2. What is nature of this project request? The project must be more than an equipment/supplies request? Indicate how- for example are you revising curriculum, developing a certificate, conducting an event, etc. (5 POINTS) (TWO Sentences) Our proposal addresses three (3) concerns: 1. New Curriculum – We have been providing our paralegal certificate classes since 1988. Since then many new areas have developed including health services, environmental law, and special education. We would like to develop and offer new curriculum in these three areas. The new classes include Administrative & Statutory Law, Environmental Law, Alternative Dispute Resolution, Fundamentals of Health Law, Health Insurance and Managed Care, Medical Library Research and Report Writing, Legal Ethics in Medical and Health Care (BIOETHICS), Health Care Advocacy Law, Legal Aspects of Medical Fraud and Abuse, Introduction to Law for Special Needs Legal Advocates, Special Education Legislation and Litigation, and Conflict Resolution in Special Education. Cost $12,000 ($1000 stipend to faculty to develop the syllabus and prepare the Course Outline of Record and pursue course approval through the Curriculum Committee, and to also upload materials to the course management system (Moodle) so that it is ready to offer through online delivery,and also to our on campus students. Cost = $12,000

See www.intelecomonline.net The video clips are very instructive for both our AJ and our Paralegal students and cover such topics as Civil Liberties, Response to Increase in Violent Crimes, 14th Amendment Due Process, Freedom of the Press, Rules of Law, Search and Seizure Protections, the U.S. Constitution, and many others. Both AJ and the Paralegal Program, and even our other CTE programs will be able to use this video repository to make both our on campus and our online classes more interactive and interesting for our students. Cost - $1500

3. Laptop Computers - Since we are going to have three (3) adjunct faculty who are experts in the field prepare the curriculum and then teach it, they will need laptops to deliver the classes both online and on campus. Cost- $1500 - 3 Macbook Notebook Computers @ $1,500 each for a total of $4500.

4. Online Paralegal Tutor – Our paralegal program has grown substantially over the last few years. A few years ago we set up a voluntary student tutor program (see http://paralegaltutors.pbwiki.com) and recent graduates acted as tutors to our students. It was a very successful program. Then in January 2008, Title V has covered the use of a student worker who acts as a tutor to our online students, including the paralegal studies program online students. We currently have access to the use of this online tutor for provided by Title V funding.

However, Title V Math ends in August 2008, and we need to have this position continue for the future. The online paralegal tutor provides tutoring to our online paralegal students (over 500) who need assistance with both the assignments and also how to navigate and use the course management system – Cost” 2 semesters, Fall 2009, and Spring 2010, 28 weeks at 10 hours per week at $11 per hour = Cost - $3080.

5. Operating Expenses - We will develop our new curriculum through our Paralegal Advisory Board. We with need to possibly contract consultants on making the new curriculum current with industry standards. Also we probably will need to attend some conferences in Health Law, and Environmental Law issues, along with possibly joining some professional associations dealing with Health Law and Environmental law issues and we will need to prepare brochures for the news classes and programs, and have some guest speakers. Cost - $3,500

6. Please write a few sentences indicating how this project relates to goals stated in the program review or operational plan of a Career Technical department. (5 POINTS) Both our Program Review and the aim now of CTE is to develop new curriculum so that we can train our students for jobs in the 21st Century. The two fastest growing areas for jobs is in Health and Environmental law and thus the development of the proposed new curriculum in Health and Environmental Law. Also our past alumni who want to obtain new and further legal training for working in these job areas can return to take our new classes.

7. How does your program maintain connections and communications with business and industry? If applicable, attach advisory committee meeting minutes/attendance. (5 POINTS)

Currently our program has developed an court internship program (see http://court-interns.pbwiki.com). We have a number of paralegals working in the Van Nuys, Chatsworth, and San Fernando Superior Courts. Also our paralegal program has graduates who have completed and received certificates from our program who are working in the courts, public agencies, State and Federal Governmental agencies, and private small and large law firms. (see list of our graduates who received paralegal certificates from 1999-2008) 8. What are the expected outcomes of your project and how will you evaluate the success? (10 Points) We will measure our outcomes and success in the following way: increased enrollment, new partnerships with the community in the areas of health and environmental law issues, attracting a new and different school population to take our classes due to the new curriculum, We will conduct student surveys, and also employer surveys, and develop a process to follow our graduates once they graduate and start to work in these new fields.

We have completed our Student Learning Outcomes for our entire program (see http://slo- law.pbwiki.com) – We will continue to monitor our SLO’s and improve both the assessment and the outcomes by implementing needed changes and new strategies to improve our students’ performance in our classes and curriculum.

Through our Paralegal Advisory Board we will ensure our courses are the best, and that we keep pace with the new technology of pedagogy available.

General Narrative The Paralegal Program has experienced a tremendous growth over the last few years. We are the only program (to my knowledge) in the entire California Community Colleges that provides its entire paralegal certificate over the internet (see attached history) Our faculty are excellent, and our students enthusiastically support our program, and praise the results of their legal education received from our program.

Since we are on the “cutting edge” of technology, we are well prepared to deliver new curriculum both on campus and over the internet. We have received little or no funding for our program over the years. We have developed our program without much outside funding. However, with the increase of the new technology jobs in the Health and Environment areas we would love to develop and deliver new classes and curriculum to our prospective legal students who would love receiving education and preparation for jobs in these new areas. Thus the CTE proposal.

WE provided in our budget proposal for an online paralegal student tutor which is essential to provide an excellent online paralegal certificate, along with media resources (Intelecom) for use both by Paralegal, AJ and other CTE programs who can use the digital video library of thousands of useful and educational videos which will help to keep instruction current.
