Coal City Community Unit School District #1 Board of Education Meeting Minutes Monday, November 16, 2009

ROLL CALL President Shawn Hamilton called the meeting to order at 6:36 p.m. in the Coal City Middle School Community Room. In attendance were Board members Armand Bianchi, Jeff Emerson, Mary Gill, Curtis Grove, Quint Harmon, Ken Miller and Shawn Hamilton. Superintendent Kent Bugg, Director of Business Services/Technology Jason Smith, Director of Curriculum and Instruction Tammy Elledge, Director of Special Populations Sandy Rakes and Karen Vota were in attendance. Principal Ken Miller, and teachers Connie Terrel, Amy Foley, Tanya Miller and Brian Dukes Betsy Cowherd, as well as, members of the press Ann Gill and Mark Malone were also in attendance.

PLEDGE OF ALLEGIANCE President Hamilton led the Board of Education and others present in reciting the Pledge of Allegiance.

CLOSED SESSION Ms. Gill moved and Mr. Bianchi seconded to go to closed session at 6:37 p.m. for the purpose of considering information regarding the review of closed session minutes; the appointment, employment, compensation, discipline, performance, or dismissal of specific employees; collective negotiating matters, imminent litigation and an individual student issue. Roll Call. Ayes: Mary Gill, Armand Bianchi, Jeff Emerson, Curtis Grove, Quint Harmon, Ken Miller, Shawn Hamilton Nays: Motion Carried.

When the board returned to open session President Hamilton called the regular meeting to order at 7:16 p.m. with the board members answering roll call present: Armand Bianchi, Jeff Emerson, Mary Gill, Curtis Grove, Quint Harmon, Ken Miller, Shawn Hamilton.

ACTION AS A RESULT OF CLOSED SESSION 1. Mr. Emerson moved and Mr. Grove seconded to accept the resignation of Dawn Halloran, 3 hour per day reading aide at the elementary school, effective November 6, 2009. Roll Call. Ayes: Jeff Emerson, Curtis Grove, Armand Bianchi, Mary Gill, Quint Harmon, Ken Miller, Shawn Hamilton Nays: Motion Carried.

2. Ms. Gill moved and Mr. Miller seconded to accept the resignation of Jennifer Polakovic as district school nurse, effective at the conclusion of the 2009-2010 school year and to thank her for her years of service to the district. Roll Call. Ms. Gill moved and Mr. Bianchi seconded to accept the resignation of Pam Turk as 3.2 hour per day cafeteria server (shared position) at the elementary school and to thank her for her years of service to the district. Roll Call. Ayes: Mary Gill, Armand Bianchi, Jeff Emerson, Curtis Grove, Quint Harmon, Ken Miller, Shawn Hamilton Nays: Motion Carried.

4. Mr. Grove moved and Mr. Harmon seconded to approve the employment of Rita Wise as classroom aide – music accompanist, pending satisfactory completion of all state requirements. Roll Call. Ayes: Curtis Grove, Quint Harmon, Armand Bianchi, Jeff Emerson, Mary Gill, Ken Miller, Shawn Hamilton Nays: Motion Carried.

5. Mr. Emerson moved and Mr. Miller seconded to approve the employment of Elizabeth Simonelli as 3 hour per day reading aide at the elementary school, pending satisfactory completion of all state requirements. Roll Call. Ayes: Jeff Emerson, Ken Miller, Armand Bianchi, Mary Gill, Curtis Grove, Quint Harmon, Shawn Hamilton Nays: Motion Carried.

6. Mr. Miller moved and Mr. Grove seconded to approve the employment of Sarah Trusty as 3.25 hour per day special education one-on-one student aide at the middle school, pending satisfactory completion of all state requirements. Roll Call. Ayes: Ken Miller, Curtis Grove, Armand Bianchi, Jeff Emerson, Mary Gill, Quint Harmon, Shawn Hamilton Nays: Motion Carried.

7. Ms. Gill moved and Mr. Harmon seconded to approve the employment of Tom Onsen as custodian at the early childhood center, pending satisfactory completion of all state requirements. Roll Call. Ayes: Mary Gill, Quint Harmon, Armand Bianchi, Jeff Emerson, Curtis Grove, Ken Miller, Shawn Hamilton Nays: Motion Carried.

8. Mr. Harmon moved and Mr. Bianchi seconded to approve the unpaid Family Medical Leave for Jen Munsterman from November 9 through November 13, 2009, pending receipt of required documentation. 9. Mr. Emerson moved and Mr. Grove seconded to approve the following extra-curricular position: HS Assist. 3. Secretary Gill read a note of congratulations that was received from Jerry Hallahan of State Farm Insurance. The recent newspaper article that appeared in the Joliet Herald News regarding the high school’s improvement on standardized testing, which placed the high school at 84th place out of 650 high schools state wide, was referenced in the note.

Personnel ECC staff teamed during our November school improvement day to define the areas of concern for the Unit wide PBS plan. Staff brainstormed ideas for teaching children good behavior. Collectively we are already doing much of this work as our building is the beginning of learning about social skills in the world outside of our homes. Teachers created posters to teach school behaviors.

Pupil Personnel Report cards were delivered to parents during our rainy parent conference days. We had 98% attendance by our parents this fall. Teachers followed up on those parents who couldn’t make it.

We had over 30 students begin the four week workshop for Young Rembrandts. Two parents have volunteered to assist. In doing so, they get free tuition. This occurs on Thursdays after school for one hour.

After School Assistance Program (ASAP) begins during the week of November 9.

Staff Recognition Developmental Kindergarten staff, Jill Duffy and Leslie Petersen took advantage of the early release day to have parents come in with their child. The session was filled with parent/child projects. They made play dough and ooblick. Both mediums are good for little hands to manipulate into shapes, letters, and just feeling gooey.

STAFF RECOGNITION * Debbie Kasperski has passed the National Board Professional Teaching Standards for the second time. Congratulation to Debbie on this accomplishment

MONTH IN REVIEW *PSO held their monthly meeting on October 6. Items discussed were the Fall Fundraiser, PSO By- laws, and Santa’s Workshop. PSO also held their Fall Fundraiser Pickup on Thursday, October 22 at 6:30pm at Coal City Elementary School.

*On Wednesday, October 7, CCES staff members participated in a District Staff Development Day. Coal City 2- 5 grade language arts staff members participated in an ISAT Writing Training facilitated by Jan Lenci. The meeting focused on the different components of the ISAT Writing Assessment for 3rd and 5th grade. Other staff members participated in curriculum/assessment development and validation. K-12 Spanish instructors met as a group to discuss the continuing implementation of the K-8 Spanish program. CCES also had a Staff Development Day on Thursday, October 22. CCES teachers on that day conducted formal assessment reviews of the 1st quarter Pearson Benchmark tests and prepared for Parent/Teacher Conferences.

*On October 12, students did not attend school in observation of Columbus Day.

*On October 14, LLT was held at the Coal City Village Hall. Sandy Rakes was the guest speaker on special education and the Response to Intervention Process.

*October 16 marked the end of the 1st quarter. Report cards were sent home with students on October 21. *On October 20, the CCES RTI team conducted meetings for students in the RTI process. We are working on continually refining the RTI process as we keep moving forward as a building and a district.

*Parent/Teacher Conferences were held on Thursday, October 22 and Friday, October 23. CCES had a great turnout of parents and guardians for P/T Conferences. We had 320 of 329 parents attend a Parent/Teacher Conference. That calculates to 97% of parents attending the Fall Conferences. Just another great indicator of the support we have from our families in the Coal City District.

*On October 29, the Coal City Fire Department conducted a surprise fire drill for the students of CCES. *On Friday, October 30, CCES held their 1st quarter incentive activity for the Positive Behavior System (PBS). Students who earned 90% of their Responsibility, Respect and Safe (RRS) cards were eligible to attend the incentive activity. CCES had 296 students (90% of all students) earn the privilege to attend the activity. I was very pleased with the number of students who earned this and it is a testament to the students and the choices and behaviors they demonstrate on a daily basis. The incentive activity was a Movie Day for students. We had 6 different “theaters” in the building that students could choose to attend. Students also received a treat while they were watching the movies. Once again, the 90% of students attending is a great number and one we will strive to continue to reach for each of our incentives.

*On Friday, October 30, CCES students participated in the annual Halloween Parade. Unfortunately, the weather did not cooperate and the main parade was cancelled. The CCES students did, however, have a small parade around the building so they could see all of the costumes of the 2nd and 3rd grade students. It was very disappointing for the students not to get to do the main parade but the students still enjoyed a great Halloween at CCES. *October is a very busy month with many different activities taking place. Two main activities of the month are Fire Prevention Week and Red Ribbon Week.

FIRE PREVENTION WEEK Fire Prevention Week was October 5 – 9. For Fire Prevention Week, the Coal City Fire Department sponsored many different things for our students. The theme for the year was BE FIRE SMART (Don’t Get Burned). Students were given gift bags with fire safety material as well as fire hats. CCFD also presented a fire safety assembly emphasizing what to do if you have a fire at home or at school. At the assembly, CCES students won smoke detectors for their home. The winners are listed below. The fire department also sponsored a coloring contest for 2nd grade and essay contest for 3rd grade students. Winners of the contest were treated to breakfast at McDonalds with the winners from the ECC and IS (winners are listed below). Special thanks to the Coal City Fire Department especially Jean Lissy and Shawn Anderson for all of their work during the week especially with the students of CCES.

RED RIBBON WEEK For Red Ribbon Week, Ms. Billie planned many different theme days as well as a lifesaver contest. Danny Caruso guessed the closet number to the lifesavers and won the entire jar for himself and his family. Themes days for the week were: Monday, Oct. 26-“Use your head, Don’t Do Drugs” – Wear crazy hair or wig. Tuesday, Oct. 27-“Red Day”- Everyone is invited to wear red for the day to show support of our fight to prevent drug abuse. Wednesday, Oct 29 “Follow your Dreams, Don’t Do Drugs” – Wear your pajamas. Thursday, Oct. 29-“School Rocks Drug Free” – Wear your favorite rock/pop star t-shirt or “School Rocks Drug Free” t-shirt.

Personnel Congratulations to Ms. Papesh (1st), Mr. Finkelstein (2nd) & Mr. Boresi (3rd)! They were the top vote getters in this years Staff Pumpkin Contest (students voted during lunch; trophies). Great CCIS Tradition: 28 staff pumpkins entered in the 3rd Annual Pumpkin Painting Event.

Pupil Personnel (Nov./Dec. are Caring & Sharing Months) 5th Graders earned Health Extra Credit & a Candy Bar for attending The Road to Reality. 2nd Qtr. Progress Reports will be sent home with students on Friday, November 20th. CCIS is working on a Positive Behavior System (PBS) as a component of RtI Plan. Writing was emphasized this past month (10/7 Unit #1 Staff; 10/19 CCIS Staff). Parent/Teacher Conferences were well attended (90%); Phone Conferences (10%). Mandated Reporter Training completed by all certified staff (Certificate/Signature Sheet). Response-to-Intervention (RtI) User’s Group Mtg. conducted (AimsWeb/Benchmarking). CCIS donated over 400 canned food items to the Coal City Food Pantry! CCIS donated $151.10 to The Foundation for Children with Cancer (Hats On Day). The school yearbook cover will be designed by students this year (contest underway). CCIS North & South Gyms getting plenty of after hour use (Practices & Games/Matches).

Recognition Congratulations to the students & staff of CCIS. The Halloween Food Drive & Hats on Day Initiative are great examples of how CCIS helps others (student council sponsored).

Congratulations to Café Contest Winners! Ryan Elberts, Lauren Canady, Taylor McKay, Luke Rogers & Brock Crawford used their “estimation skills” to correctly guess the number of canned food items that were donated to the Coal City Food Pantry.

Congratulations to this year’s Fire Prevention Essay Winners. The following studnets were escorted to McDonalds after receiving The Grand Send-Off by the CCIS Student Body. 4 th Grade: Nick Jones, Brenna Kelly, Ashley Medina, Blake Harseim & Ryan Elberts. 5 th Grade: Nick Kosek, Alex Michalak, Tyler Sandeno & Julia Caceres. Twenty students won smoke detectors during a Fire Prevention Week Raffle (Be Fire Smart!)

Congratulations to this year’s CCIS Yearbook Cover Illustrators. The inaugural CCIS Yearbook will be printed this year! In the past, a K-5 Yearbook was compiled. For the first time, a K-3 Yearbook & CCIS Yearbook will be published. All students were given a chance to design this year’s cover (tremendous response). Voting took place, and the top three illustrators were identified. The students won prizes for their efforts! 1 st Place: Jacob Krug 2 nd Place: Mackenzie Bugg 3 rd Place: Allison Neumann (*Note: 1st place will be on the front cover; 2nd & 3rd place on the back cover).

On October 20th, the 4th Grade took a trip to the Brookfield Zoo (Rain on 10/15) The 5th Grade celebrated 80’s Day and had lunch as a student body! On October 22nd, PSO Fundraiser Pick-Up took place at CCES (Market Day). On October 23rd, CCIS students saw a preview of 12 Angry Jurors in the North Gym! On October 27th, Picture Retake Day took place without incident (no broken cameras!) On October 28th, The Road to Reality took place at CCMS ~ Good 5th Grade Turnout! On October 29th, The 2nd Annual Astronomy Night took place at CCIS (Joliet Jr. College). On October 30th, the student council sponsored Food Drive ended (Coal City Food Pantry). Halloween was celebrated at CCIS (PM Parties, Pumpkin Contest, etc….).

Coal City Intermediate School Student Services

Col. Attendance Specialist. We will be starting groups at the IS on Nov. 9th  Bi-monthly Student Services meeting.  Assist with Random Acts of Kindness program.  Working on PBS and RTI plans for the IS.  Organizing the Shop for Free Event on Dec. 17th and the drop off day on Nov. 18th  Making a pamphlet for parents on area resources e.g. Methodist Church food pantry and clothes drive, We Care, Grundy County Health Department, PADs homeless shelter program, etc.

Recognition The following students were Students of the Week in October: Dillon Siejka, Anthony Guardiola- Mathena, Kassie Aldridge, and Abby Washburn.

The CCMS Speech Team participated in the annual IESA Speech Tournament on Saturday, October 31 at Milton Pope School. Hanna Flatness, Katherine Druse, Charity Cosby, Rachel Drauden, Katelyn Hill, Grace Golema, Lydia Abraham, Amanda Moore, Enzo Dreher, Carlos Shoemaker, Andrew Elledge, Melissa Moore, Sara Hajduk, Maddie Decker, Morgan Abraham and Kristian Kilbride all received firsts in their respective categories. Hanna Flatness also received the “Judges Award” in both of her categories. The “Judges Award” is the highest rating you can receive in Speech.

Hope Connelly, a 7th grade flute player, was selected to participate in the IMEA District 1 Music Festival on November 7th. She was one of 500 students selected from 60 schools located in the southwest Chicago metropolitan area.

Month in Review On October 7th, an assembly was held to recognize the Student Council members, boys baseball players, girls softball players and the girls basketball players at each grade level. The assembly ended with a game between the women faculty and the 8th grade team, with the women faculty winning in a close one.

Our 3rd fire drill of the year was held on October 7th with the Coal City Fire Department supervising the drill. We also held our second tornado drill that day. Everything went very well.

Parent/Teacher Conferences went very well. There were 193 parents on Thursday evening and 92 parents on Friday for a total of 285.

Approximately 150 middle school students attended Road to Reality at the MS on October 28th. Each student who attended received extra-credit in his/her PE/health class. Over 600 people attended the Road to Reality this year.

Student Council sponsored Red Ribbon Week from October 26-30. Various activities were planned during the week including: Monday: Red Colored Clothing Tuesday: Class Color Day (6th red; 7th white, and 8th blue) Wednesday: Twin Day (Team up Against drugs) Thursday: Sunglasses Day (Shade out drugs) Friday: Halloween Costume Day to say “Boo to Drugs”.

Students were allowed to wear Halloween costumes again this year if they purchased a pass for $1. 150 students participated and that money was donated to the Coal City Food Pantry.

The Book Fair wrapped up on November 2nd. The profit of over $500 will be used to purchase reading incentives for the students.

On Tuesday, October 27th CCHS held its annual Test Incentive Ceremony to reward students who met or exceeded on last April’s state test. We had 15 students who met or exceeded on 2 out the 4 areas of the state tests. We had 23 students meet or exceed on 3 out of the 4 areas and we 82 students who met or exceeded on all 4 of the areas of the state test. CCHS recognized 120 out of 162 who took last spring’s standardized test.

Special Education

Carrie Tessler and I trained the Middle School and High School Special Education staff on writing Transition Plans so that we no longer have difficulty meeting Indicator 13.

Annual Reviews will be held starting on November 12 at the high school.

The Coal City Public Library donated a Magnisight Machine with a monitor. This is a machine that allows students with visual impairments to enlarge materials for class.

I attended Transition staffings for the Coal City students who are 18-21 and attend the REACH Program in Minooka.

The second presentation on Response to Intervention went well. There were 3 parents and 2 staff members in attendance.

Katie Ludes, Kristen Roman and I attended a workshop on Middle School/High School RtI. Information was shared with RtI teams at the building level.

G. CURRICULUM REPORT

Department Information: Department leaders met on November 10 to review test information and other information from the state level.

Professional Development: Early dismissal professional development activities on that took place on November 3rd were reviewed. The reading specialists throughout the district met to discuss resources currently available, and those that are necessary to implement RtI successfully. All teachers were required to complete online mandatory reporter training. Departments worked on data analysis, curriculum and assessment validations.

Testing: All freshmen, sophomores and juniors tested on November 3rd. Freshmen were given the EXPLORE test, sophomores were given the PLAN and juniors were given a retired ACT test and writing sample.

ISAT and PSAE comparison data was reviewed. The spreadsheets show the comparison data against area school, schools similar to us or those in our conference. These are the same schools we have been comparing to for the past several years. We’ve seen impressive gains at the high school in comparison to other area high schools.

The rankings and comparison data released by the Chicago Tribune website.

The High School was ranked 84 out of 656 high schools in the state. (Top 100) Top 12.8% The Intermediate School was 481 out of 3102 Top 15.5% The Elementary School was 639 out of 3102 Top 20.6% The Middle School was 705 out of 3102 Top 22.7%

Dr. Bugg noted the pattern of continuous improvement that has taken place since 2004-2005, which is the year that the standardized curriculum was first put into place. He credited the outstanding teaching staff and administration for the improvements.

OLD BUSINESS

A. DISCUSSION ON HIGH SCHOOL SOFTBALL FIELD PRESSBOX

A proposal to build one press box facility that would include concession areas and washrooms, as well as press box areas for the football and softball fields was reviewed at the October 5 Board Study Session. The Board reviewed the costs associated with the construction of this type of facility at the October 19 Board meeting. A bid of $414,489 was received during the bidding process for the high school addition. This cost is for the structure only and does not include bleachers and paving which would bring the total cost of the press box facility project to about $1 million. Costs comparisons for the construction of a softball press box similar to the press box located on the boys baseball field were reviewed. The Board reviewed three options for this type of press box: pre-cast ($80,000), pre-engineered metal building ($64,000) and wood frame ($27,000). After discussion, the Board generally felt that costs for the three options were more feasible than the press box facility and instructed administration to move ahead in obtaining bid specifications for the project.

A. DISCUSSION ON GAVC LIFE SAFETY REPORT

GAVC representatives Lance Copes and Mark Hulbert, as well as, Scott Riehl and Cliff Bender from Healy, Bender & Associates presented the results of the recent GAVC Life Safety Report. The report indicated that about $1.2 million dollars of work is needed to take care of the safety violations recently cited against the facility. A proposal to add on to the facility as well as take care of the safety violations was reviewed. The estimated $3.5 million dollar addition/renovation would cost the district about $77,000 annually for the next 20 years. The Board would like to review additional information regarding the addition before making a final decision.

B. DISCUSSION ON INVESTMENTS

Steve Krause and Emmert Dannenberg, representatives from PMA, were present to discuss advantages of their group assisting the district with investments. The Board was in favor of pursuing investment opportunities with PMA.

C. DISCUSSION ON HIGH SCHOOL ADDITION INTERIOR DESIGN

Representatives from Healy, Bender and Associates were present to discuss the interior design for the high school addition.

D. DISCUSSION/ACTION ON 2009 SCHOOL REPORT CARD AND SCHOOL IMPROVEMENT PLANS

The district is required to approve the State Report Card prepared by the State of Illinois. The District Report Card summarizes the size of our district, student demographics, average class sizes, information regarding administration and staff, financial information and information regarding student performance on state tests. The 2009 School Report and the School Improvement Plans, relative to this information, were reviewed by the Board.

The George Sollitt Company, construction managers for the high school addition project, made a recommendation to award a contract for bid package #19, wood flooring.

Mr. Harmon moved and Mr. Grove seconded to accept the lowest responsible bid for bid package #19, wood flooring, from Championship Performance Surfaces with a base bid amount of $144,490 plus bid bond of $2,500 for a total bid of $146,990 and to assign the contract to The George Sollitt Company.

F. DISCUSSION/ACTION ON ADOPTING A BUDGET CALENDAR

Chapter 105, Section 5/17-1 of the Illinois Revised Statues (School code) directs the Board of Education to designate a person or persons to prepare in tentative form, the Budget for the upcoming fiscal year. The Board is also required to “fix a fiscal year therefore”. The Budget Calendar provides a detailed schedule of the budgeting process. The budget manual was available for Board review.

Mr. Emerson moved and Mr. Harmon seconded for the Board of Education to adopt the Budget Calendar as presented and appoint the Superintendent, Director of Business Services and Building Principals to prepare, in tentative form, the School District budget for the fiscal year beginning July 1, 2010 and ending June 30, 2011.

G. DISCUSSION/ACTION ON THE 2009 TENTATIVE LEVY

The 2009 levy must be filed with the Grundy and Will County Clerk’s Office on or before the last Tuesday in December, which is the 29th. The Board of Education must adopt the levy prior to this date in order to meet filing regulations. In addition to this time line, the following steps must be taken when the proposed tentative levy exceeds the previous year’s tax extensions (excluding Bond and Interest Fund) by more than 105 percent.

1. Present a tentative levy to the Board of Education for approval no less than 20 days prior to a public hearing on the levy. 2. Publish a notice no more than 14 days, nor less than 7 days prior to holding a public hearing on the proposed levy. 3. Hold a public hearing on the proposed levy prior to the final adoption.

If the Board chooses to exceed the 105% request, the following calendar is recommended.

Bonding for the $23 million dollar addition to the high school requires that a surety bond be held by the district treasurer. Brokers’ Risk will provide the construction bond coverage in the amount of $5,000,000 at an annual cost of $2,576.

Elementary School Librarian, Cindy Tira prepared a library grant application. Illinois Statutes require the Board to review the library’s progress towards meeting the Illinois School standards for school library media centers. The library grant, if awarded, will provide a maximum of $.75 for each student in the District. The monies will be used for reference materials, books, software, hardware, incoming line connection, etc.

Mr. Bianchi moved and Ms. Gill seconded to approve the 2009 School Library Per Capita Grant Application and affirm the conditions outlined are being adhered to throughout the district.

N. DISCUSSION/ACTION ON DONATIONS

The Berta family donated $600 to the high school for the Thad Berta Memorial Fund and the music department. The Thad Berta Memorial Fund will receive $250, the Band Fund will receive $250 and the Madrigals will receive $100.

The Knights of Columbus Council 1574 has donated $580 to the high school for use in the special education department.

The Coal City Public Library donated a Magnisight device with 20” color monitor.

Mr. Emerson moved and Mr. Grove seconded to accept a donation of $600 from the Berta family, a donation of $580 from the Knights of Columbus and the donation of a Magnisight device from the Coal City Public Library. President Hamilton asked if there was any opposition to the motion, hearing none, considers the motion approved.

When the Board returned to open session, President Hamilton called the regular meeting back to order at 9:27 p.m. with the board members answering roll call present: Armand Bianchi, Jeff Emerson, Mary Gill, Curtis Grove, Quint Harmon, Ken Miller, Shawn Hamilton.

ACTION AS A RESULT OF CLOSED SESSION – none.

BOARD STUDY SESSION OF THE WHOLE DATE: Monday, December 7 @ 6 P.M. NEXT REGULAR MEETING DATE: Monday, December 21 @ 6:30 P.M.

ADJOURNMENT

Mr. Bianchi moved and Mr. Harmon seconded to adjourn at 9:28 p.m. the meeting. President Hamilton asked if there was any opposition to the motion, hearing none considers the motion approved.
