BOONSBORO MAYOR AND COUNCIL REGULAR MEETING MINUTES JANUARY 2, 2007

The Mayor and Council of Boonsboro held their regular monthly meeting on Tuesday, January 2, 2006 in the Eugene C. Smith Community Center in Shafer Park. In attendance were Mayor Kauffman, Assistant Mayor Long, Councilmen Hawkins, Chambers, Grove, Nuice and Councilwoman Mose. Town Manager Smith and Police Chief Hewett were also in attendance.

The regular session of the Mayor and Council on Monday, December 4, 2006 closed at 8:10 P.M. and moved into executive session. Motion by Chambers, second by Long to discuss a matter as stated under 10-508-1 of the Annotated Code of Maryland. Present were Mayor Kauffman, Asst. Mayor Long, Councilmen Chambers, Nuice, Hawkins, Grove and Councilwoman Mose. Town Manager Smith was also in attendance.

Motion by Long, second by Mose to approve the December 18, 2006 Public Hearing Minutes. Motion carried. Motion by Chambers, second by Long to approve the December 4, 2006 Regular Meeting Minutes. Motion carried. Motion by Long, second by Grove to approve the December 4, 2006 Executive Session Minutes. Motion carried. Motion by Chambers, second by Grove to approve the December 28, 2006 Workshop Meeting Minutes. Motion carried. Motion by Long, second by Nuice to approve the December Treasurers Report. Motion carried. Motion by Grove, second by Chambers to approve the December Bills to be paid. Motion carried.

CORRESPONDENCE:  Thank you note from Boonsboro Librarian, Chris Hawkins to the Mayor and Council for all their help in 2006 on the New Library Project stating that she is looking forward to moving into the new Library, but will always have very fond memories of the current location.  A reception will be held on January 5th honoring Mary Baykan, Director of the Washington County Free Library as the 2007 Librarian of the Year Award.

NEW BUSINESS: Introduction of Resolution 2006-13; Engineering Review Fees: Motion by Hawkins, second by Grove to approve the recommendation. Motion carried.

Reappointments of Park Board Members: David Wade and Peggy Beeler are being recommended for consecutive terms on the Park Board. Motion by Long, second by Chambers to approve the reappointment of Dave Wade to a consecutive 3-year term on the Park Board. Motion carried. Motion by Chambers, second by Long to approve the reappointment of Peggy Beeler to a consecutive 3-year term on the Park Board. Motion carried.

COMMISSION REPORTS Planning Commission: Councilman Nuice stated that there was not a Planning Commission meeting in December and members are scheduled to meet on January 24th.

EDC: Councilwoman Mose also stated that the EDC did not meet in December.

BDDA: Town Manager Smith stated that BDDA members did not hold an official meeting in December but did have the Christmas Decorating Contest held on December 9th with the following winners; RESIDENTIAL COMMERCIAL 1st Place – Lee Stouffer 1st Place – Bast Furniture 106 St. Paul Street 109 N. Main Street

Page 1 of 2 Police & Public Safety: Assistant Mayor Long stated that there was no meeting in December and members will meet on January 11th.

Police Department Report: Chief Hewett stated that officers responded to 204 calls for service in December. The 2006 Annual Boonsboro Police Department Report was submitted to the Mayor and Council, a letter was submitted to downtown business owners regarding the 2hour parking restriction. Chief Hewett also stated that an agreement is still pending with the Sheriff’s Department regarding the purchase of the K-9.

Utilities: Councilman Chambers stated that BMUC members met on December 14th to review the status of pending projects including the WWTP which is anticipated to be placed out for re-bid at the end on January; and staff is obtaining bids for the FY08 budget to repair the reservoir cover.

Park Board: Councilman Hawkins stated that Olde Tyme Christmas went was a success again this year and members will hold their regular meeting on January 24th.

Town Manager Report: Town Manager Smith reminded the Mayor and Council that the Annual Tax-Set Off Meeting with the County Commissioners will be held in the Community Center on Tuesday, February 27th at 7 PM. The Town of Funkstown will be hosting the January 22nd MML meeting at the Funkstown Legion.

Motion by Chambers, second by Grove to close the regular session at 7:30 P.M. and move into executive session to discuss a personnel matter.
