● Proven skills in communication, advocacy, negotiation, and ability to relate this to new media and young people ● Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills ● Experience managing projects with strong technology components ● Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences ● Very good interpersonal skills, skilled at persuading, influencing, relating and networking ● Creative, innovative thinker who can also translate ideas into practical applications Language: Fluency in written and verbal English and at least one other Fijian language is preferred.

11. General Conditions of Contracts for the Services of Consultants / Individual Contractors

1. Legal Status

The individual engaged by UNICEF under this contract as a consultant or individual contractors (the “Contractor”) is engaged in a personal capacity and not as representatives of a Government or of any other entity external to the United Nations. The Contractor is neither a "staff member" under the Staff Regulations of the United Nations and UNICEF policies and procedures nor an "official" for the purpose of the Convention on the Privileges and Immunities of the United Nations, 1946. The Contractor may, however, be afforded the status of "Experts on Mission" in the sense of Section 22 of Article VI of the Convention and the Contractor is required by UNICEF to travel in order to fulfil the requirements of this contract, the Contractor may be issued a United Nations Certificate in accordance with Section 26 of Article VII of the Convention.

2. Obligations

The Contractor shall complete the assignment set out in the Terms of Reference for this contract with due diligence, efficiency and economy, in accordance with generally accepted professional techniques and practices.

The Contractor must respect the impartiality and independence of UNICEF and the United Nations and in connection with this contract must neither seek nor accept instructions from anyone other than UNICEF. During the term of this contract the Contractor must refrain from any conduct that would adversely reflect on UNICEF or the United Nations and must not engage in any activity that is incompatible with the administrative instructions and policies and procedures of UNICEF. The Contractor must exercise the utmost discretion in all matters relating to this contract.

8 In particular, but without limiting the foregoing, the Contractor (a) will conduct him- or herself in a manner consistent with the Standards of Conduct in the International Civil Service; and (b) will comply with the administrative instructions and policies and procedures of UNICE relating to fraud and corruption; information disclosure; use of electronic communication assets; harassment, sexual harassment and abuse of authority; and the requirements set forth in the Secretary General's Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse.

Unless otherwise authorized by the appropriate official in the office concerned, the Contractor must not communicate at any time to the media or to any institution, person, Government or other entity external to UNICEF any information that has not been made public and which has become known to the Contractor by reason of his or her association with UNICEF or the United Nations. The Contractor may not use such information without the written authorization of UNICEF, and shall under no circumstances use such information for his or her private advantage or that of others. These obligations do not lapse upon termination of this contact.

3. Title rights

UNICEF shall be entitled to all property rights, including but not limited to patents, copyrights and trademarks, with regard to material created by the Contractor which bears a direct relation to, or is made in order to perform, this contract. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights.

4. Travel

All travel and travel insurance are the responsibility of the consultant. These costs are to be included/built into the consultant’s budget proposal. Consultants should plan and budget for;  Internal travel to Vitu Levu plus 2 other islands to support U-Report rollout.  No travel outside of Fiji will be required for this consultancy.

5. Statement of good health

Before commencing work, the Contractor must deliver to UNICEF a certified self-statement of good health and to take full responsibility for the accuracy of that statement. In addition, the Contractor must include in this statement of good health (a) confirmation that he or she has been informed regarding inoculations required for him or her to receive, at his or her own cost and from his or her own medical practitioner or other party, for travel to the country or countries to which travel is authorized; and (b) a statement he or she is covered by medical/health insurance and that, if required to travel beyond commuting distance from his or her usual place or residence to UNICEF (other than to duty station(s) with hardship ratings “H” and “A”, a list of which has been provided to the Contractor) the Contractor’s medical/health insurance covers medical evacuations. The Contractor will be responsible for assuming all costs that may be occurred in relation to the statement of good health.

6. Insurance

The Contractor is fully responsible for arranging, at his or her own expense, such life, health and other forms of insurance covering the term of this contract as he or she considers appropriate taking into account, among other things, the requirements of paragraph 5 above. The Contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members. The responsibility of UNICEF and the United Nations is limited solely to the payment of compensation under the conditions described in paragraph 7 below.

7. Service incurred death, injury or illness

If the Contractor is travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contract, or is performing his or her obligations under this

9 contract in a UNICEF or United Nations office with UNICEF’s approval, the Contractor (or his or her dependents as appropriate), shall be entitled to compensation from UNICEF in the event of death, injury or illness attributable to the fact that the Contractor was travelling with UNICEF’s prior approval and at UNICEF's expense in order to perform his or her obligations under this contractor, or was performing his or her obligations under this contract in a UNICEF or United Nations office with UNICEF’s approval. Such compensation will be paid through a third party insurance provider retained by UNICEF and shall be capped at the amounts set out in the Administrative Instruction on Individual Consultants and Contractors. Under no circumstances will UNICEF be liable for any other or greater payments to the Contractor (or his or her dependents as appropriate).

8. Arbitration

(a) Any dispute arising out of or, in connection with, this contract shall be resolved through amicable negotiation between the parties.

(b) If the parties are not able to reach agreement after attempting amicable negotiation for a period of thirty (30) days after one party has notified the other of such a dispute, either party may submit the matter to arbitration in accordance with the UNCITRAL procedures within fifteen (15) days thereafter. If neither party submits the matter for arbitration within the specified time the dispute will be deemed resolved to the full satisfaction of both parties. Such arbitration shall take place in New York before a single arbitrator agreed to by both parties; provided however that should the parties be unable to agree on a single arbitrator within thirty days of the request for arbitration, the arbitrator shall be designated by the United Nations Legal Counsel. The decision rendered in the arbitration shall constitute final adjudication of the dispute.

9. Penalties for Underperformance

Payment of fees to the Contractor under this contractor, including each instalment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.

10. Termination of Contract

This contract may be terminated by either party before its specified termination date by giving notice in writing to the other party. The period of notice shall be five (5) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a total period of less than two (2) months and ten (10) business days (in the UNICEF office engaging the Contractor) in the case of contracts for a longer period; provided however that in the event of termination on the grounds of impropriety or other misconduct by the Contractor (including but not limited to breach by the Contractor of relevant UNICEF policies, procedures, and administrative instructions), UNICEF shall be entitled to terminate the contract without notice. If this contract is terminated in accordance with this paragraph 10, the Contractor shall be paid on a pro rata basis determined by UNICEF for the actual amount of work performed to UNICEF’s satisfaction at the time of termination. UNICEF will also pay any outstanding reimbursement claims related to travel by the Contractor. Any additional costs incurred by UNICEF resulting from the termination of the contract by either party may be withheld from any amount otherwise due to the Contractor under this paragraph 10.

11. Taxation

UNICEF and the United Nations accept no liability for any taxes, duty or other contribution payable by the consultant and individual contractor on payments made under this contract. Neither UNICEF nor the United Nations will issue a statement of earnings to the consultant and individual contractor.
