Kallithea/Halkidiki, Greece Ethics Commission 15 October 2009 The Ethics Commission, acting in accord with its internal “Procedural Rules” and with the “Guidelines to the Interpretation of FIDE Code of Ethics”, approved by the Presidential Board and the Executive Board on 2007, discussed during the meeting ten cases, defining four of them and considering the other six as receivable, starting the consequent procedural steps as necessary to guarantee the respect of the defensive rights of the parties, in particular asking the FIDE Secretariat to inform them in writing and giving a term to present memorials and documents. It was discussed when in general it is possible to make public the names of the parties involved in a case, establishing that it is possible after the decision regarding the receivability of the case (and of course after the final decision if it is taken in the same moment of the decision on the receivability) and that this is not just possible, but even advisable, bearing in mind that the other FIDE organs or some other parties may have a relevant interest to submit a request of intervention in the proceeding. There could be exceptions related to particularly sensible subject matters. The following cases were decided: Case n. 2/08: “Georgian Chessplayers against Georgian Federation (ELIA CUP, GM George Kacheishvili and other points)” The communications submitted by Mikheil Mchedlishvili GM, Rachik Karkashashvili IA, Varlam Vepkhvishvili IA and Murad Izoria, even as “vice president of South Ossetian (Georgia) Chess Federation”, are qualifiable as “complaints” of private persons and not as a “report” by a Federation (the difference between complaint and report regarding the EC competence and its limits is explained in the “Guidelines to the Interpretation of FIDE Code of Ethics”), given that the “South Ossetian Ches Federation” is not an acknowledged member of the FIDE.

This article was first published in Chess Today No. 1069 and 1070 (October 2003). Brilliant Mates in Moscow by IM Yochanan Afek, "Problems and games are two equal aspects of chess", wrote once Dr. Milan Vukcevich, the great American composer who passed away earlier this year and who was also a very strong over-the-board master. Obviously he did not refer by that to the number of people involved but rather to the injustice frequently done to this fine art, by too many players who tend to consider it as a waste of time for the purpose of improving one's playing skills. "Relative to the game", he explains, "a good chess problem activates more force per move, uses pieces more efficiently and stresses more their cooperation and interference with each other. A good problem may combine a dozen separate elements into one extraordinary event, in the same way in which a good novel may condense a dozen real lives into a single lifetime of its fictitious hero..." — food for the thought... Not everyone knows that within the immense world of chess, a smaller, yet a highly motivated and constantly growing community of problems and studies fans has developed over the years, organizing a variety of composing and solving events, publishing dozens of books and magazines, awarding official FIDE titles and even holding an annual congress. All this worldwide intensive activity is done voluntarily and winning dozens of prestigious awards definitely will not make one any richer as the prize money, if any, is usually rather modest.

    Årboken 2009/10 NTG Sjakklinjen 1 Forord Denne boken er et minne fra året 2009-10, og et innblikk for andre i hvordan dagene og de spennende turene forløper seg. Sjakk er spredt i Norge. De unge, gode spillerne finnes over hele landet, men NTG er et samlingspunkt. Her møter vi andre motiverte ungdommer med ambisjoner om å bli bedre. Vi blir en gruppe som kan gi hverandre en dytt i ryggen eller et klapp på skulderen. På NTG er vi så heldige at vi får full studiekompetanse, samtidig som vi har sjakk på skolen hver dag. Vi blir kjent med andre idretter og målrettede mennesker. Det er en skole med elever som ønsker å oppnå noe, gjerne på profesjonell basis. Hvor inspirerende er ikke det? Med Simen som trener på sjakklinjen spretter jeg opp av sengen når vekkerklokken ber meg stå opp. Han er et entusiastisk JA-menneske med fokus på stadig å utforske det fremmede. Akkurat en slik person man trenger som toppidrettsutøver når dagene blir lange og presset stort. Arbeidet med denne boken har vært lærerikt. Hva er bildekvalitet? Hva skaper interesse hos leseren? Og hvordan i alle dager fungerer dette rent teknisk? Dette, og mye mer, har jeg fått gleden av å lære mer om. Jeg takker Simen, medelever og lærere for et minnerikt skoleår. He had gone for a tour of his property on a rainy day, fell ill, and was slowly killed by his physicians. Today the Best Western Mt Vernon hotel, site of VCF tournaments since 1996, stands only a few miles away. One wonders how George would have reacted to his name being used for a chess tournament, the George Washington Open. Eighty-seven players competed, a new record for Mt Vernon events. Designed as a one year replacement for the Fredericksburg Open, the GWO was a resounding success in its initial and perhaps not last appearance. Sitting atop the field by a good 170 points were IM Larry Kaufman (2456) and FM Emory Tate (2443). Kudos to the validity of 1 the rating system, as the final round saw these two playing on board 1, the only 4 ⁄2s.
