-- DOE FY 2007 SBIR/STTR Deadline Reminder

The deadline for receipt of proposals in response to the Department of Energy (DOE) FY 2007 SBIR/STTR solicitation is November 21, 2006. Applications must be received by 8:00 PM Eastern Time. The solicitation indicates that “you are encouraged to transmit your application well before the deadline. Applications received after the deadline will not be reviewed or considered for award.” If you have problems completing the registration process or submitting your application, call Grants.gov at 1-800-518-4726 or send an email to [email protected].

The DOE SBIR/STTR website (http://www.science.doe.gov/sbir/) includes the following note:

“CORRECTION TO THE 2007 PHASE I FUNDING NOTICE: WHOLLY OWNED SUBSIDIARIES ARE ELIGIBLE TO APPLY”

-- DHHS PHS 2006-2 SBIR Grant Application Deadline Reminder

The third and final deadline for submitting an application for the DHHS PHS 2006-2 SBIR for non-AIDS related topics (NIH, CDC, FDA), is December 1, 2006. Electronic grant applications must be successfully received by Grants.gov no later than 5:00 p.m. local time (of the applicant institution/organization) in order to be considered on time.

Applications for AIDS Related Topics (NIH) are due January 2, 2007. For more information, visit http://grants1.nih.gov/grants/funding/sbir.htm.

The National Science Foundation (NSF) began accepting proposals in response to their FY-2007 SBIR/STTR on November 04, 2006. The deadline for proposals is December 4, 2006. The Topics for this Round include:

-- ED 2007 SBIR Solicitation Opens

The Department of Education (ED) began accepting proposals in response to their 2007 SBIR Solicitation on November 6, 2006. Note that the solicitation is for Fast-Track awards only. The solicitation is available on the Federal Business Opportunities (http://www.fedbizopps.gov/) website in MS WORD format at http://www.fbo.gov/spg/ED/OCFO/CPO/ED%2D07%2DR %2D0003/Attachments.html. The closing date is January 8, 2007. The solicitation indicates that “for fiscal year 2007, the Institute has selected three priorities for the SBIR program. These priorities consist of the development of technological products that directly or indirectly lead to improved student learning and academic achievement.

Products must fall within one of the three priority areas below:

(1) R/R&D of technological products used by students Products intended for student use must be within one (or more) of the following content areas: reading, writing, math, science, or pro-social development/character development.

(2) R/R&D of technological products used by teachers Products for teachers to use either must be within one (or more) of the following content areas: reading, writing, math, or science, or pro- social development/character development, OR must be a tool designed to improve the efficiency or accuracy with which teachers carry out their administrative responsibilities (e.g., recording and calculating grades).

(3) R/R&D of technological products used by administrators Technological products intended for use by school, district, or state education administrators (e.g., principal, guidance counselors, superintendents, directors of special education) are for improving the manner in which schools are operated (e.g., financial systems to inform school operation, network infrastructures to inform school operation, the application of data systems to inform practice).”

-- DoD 2007.1 SBIR Solicitation Pre-Release and Modifications

The Department of Defense (DoD) 2007.1 SBIR Solicitation was issued for public release on November 6, 2006. DoD will begin accepting proposals on December 6, 2006, and the deadline for receipt of proposals is January 10, 2007. The program solicitation is available in HTML, PDF, and MS WORD file formats on the DoD SBIR/STTR website: http://www.acq.osd.mil/osbp/sbir/. The solicitation page on the site also includes files which contain the topics and the specific instructions of the participating DoD Components -- Navy, Air Force, DTRA, SOCOM, CBD, and NGA. -- SBIR Proposal Writing Tip: Addressing the “I” in SBIR

The “I” in SBIR stands for “innovation.” Therefore, it is probably not surprising that a common reviewer criticism of rejected SBIR Phase I proposals is they were not seen as being “innovative enough.” This month, we want to explore this criticism and how to avoid it.

We think a Phase I proposal might be considered non-innovative for several reasons. First, the applicant may misunderstand the intent of the SBIR program: after all, it isn’t every day that you find a funding program where you get criticized for not being sufficiently “far out” to attract the attention of the reviewers! Second, the reviewer may conclude that the proposed project isn’t innovative, even though the proposer thinks that it is. Third, the proposer may be playing hard to get: we often see proposals where the writer seems to think they must beat around the bush, and force the reviewer to figure out on his/her own that the project is innovative. Fourth, a project may not reflect what others have done in the field lately, and therefore is no longer “innovative.” And finally, maybe the reviewer agrees that the project is innovative, but its impact or importance is so meager that he/she criticizes it as non-innovative.

The solution to the problem of not being innovative, then, depends on the source of the problem.

If you misunderstood the intent of SBIR, then don’t submit a Phase I proposal unless you have an innovative solution to a pressing problem. Just make sure you stay on the right side of the “innovative” vs “crazy” side of the fence.

If you think the proposed project is innovative, but the reviewer may not, then you need to do a better job selling the reviewer on what is innovative. You need to argue in the proposal why the project would be an innovative solution. What may seem like a major difference to you may not be obvious to the reviewer, so explain what is new, different and unique about what you propose to do.

If you are playing hard to get, then stop it. Reviewers don’t have a lot of time to ponder all the data and information stuffed in a typical proposal, so they need your help: in a clear and blunt statement, tell the reviewer why your project represents an innovative approach to an important problem. Don’t hesitate to put this statement in a paragraph by itself, or underline it, to draw attention to it—make your reviewer’s job easier whenever you can.

Make sure you are current in your knowledge of the state-of-the-art relative to your project. There’s no excuse, in the mind of the reviewer, for you not knowing what others are doing in your field.

Finally, don’t stop at telling the reviewer that your idea is innovative: go the next important step and tell them why it matters. This is the “so what?” test: if the reviewer can’t see a compelling reason for funding your project, then it doesn’t matter how innovative it is.

Previoulsy a password was optional, but you will now be prompted to choose one via email.
