SEX OFFENDER TREATMENT APPROVEDPROVIDER COMMITTEE

Minutes from meeting held on January 15, 2014 Members present: Carrie Belden, Director of Probation/Parole Berni Troglio, Probation Officer III Edward Webster, Criminal Justice Planner Richard Lazur, Psy., Approved Provider

The meeting was called to order on Wednesday January 15, 2014 at approximately 9:05 a.m. in 18th floor conference room Atwood Building, Anchorage, Alaska.

1) Ed Webster gave an update of all the sex offender programs going on throughout the state. There are outstanding RFPs for a treatment provider in Fairbanks and a Case Manager in Juneau. Both close around January 30, 2014.

2) The issue of Tiffany Dufour’s request to move from a Level II provider to a Level I provider was discussed. Doctor Graves’ assessment on Ms. Dufour was reviewed and it was noted that Doctor Graves recommended the move to Level I. It was noted by Berni Troglio and I that we have sat in on Ms. Dufour’s groups and staffings at APO and we both found her to be professional, fair, appropriately confrontational, worked well with a team, showed sound decision making skills and an effective therapist. There were no negatives noted. A motion was made to move Ms. Dufour to a Level I provider and a vote was taken. It was unanimously approved.

3) The issue of Parole Packets and if they are confidential was discussed next. An inmate at PCC involved in the sex offender program was upset because his Discretionary Parole Packet was shared with Mike Reed, the treatment provider at PCC. Mr. Reed and the POs at PCC contended that the release of information that the offender signed when entering sex offender treatment waived his confidentiality and the parole packet could be shared. Ed Webster referred the issue to John Bodick from the Attorney General’s Office. Mr. Bodick reviewed the issue and ruled that in fact the Parole Packet is confidential and the release of information that Mr. Reed uses for the program is not sufficient. He suggested that the release of information be changed to include any Parole Packets. The committee suggested that we share this information with LCCC and that DOC look at having a standardized Release of Information for all treatment providers.

4) Doctor Lazur brought up the issue of offenders being able to have contact outside of group for moral and emotional support. Doctor Lazur stated that several treatment providers that he supervises have brought up the idea of having a senior man act as a mentor to the newer members. They would like to have the senior man be able to meet with new members outside of group. The group believed this was a great idea and should be encouraged. PO Troglio pointed out that this is currently possible. The two offenders just need to get permission from their probation officers beforehand.

5) Doctor Lazur had an excellent idea for training. He proposed that DOC and UAA offer training on female treatment providers and how to deal with emotional trauma when dealing with male sex offenders. Doctor Lazur pointed out that more and more of our treatment providers are female now and their experience treating male sex offenders is very different than what a male treatment provider experiences. Additionally, the psychological games that offenders attempt to use on female treatment providers are extremely different. This was an excellent idea and Ed Webster will look into this.

6) Ed Webster announced the upcoming DOC/UAA joint training. On March 26th and 27th, Doctor Miner from Minnesota will be coming up and training on Human Sexuality, Sexual Compulsiveness and Sexual addiction. On May 28th and 29th, Doctor Jung from Edmonton, Canada will be traveling to Anchorage and training on the Risk Need Responsivity model and how to fashion a program with this in mind.

The next Approved Provider Meeting was scheduled for April 16th at 9 a.m.
