SUBJECT: Notification of 2011-2012 CARE Reallocated Funds Awards
Synopsis: I am pleased to announce that $36,925 has been reallocated and subsequently awarded to forty-two CARE programs statewide. The funds will augment educational support services to assist academically underprepared, welfare-dependent, single parent students served by EOPS/CARE programs in the California Community Colleges system during FY 2011-2012. All CARE reallocated funds must be expended specifically for direct assistance and services for eligible students and reported under Object Codes 7000(B) and 7000(C). Due to increased student financial need for assistance, over $480,000 in requests for CARE reallocated funds were submitted to the Chancellor's Office for funding consideration.
The reallocated funds are awarded as a one-time budget augmentation to the college CARE program for the current fiscal year and will not affect the program’s base allocation to determine future funding. The augmentation will be reflected in the FY 2011-2012 second principal apportionments report (P2).
CARE programs may encumber FY 2011-2012 CARE reallocated funds for summer session grants and direct assistance awarded to eligible students if the college: 1) receives a written authorization to do so from the Chancellor’s Office; 2) issues award letters to eligible students dated on or before June 30, 2012; and 3) disburses CARE grants and assistance to eligible students on or before June 30, 2012.
CARE programs may expend FY 2011-2012 funds, including awards for reallocated funds, through June 30, 2012; no encumbrances will be permitted beyond this date. Carryover of categorical program funds from one fiscal year to the next is strictly prohibited.
Response Requested/Date: Colleges awarded CARE reallocated funds will report the one-time augmentation in the 2011-2012 CARE Final Expenditure Report by utilizing the Student Services Automated Reporting for Community Colleges (SSARCC) system. The Chancellor’s Office SSARCC Project Team is offering training to campus program staff with regard to the reporting of reallocated funds and final expenditure reports at the upcoming EOPS/CARE Statewide Technical Assistance Training in Sacramento on Tuesday, March 13, 2012.
