MINUTES REGULAR MEETING WEDNESDAY, AUGUST 1, 2001 at 7:30 p.m. PASBESHAUKE PAVILION, SAYBROOK POINT PARK 155 COLLEGE STREET EXTENSION

I. CALL TO ORDER: Chairman Gallicchio called the regular meeting to order for Wednesday, August 1, 2001 at 7:35p.m. at Pasbeshauke Pavilion, Saybrook Point.

II. ROLL CALL

NEW BUSINESS

A. “Saybrook Woods” Subdivision East Side of Middlesex Turnpike, Intersection of Obed Heights Road Residence AA-1 District (Map 57 / Lot 35) Applicant: Heights, LLC. Agent: David Royston, Esq.

Town Planner, Christine Nelson read into the record correspondence from George Kinsley, Consulting Attorney dated July 29, 2001 and correspondence from Michael J. Ott, Consulting Engineer dated July 30, 2001.

Attorney Royston gave a brief summary of the subdivision that was previously denied by the Planning Commission and the series of legal events that followed. Royston indicated that the plans were changed to decrease the amount of lots and that the Commission would need to consider signing the Mylar, posting bond and reviewing/approving the legal documents brought before them this evening. The Planning Commission discussed concerns with the prior application including roadway buffer, drainage, vegetation, impervious surfaces and other issues.

MOTION to approve the legal document and sign the Mylar for the Stipulated Agreement and authorize commencement of construction upon posting of construction bond per requirements recommended in the July 30, 2001 correspondence received from Nathan L. Jacobson & Associates for “Saybrook Woods” Subdivision, East Side of Middlesex Turnpike, Intersection of Obed Heights Road, Residence AA-1 District (Map 57 / Lot 35), Applicant: Heights, LLC. Agent: David Royston, Esq. MOVED by Robert McIntyre. SECONDED by Stuart Hanes. APPROVED 5-0-0.

Chairman Gallicchio requested that the tape recorder be turned off for the signing of Mylar, Workshop Section and following sections of the meeting in order to avoid wasting audio tape.

Chairman Gallicchio signed the Mylars and the tape remained off for the rest of the meeting.

III. WORKSHOP

1. Draft Portions of The Plan of Development A. Cultural & Historic Resources B. Water Resources C. Public Facilities

The Commission reviewed and discussed the Cultural & Historical Resources portion of the Plan of Development. The content was updated and typographical errors were corrected. The Commission further discussed the Water Resources and Public Facilities portions of the Plan of Development.

IV. MINUTES

Commission Clerk, Christina Costa informed the Commission that the copies of minutes received in their packets had the wrong first page. The portions under Roll Call and Call to Order where Robert McIntyre was listed as Acting Chairman instead of Vice Chairman were corrected and the portion where Robert McIntyre was listed as calling the meeting to order was also corrected as Judith Gallicchio calling the meeting to order on the Minutes filed with the Town Clerk

The Commission reviewed the Minutes of July 18, 2001 and made the following amendments:

REMOVE: 3-2-0 for the second motion in this section and REPLACE WITH: 5-0-0

MOTION to approve the Planning Commission Public Meeting Minutes of July 18, 2001 as amended. MOVED by Frank Vinciguerra. SECONDED by Robbie Marshall. APPROVED 5-0-0

V. STAFF REPORT

Town Planner, Christine Nelson informed the Commission that a P.A. System was found in the back room of the Town Hall and that Public Works Director, Larry Bonin would be installing it in the Pavilion.

The Town Planner further discussed the EDC Charette, New Budget and the Conservation Commission’s progress with the Natural Resources Inventory.

At the request of the Commission, the Town Planner discussed recent events with The Home Depot.

CORRESPONDENCE

Town Planner, Nelson reminded the Commission of the Village Gateway Committee Meeting invite for August 15, 2001.

Town Planner, Nelson discussed correspondence from Mike Cronin on the behalf of the WPCA regarding sewer avoidance policies and ordinances.

IX. ADJOURNMENT

MOTION to adjourn meeting at 10:20 p.m. to the next regular meeting on September 5, 2001 at 7:30 p.m. at Pasbeshauke Pavilion, Saybrook Point. MOVED: by Stuart Hanes. SECONDED Frank Vinciguerra. APPROVED 5-0-0.
