DIVISION 10 – SPECIALTIES ALUMINUM FRAMING FOR SIGNAGE

DESCRIPTION OF WORK:

The Contractor shall furnish all labor, materials, tools, equipment and supplies deemed necessary to fabricate and install custom aluminum frames with pedestals as part of the ISTEA grant for the Attucks Pedestrian Walkway. The marker frames shall match in design and color the existing Cannon Ball Trail Markers located throughout the City of Norfolk and shall be sized to fit the custom 24” x 36” Porcelain Plaques. See Division 10 – SPECIALTIES, Porcelain Enamel Plaques.

QUALITY ASSURANCE:

A.N.S.I. American National Standards Institute A.S.T.M. American Society for Testing Materials P.E.I. Porcelain Enamel Institute VDOT Department of Transportation (VDOT): “Road and Bridge Specifications”, latest edition Unless otherwise noted, all sections of the Virginia Department of Transportation (VDOT) specification pertaining to measurement and payment shall be deleted.

MATERIALS:

 Primer and paint shall conform to VDOT Sec. 231 and 411.  Paint and Primer shall conform to VDOT Sec. 231 and 411.  Paint and primer shall be polyurethane based or approved equivalent.  Aluminum shall conform to VDOT Sec. 229 and 407.  Unless otherwise specified, all aluminum components shall be fabricated from ALCOA 6063-T6 alloy or an approved equivalent.  Hydraulic cement concrete shall conform to VDOT Sec. 217 and 502.02.  Anchoring hardware shall be stainless steel suitable for exterior use.  Welding supplies and drive rivets shall be compatible with aluminum.

SUBMITTALS:

Primer and Paint:

Submit manufacturer’s catalog cuts, technical data, operation and maintenance data for primer, paint, and system of application meet or exceed the specified requirements.

Aluminum Components:

Submit manufacturer’s catalog cuts, technical data, and maintenance data for extruded aluminum structural parts and “F” moldings.

Hardware:

Submit manufacturer’s catalog cuts, technical data, and maintenance data for all hardware including but not limited to: anchor bolts, lag screws, welding rods, welding compounds, and drive rivets.

Shop Drawings:

Shop drawings shall be drawn at a scale sufficiently large enough to show all pertinent aspects of the item and/or method of assembly or attachment.

Shop drawings are to be original and drawn by the Contractor. The drawings used as part of the bid package cannot be used as the shop drawings.

Frame shall be designed and manufactured for the installation of a 24” x 36” porcelain steel enamel plaque. See DIVISION 10 – Specialties, Porcelain Enamel Panels

Fabrication and Installation:

Wall Installation 1. Provide details and sections of panel assembly. 2. Detail the method of attachment to wall.

Welds The method and type of welds to be used in the fabrication process shall be called out on shop drawings or shown in a general cut sheet.

1. The contractor must be licensed and insured to do business in the Commonwealth of Virginia.

2. The Contractor is responsible for securing all necessary permits.

3. If this work necessitates working in the Right-of-way, a permit to work in the Right-of-way will be required. This permit may be obtained from Public Works Department, 2nd Floor, City Hall, 664-7300.

4. The Contractor shall maintain traffic throughout the entire project site in accordance with all rules and regulations stipulated in the Specifications and under the direction of the City traffic Engineer and the Virginia Work Area Protection Manual.

5. Contact City Construction Engineer, (664-4677) City Traffic Engineer, (664-7300) and “Miss Utility” (1-800-552-7001) at least 48 hours before commencement of work.

INDICATED ITEMS;

Items not directly outlined in these specifications shall be constructed in accordance with the above reference specifications. If not set forth in the bid proposal the cost of these items shall be included in the price bid for other items, which may include this work, and no additional compensation will be considered.

CONFLICT:

In case of any conflict between the plans and the technical specifications and/or other references, the specifications shall govern.

CLEANUP DURING CONSTRUCTION OF PROJECT:

The Contractor shall on a continuous basis throughout the course of the Project, provide clean up within the project limits.

GENERAL WARRANTY:

The Contractor shall deliver the work to the Owner complete and in first- class condition in every respect, and shall guarantee the material against fading, chipping, efflorescence, chalking. workmanship for a period of twelve (12) months from the time the Contract is complete and accepted by the City of Norfolk. If during this time, any defects show up due to defective material, negligence, or want of proper care on the part of the Contractor, the

DESCRIPTINON OF WORK:

1. Provide aluminum panels fabricated of sheet aluminum that has been fused with porcelain enamel in accordance with the requirement.

2. The sheet aluminum shall be fabricated in one piece t a finished size of 24” x 36”, from .060 inch (16 gauge) thick sheet aluminum, alloy 6061-H11, with an alloy 1100 cladding

3. Contractor shall be required to provide graphic, artwork, and layout services as Part of this contract.

3. As part of contract, contractor to coordinate the installation of the porcelain enamel panels into custom fabricated aluminum frames and install. See DIVISON 10 – Specialties – Aluminum Framing.

7. ASTM C538 Color Retention of Red, Orange, and Yellow Porcelain Enamels.

8. ASTM C614 Alkali Resistance Test

9. ASTM C703 Spalling Resistance of Porcelain Enamel.

10. ASTM D2244 Instrument Evaluation of Color Differences of Opaque Materials.

DEFINITIONS

Porcelain Enamel

Porcelain enamel on steel is a substantially vitreous, or glassy, inorganic coating bonded to metal by fusion at temperatures above 1500 degrees Fahrenheit. Not to be confused with baked paints or organic enamels.

Frits/Glazes/Oxides

Only specially formulated porcelain enamel frits, glazes and oxides as suppplied by Ferro, Chivit, APEC, Pemco, and Degussa. This material when combined and processed in final form shall be acid resistant in order to achieve an A or AA acid resistance rating.

Art

The graphic material and images as supplied by NRHA.

APPROVALS

Approvals are the responsibility of the contractor at every stage of process and production. Work shall not proceed without written and signed off authorizations.

PORCELAIN ENAMEL:

Submit manufacturer’s catalog cuts, technical data, operation and maintenance data for Porcelain enamel. Prior to manufacturing and fabrication, the Contractor will prepare 12x12 inch steel panels with the proposed enamel colors for approval.

ARTWORK, GRAPHICS, AND TEXT:

1. Prior to manufacturing, Contractor shall submit a full scale color mockup of artwork showing; text, fonts, line work, graphics, layer and colors as they shall appear for approval by owner.

2. After full sale color mock has been approved and prior to production, the contractor shall submit a full scale color proof sheet for approval by owner.

After the completion of each Historical Marker, a digital copy of the camera ready artwork used to create each Historical Marker shall be prepared and sent to Bruce Leuthold on a standard compact disk. The prepared disk must be compatible with a Windows operating environment. The artwork shall have been prepared using Photoshop or an approved graphic soft-ware.

PREPARATION OF PANELS:

1. Each porcelain enamel panel shall be true in flatness within ¼” tolerance on any 8 foot length. Across the face of the panel the deviation shall not exceed 0.004 inch per inch width of panel face.

2. The manufacturer of the porcelain panel shall apply to the back of each panel the date of manufacture and an imprint identifying the porcelain enamel surface as being their manufacture.

PROCESS OF ENAMELING:

1. The finished porcelain enamel shall conform to the requirements of the Specifications of the Porcelain Enamel Institute, No. PEI: ALS105.

2. Before the porcelain enameling process is started the aluminum sheet shall be subjected to a suitable pretreatment preparation, as described in the current edition of the Porcelain Enamel Institute Bulletin AL-2A.

3. The porcelain enameling shall be performed in a “continuos” furnace (no batch type furnaces are to be used) at a temperature not to exceed the critical temperature of the metal and only such as is necessary for the forming of an adherent vitreous state. A porcelain enamel ground coat shall be applied to all areas including backside.

4. The thickness of the porcelain enamel shall be not less than 0.004. .

5. After enameling, the panels shall yield a minimum strength of 12,000-psi

6. The finished porcelain must meet the requirements specified in PEI Bulletin No. ASI 105. No production pieces having undergone spall testing shall be used in the contract work.

7. The porcelain enamel weight loss shall be less than 20 mg/psi, when tested using The “boiling 6% - citric acid test” as described in ASTM C283.

8. The silk-screened line art, images, and script shall be screened over the background colors. The quality of the screen images shall be of high resolution with no runs, bleeding or ragged edges, and applied so as not to be obscured by the application

7 D:\Docs\2017-12-13\08e021265441a5fc5cda532c785f8876.doc of color. The glass used shall be acid resistant. Screen mesh is to be between 250 and 305.

9. The silk-screened line art, images and script shall have a minimum output resolution of 200 dpi. When used, four-color process images must be in perfect registration in a resolution of not less than 150 lines per inch.

10. The glasses used in the screening process shall be acid resistant and opaque. All screen glass must be mill to a 400-mesh particle size. The glasses shall be corrosion proof, UV proof, windproof, and vandal resistant.

11. The finished colors shall be uniform and consistent with no runs or bleeding. The Photometer shall be calibrated by standards near that of the color as measured using The NBS Standard Tiles, the FHWA Color Tolerance Charts or Pantone Matching System. Gloss shall be measured using ASTM C548.

GENERAL APPEARANCE:

1. The finished surface shall have a matt texture that is uniform and consistent with a balanced appearance.

2. The letters, line work, and images shall be uniform and opaque with no runs or bleeding.

3. The finished enamel shall be devoid of all gas bubbles, Scumming, hairline cracks, stress lines, runs, bleeding, or any other surface defect that may detract from the general appearance of the finished project. No exposed metal will be acceptable.

4. The finished workmanship shall be such that any porcelain enamel that may be Exposed to the weather shall be free from defects and/or blemishes that may be Harmful to appearance or may consequently impair serviceability.

WARRANTY:

A written warranty from the porcelain manufacturer shall accompany each Porcelain panel attesting to:

1. The porcelain enamel is guaranteed against fading from UV exposure for a period of twenty five (25) years from date of delivery.

2. The porcelain enamel is guaranteed to be free from defects in materials or workmanship, chipping, delaminating, rusting or deteriorating in any way for a period of five (5) years from date of delivery.

Supplier shall certify in writing that the porcelain enameling will be performed in accordance with the current edition of the specifications for architectural porcelain enamel on steel for exterior use (PEI:s 1 (86) as issued by the Porcelain Enamel Institute (PEI).

TRANSPORTATION, DELIVERY, AND INSPECTION:

Prior to crating, the porcelain manufacturer shall inspect the panels for blemishes, chips, and flatness. Any panel not meeting this specification shall be rejected and promptly replaced.

All panels are to be cleaned in advance of packing and crating.

All panels shall be packed in wood crates that completely enclose the panels and protect them from damage during shipping.

Protect all panels during transportation by individually wrapping each panel in a soft, non-abrasive material.

48 hours prior to unpacking, the Contractor shall contact the NRHA representative to visual inspect each panel.

Delivery shall be the responsibility of the supplier and all materials must be insured for the total value of the contents. All freight damage claims are the responsibility of the supplier and the forwarder and replacement panels, if need be due to damaged in route, are the complete responsibility of the supplier.

INSTALLATION:

Installation shall be coordinated with the new frames and pedestals, which are also part of the contract. See DIVISION 10 – SPECIALTIES – ALUMINUM FRAMING
