General Maintenance Worker I

Primary Reason Why Classification Exists To perform heavy manual labor work in the maintenance and care of buildings, grounds and streets, collection and disposal of garbage, yard waste, and refuse from Town property and residences and businesses.

Distinguishing Features of the Class An employee in this class performs a variety of tasks involving manual labor requiring the use of hand tools and light equipment operation. Work involves street maintenance, general housekeeping, building cleaning, and grounds maintenance work as well as driving a pickup, dump trucks and backhoe to collect municipal garbage, yard waste, and refuse from Town property, residences and businesses. Employees may also be involved in routine horticultural tasks, street sign maintenance, and minor facility and equipment repair and working with other laboring crews on other assignments such as cutting down trees, clearing snow and ice, or other labor roles. Work is typically performed as a member of a team and includes loading waste into a truck consisting of potentially heavy garbage containers and waste bags along with washing and cleaning of trucks. Work is supervised by the Public Works Supervisor or team leader and is evaluated for efficiency and work completion according to department and community standards and is evaluated on the basis of observation, ensuring proper work methods are followed. Work assignments are repetitive in nature and can usually be performed under general supervision. Illustrative Examples of Work  Works along an assigned route picking up garbage, yard waste, and loose junk goods; loads waste into truck; transports to appropriate disposal site  Directs traffic as crew member backs up the truck; assisting in backing up the truck once reaching the landfill or disposal site  May operates dump trucks, backhoe, chippers and other equipment needed to perform work if licensed or authorized  Cleans public buildings; vacuums, sweeps, mops floors, dusts, empties trash, cleans restrooms and supplies paper and related products; cleans windows and mirrors  Operates chain saws, weed eaters and other light equipment to cut, prune and trim shrubbery and trees; rakes leaves, and removes fallen limbs and trash; plants, fertilizes, irrigates and maintains plants and shrubbery  Employees must be conscious of safety methods to avoid injury to others and self  Erects, repairs and maintains street and informational signs for the Town  Installs parking lot lines and stripes and parking place bumpers; installs parking meters and pay boxes  Performs cold patch on asphalt and may assist with patching and repairing concrete structures such as sidewalks  Checks equipment to ensure proper operation and may perform minor troubleshooting and maintenance  Completes simple work activity reports  Performs other related work as required

Knowledge, Skills, and Abilities  General knowledge of the tools, materials and equipment used in streets, grounds and building maintenance, and in garbage, trash and yard waste collection  General knowledge of common power tools and hand tools as well as cleaning methods, materials, and equipment  Working knowledge of safety precautions applicable to the duties of the class  Some knowledge of geographical location of Town streets  Ability to lift and dump garbage bags/cans  Ability to perform duties in heavy traffic and under adverse weather conditions  Ability to understand and follow oral instruction  Ability to effectively communicate with the general public and demonstrate courtesy  Ability to cooperate and work well as a team member in carrying out work assignments  Ability to walk, stand, and perform strenuous physical work for extended periods of time  Ability to work varied hours to accomplish objectives and be subject to call in on weekends and holidays for overtime  Ability to operate assigned equipment and machinery

Physical Requirements This class must be able to perform work exertion up to 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Employee must be able to perform the basic physical life functions of climbing, balancing, stooping, kneeling, reaching, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, and hearing. Employee must have the visual acuity to operate equipment and tools; to perform trades task, use measurement instruments, read instructions, to determine the accuracy, neatness and thoroughness of work performed or needs to be performed as well as recognize and apply safety standards of work performed. Employee must have the ability to speak and communicate with others as well as hear spoken words for instructions or answer questions. Employee must have the stamina and strength to perform duties of the classification or other work as assigned for extended periods of time

Working Conditions Employee is subject to inside and outside environmental conditions including extreme temperatures and conditions, as well as loud noise levels. Employees are subject to physical workplace hazards including proximity to moving mechanical parts or vehicles, working on scaffolding and high places, potential exposure to chemicals as well as atmospheric conditions including fumes, odors, dusts, dirt, gases, atmospheric conditions, oils or poor ventilation. Employee may work in close quarters, crawl space, small enclosures, and other areas which could cause claustrophobia. Work in solid waste may subject employees to the final OSHA standards on blood borne pathogens. Employees are to use and/or wear protective gear as required.

Education Graduation from high school or GED equivalency

Experience One (1) to two (2) years of experience in general maintenance of facilities and grounds

Special Requirements  Valid North Carolina driver’s license  Immunizations for Blood Borne Pathogens  Employee required to successfully complete the NIMS course work applicable to the position within one year

FLSA Status: Nonexempt (eligible for overtime or equivalent compensatory time at 1½ times the employee’s regular weekly rate for all hours worked in excess of 40 hours in the Town’s official work week and not the employee’s work schedule)
